Mobilizing Private Investment and Innovative Financing for Water Infrastructure in Landlocked Developing Countries

The High-Level Investment Forum, convened within the framework of the Dushanbe Water Process, will bring together governments, international financial institutions, private sector leaders and development partners to advance practical financing solutions for water-related infrastructure in Landlocked Developing Countries (LLDCs). Against a backdrop of persistent infrastructure gaps, climate pressures and constrained fiscal space, the session will focus on how to translate national water priorities into investable project pipelines and mobilize the scale of financing required for resilient, inclusive growth. Particular attention will be given to strengthening project preparation, improving bankability, and addressing structural barriers that limit private investment in water systems that are essential for connectivity, food security, energy access and economic diversification.

Building on the objectives of the Awaza Programme of Action for LLDCs and ongoing discussions on the proposed Infrastructure Investment and Finance Facility (IIFF), the Forum will emphasize actionable pathways to crowd in private capital through innovative financing instruments, risk mitigation mechanisms and blended finance approaches. Through focused, high-level dialogue, participants will examine how to better align global liquidity with LLDC investment needs, enhance risk allocation, and foster sustained partnerships between governments, financiers and investors. The session is designed to move beyond general discussion and generate concrete, policy-relevant recommendations and follow-up actions to strengthen project pipelines, unlock investment, and accelerate implementation of water-related development priorities in LLDCs.
