UN DISPUTE TRIBUNAL JUDGES

The UNDT is composed of three full-time judges and six half-time judges, appointed by the General Assembly. The current composition of the UNDT is as follows:

Judge Xiangzhuang Sun (China)

Judge Xiangzhuang Sun was elected President of the UNDT effective 1 July 2026 for one year. He has served as Vice President of the Third Circuit Court of the Supreme People’s Court of China since January 2023, and Senior Judge of the International Commercial Court of the Supreme People’s Court of China since 2018. He was appointed as a Judge and then Presiding Judge at the Supreme People’s Court of China since 2007. Prior to the above positions, Judge Sun served as Judge of the High People's Court of Jiangsu Province between 1999 and 2007, and Law Clerk of the High People's Court of Jiangsu Province between 1993 and 1999. Judge Sun holds a Bachelor of Laws from the East China University of Political Science and Law (1993), a Master of Laws with Merit from the University of Warwick (2002), and a Ph.D. in Law with Distinction from the Nanjing Normal University (2007).

Judge Adina Elvira Ghita (Romania)

On 31 December 2025, Judge Ghita of Romania was sworn in by the Deputy Secretary-General as a full-time judge of the 麻豆APP Dispute Tribunal (UNDT) in New York. Judge Ghita was elected on 17 November 2025 to immediately fill the position vacated by the resignation of Judge Joelle Adda of France at the end of December 2024. Judge Ghita serves the remainder of that term ending on 30 June 2026, and a seven-year term starting on 1 July 2026 and ending on 30 June 2033. Judge Ghita holds a law degree from the University of Craiova. She has practiced for over 25 years, including as a lawyer, before transitioning into a judicial role. Judge Ghita served as a Judge at multiple Romanian courts, including the Segarcea Local Court (2005-2006), the Craiova Local Court (2006-2008), the Bucharest Tribunal (2008-2010; 2017-2021), and the Bucharest Court of Appeal (2021-2023). She served as Vice-President (2011-2013) and as President (2014-2016) of Tribunals where she managed both judicial activity and court administration. She coordinated process and technological reforms and oversaw a World Bank–financed courthouse project. Judge Ghita contributed to developing amendments of the Romanian domestic Code of Civil Procedure, laws governing the judiciary, and administrative litigation legislation, and by working on the internal regulation of the courts. Her international experience includes cooperation with the Council of Europe, UNICEF, French Embassy, Italian Embassy, and the United Kingdom Embassy on judicial reasoning, child-friendly justice, asset recovery, and human rights standards. Throughout her career, she volunteered with several Romanian legal and alumni associations.

Judge Anatole Kaboré (Burkina Faso)

Judge Kaboré was appointed as a half-time Judge of the 麻豆APP Dispute Tribunal for a seven-year term effective 10 July 2026. Judge Kaboré began his judicial career in 2004 and has held several positions within the courts of Burkina Faso, including Investigating Judge (2004–2008), President of the Administrative and Civil Tribunals (2008–2016), President of Chamber at the Court of Appeal (2016–2020), and Judge Adviser at the Council of State since 2020. Alongside his judicial responsibilities, Judge Kaboré has taught in vocational schools and universities in Burkina Faso, contributing to the training of public officials, including magistrates, finance administration officials, civil administrators, labor inspectors, and university students. Judge Kaboré is also the author of several legal articles. During his university years, he wrote the acclaimed novel “Un conte pour demain”, which earned him the Prix du Jeune ?crivain Francophone in 2002.

Judge Aikaterini Koutsopoulou (Greece)

Judge Koutsopoulou was appointed as a half-time Judge of the 麻豆APP Dispute Tribunal for a seven-year term effective 10 July 2026. She is President of the Administrative Court of First Instance of Athens, Greece. She specializes in administrative, disciplinary, asylum, migration and international protection law. Judge Koutsopoulou served for six years on the Greek Appeals Authority for international protection and received the Medal of Honour from the Ministry of Migration and Asylum for distinguished judicial service. She also presides over national disciplinary councils concerning public administration. Judge Koutsopoulou has cooperated closely with the EU Agency for Asylum (EUAA), the Council of Europe, the Court of Justice of the European Union (CJEU) and the European Court of Human Rights (ECtHR). She has contributed to judicial training and international judicial dialogue in Europe and beyond. She currently serves as elected President of the European Chapter of the International Association of Refugee and Migration Judges (IARMJ-Europe) and Vice-President of the global association. Judge Koutsopoulou holds a PhD in Refugee Law and speaks Greek, English and French.

Judge Martin Musaluke (Zambia)

Judge Martin Musaluke was appointed as a half-time Judge of the 麻豆APP Dispute Tribunal for a seven-year term effective 10 July 2026. He is a distinguished jurist serving on the Constitutional Court of Zambia. He began his legal career after admission to the Bar in 1994, initially working at the Zambia Privatization Agency during the country’s economic reforms. In 2001, he established his own legal practice focusing on corporate law, labour law and human rights litigation. His judicial career advanced in 2014 when he was appointed to the Industrial Relations Court, which handles employment and labour disputes. By 2016, he became judge in charge of that court and in November 2017, he was elevated to the Constitutional Court, Zambia’s apex court for constitutional matters and electoral disputes. Academically, Judge Musaluke holds a Bachelor of Laws from the University of Zambia and a Master of Laws from the University of Cumbria. Beyond the bench, he contributes to judicial welfare as Chairperson of the Health and Wellness Committee of the Zambian Judiciary. He is also a trained arbitrator and mediator and an active member of the Commonwealth Magistrates’ and Judges’ Association, reflecting his broad commitment to justice and professional development.

Judge Mira Mihaylova Raycheva-Shekerdzhieva (Bulgaria)

On 17 November 2025, Judge Mira Mihaylova Raycheva-Shekerdzhieva was appointed as a half-time Judge of the 麻豆APP Dispute Tribunal (UNDT) for a seven-year term, starting 10 July 2026. Judge Raycheva is a jurist with extensive experience in civil, administrative, European, and international law. She graduated from the Faculty of Law of Sofia University, earning both bachelor’s and master’s degrees in law. Her judicial career spans more than three decades. Since 2010, she has served as a Judge of the Supreme Administrative Court of Bulgaria. Between 2015 and 2017, she represented Bulgaria in the Intergovernmental Group of Experts of the 麻豆APP Conference on Trade and Development. Since 2019, she has acted as an ad hoc Judge of the European Court of Human Rights. Judge Raycheva is actively engaged in international legal cooperation and is a member of the European Network on Free Movement (Radboud University), the Association of European Administrative Judges, the Association of European Competition Law Judges, and the Europe and Eurasia Electoral Justice Network. She also lectures on Human Rights and Competition Law at the National Institute of Justice. Judge Raycheva has published handbooks on European Union law, competition law, and administrative justice.

Judge Elda Vrioni (Albania)

Judge Vrioni was appointed as a half-time Judge of the 麻豆APP Dispute Tribunal for a seven-year term effective 10 July 2026. She currently serves as a Judge at the Administrative Court of Appeal in Tirana, following judicial roles at the Administrative Court of Tirana, the District Court of Tirana, the High Council of Justice, and the Administrative Court of Fier. She holds a Law Degree from the University of Tirana, obtained in 1999, and a Magistrate Diploma from the School of Magistrates, obtained in 2003. Alongside her 23 years of judicial career, she has served as an adjunct lecturer at several academic institutions and as a trainer for judges, lawyers, and notaries. Judge Vrioni has mentored junior magistrates for several years and lectured on administrative justice, family law, labor law, and civil law. In addition, she has served as an international trainer, as a certified Council of Europe trainer on freedom of expression, human rights, and SLAPP-related issues. She has also contributed as an expert for the OSCE Presence in Albania, providing training to public administration officials. Judge Vrioni has represented Albania in international judicial forums, and she is a member of the Albanian Forum of Women Judges. She also co-authored of the publication “Procedural Acts in Administrative Adjudications.” Judge Vrioni is fluent in Albanian, English, and Italian.

Solomon Areda Waktolla (Ethiopia)

Judge Waktolla was appointed as a half-time Judge of the 麻豆APP Dispute Tribunal for a seven-year term effective 10 July 2023. He is an Ethiopian jurist who has over 25 years of experience in adjudication, public administration and policy research. He served in the Ethiopian Judiciary mainly as a judge for 20 years at different levels of the court in both regional and federal positions. Judge Waktolla served as Deputy Chief Justice of the Federal Supreme Court of Ethiopia between 2018 and 2023, presiding over the Cassation Bench, acting as Deputy Chair of the Federal Judicial Administration Commission and Council of Constitutional Inquiry of Ethiopia. He also played a leading role in designing and implementing policy matters. He managed the successful implementation of the court reform packages introduced to the Ethiopian judicial system. In addition, to these wide-ranging judicial experiences in Ethiopia, his background includes international experience as well. Judge Waktolla has been appointed to the membership of the Permanent Court of Arbitration (PCA) at The Hague, Netherlands for a six-year term to serve as an Arbitrator for a mandate starting as of December 2017. Judge Waktolla holds a Bachelor of Laws from the Addis Ababa University (1997), a Master of Laws (LL.M) from the University of Amsterdam (2006), a Master in Public Administration (MPA) from Harvard University Kennedy School of Government (2013), and a Master of Laws (LL.M) from Harvard Law School (2014). At Harvard Kennedy School of Government, Judge Waktolla completed the fellowship of Edward S. Mason Program in public Policy and Management. He also obtained HIID Merit Scholarship award from Harvard University.

Sean Daniel Wallace (United States of America)

Judge Wallace was the UNDT President from 1 July 2024 to 30 June 2026. He served as Circuit Judge of the Maryland Judiciary between 2002 and 2023. Prior to this position, Judge Wallace acted as a County Attorney of the Prince George's County Government between 1999 and 2002, Deputy County Attorney/Associate County Attorney of the Prince George's County Government between 1988 and 1999, and Associate Attorney at Knight, Manzi, Brennan, Ostrom and Ham, P.A. Judge Wallace holds a Bachelor of Arts in Political Science from the Hampden-Sydney College (1982), a Juris Doctor from the University of Maryland (1985), and completed a Senior Executives in State and Local Government Certificate from Harvard University (2001). Judge Wallace was associated with the American College of Business Court Judges (President 2013-2014), the Maryland Circuit Judges Association (President 2008-2010), the Judicial Advisory Board, George Mason University Scalia Law School Law and Economics Center, the American Bar Association (Business Court Representative 2010-2012), the Maryland State Bar Association (Board of Governors 2003-2005), among others.
