They argued that political interference, particularly by Israel and its allies, shaped the disciplinary proceedings to undermine arrest warrants for Israeli officials. Judges had found insufficient evidence for misconduct, yet the Bureau disregarded their conclusions. The\u00a0organizations\u00a0warned that the\u00a0politicized\u00a0removal threatened prosecutorial independence, enabled impunity, and risked weakening the ICC\u2019s ability to pursue accountability in the Palestine situation and beyond.<\/span><\/li>\n<li>On 27 July,\u00a0<a href=\"https:\/\/pchrgaza.org\/palestinian-human-rights-organisations-and-civil-society-institutions-call-on-the-international-community-to-fulfil-its-duties-in-protecting-the-palestinian-people\/\"><span data-contrast=\"none\">Palestinian human rights organizations<\/span><\/a><span data-contrast=\"auto\">\u00a0reported\u00a0a major escalation of state-backed settler violence in the\u00a0occupied\u00a0West Bank on 24 July, including shootings, arson, raids, mass arrests, and attacks on multiple villages. Israeli officials used the events to justify intensified military operations, collective punishment, and expanded settlement activity. Since October 2023, 68 Palestinians have been killed in settler-related incidents and over 5,200 injured, alongside 1,122 killed by Israeli\u00a0security\u00a0forces. The\u00a0organizations\u00a0urged\u00a0the international community to uphold international law, implement the ICJ Advisory Opinion, impose sanctions, end military cooperation, and provide immediate protection for Palestinian civilians.<\/span><\/li>\n<li>On 20 July,\u00a0<a href=\"https:\/\/gisha.org\/en\/israels-high-court-shifts-responsibility-for-gaza-patients-medical-access-to-other-countries-eng\/\"><span data-contrast=\"none\">Gisha \u2013 Legal Centre for Freedom of Movement<\/span><\/a><span data-contrast=\"auto\">\u00a0reported\u00a0that Israel\u2019s High Court\u00a0had\u00a0held a hearing on a petition\u00a0seeking\u00a0to reopen the medical corridor that once allowed Gaza patients to access treatment in the\u00a0occupied\u00a0West Bank and East Jerusalem. The Court declined to intervene and instead urged petitioners to persuade other countries to accept patients. Judges rejected requests to hear testimony from senior Israeli physicians and ordered the removal of\u00a0an affidavit\u00a0describing Gaza\u2019s collapsed healthcare system. Petitioners argued that 18,500 patients urgently needed care unavailable in Gaza. The ruling left Israel\u2019s ban in place, meaning patients continued to die while awaiting treatment that had previously been accessible.<\/span><\/li>\n<li>On 18 July,\u00a0<a href=\"https:\/\/www.mezan.org\/public\/en\/post\/46876\/Complicity-of-the-Israeli-Judicial-System-Signals-an-Increase-in-Deaths-inside-Israeli-Prisons\"><span data-contrast=\"none\">Al\u00a0Mezan<\/span><\/a><span data-contrast=\"auto\">\u00a0reported that Israeli prisons have become sites of death and torture for Palestinian detainees, with authorities withholding information and blocking international monitoring. Testimonies describe unprecedented brutality, and dozens of deaths in custody remain unexplained. Although the Israeli military has opened investigations into 57 deaths, none have resulted in indictments, even in\u00a0facilities with surveillance cameras and witnesses.\u00a0The NGO\u00a0said\u00a0these practices show judicial complicity, entrench impunity, and require urgent independent investigations and international accountability.<\/span><\/li>\n<li>On 18\u00a0July,\u00a0<a href=\"https:\/\/www.alhaq.org\/advocacy\/27720.html\"><span data-contrast=\"none\">Al-Haq<\/span><\/a><span data-contrast=\"auto\">\u00a0stated\u00a0that Ireland\u2019s Parliament had passed the 2026\u00a0bill banning imports of goods from Israeli settlements, marking the first such move by an EU\u00a0Member State. The\u00a0organization\u00a0welcomed the step as a long<\/span>\u2011<span data-contrast=\"auto\">overdue implementation of states\u2019 obligations under international law but noted that excluding services significantly weakened the\u00a0bill\u2019s impact. Al-Haq recalled the decade-long legislative process, legal debates, and the influence of the 2024 ICJ Advisory Opinion. It argued that Ireland still fell short of fully meeting its duties, since international law required banning both goods and services linked to illegal settlements and ending all complicity.<\/span><\/li>\n<li>On 15 July,\u00a0<a href=\"https:\/\/www.btselem.org\/video\/20260715_food_crisis_worsens_with_the_closure_of_international_kitchens_in_gaza#full\"><span data-contrast=\"none\">B\u2019Tselem<\/span><\/a><span data-contrast=\"auto\">\u00a0stated\u00a0in its most recent report\u00a0that Gaza\u2019s food crisis\u00a0had\u00a0worsened after international kitchens were forced to shut down due to ongoing Israeli restrictions and insecurity. These kitchens had previously provided thousands of meals daily to displaced families. Their closure left communities without reliable access to cooked food, pushing many into severe hunger. Residents described relying on scarce ingredients, unsafe\u00a0water\u00a0and makeshift fires. Witnesses said\u00a0Israeli\u00a0settlers,\u00a0accompanied\u00a0at times by soldiers, assaulted homes, shot residents, and carried out repeated incursions while the army\u00a0failed to\u00a0intervene. HRW verified videos showing settlers and soldiers jointly involved in the violence. Israeli officials responded by redeploying\u00a0security forces, expanding settlement outposts, and calling for the destruction of Palestinian villages. HRW warned that escalating settler violence and state support\u00a0threatened\u00a0to result in\u00a0mass atrocities across the West Bank.<\/span><\/li>\n<li>On 23 July,\u00a0<a href=\"https:\/\/www.savethechildren.net\/news\/children-gaza-still-paying-price-more-74000-children-expected-suffer-acute-malnutrition-coming\"><span data-contrast=\"none\">Save the Children<\/span><\/a><span data-contrast=\"auto\">\u00a0reported that more than 74,000 children in Gaza were expected to suffer acute malnutrition in the coming months as the food crisis deepened. The organization said families had been unable to access sufficient food, clean water, or medical care due to ongoing hostilities and restrictions. Parents described skipping meals so their children could eat, while infants faced life<\/span>\u2011<span data-contrast=\"auto\">threatening shortages of formula and therapeutic nutrition. The report\u00a0stated\u00a0that humanitarian aid remained severely limited and that the collapse of essential services\u00a0had pushed children into extreme hunger, preventable illness, and long<\/span>\u2011<span data-contrast=\"auto\">term developmental harm.<\/span><\/li>\n<li>On\u00a022\u00a0July,\u00a0<a href=\"https:\/\/www.oxfam.org\/en\/press-releases\/gazas-71bn-reconstruction-will-cost-seven-times-all-previous-rebuilds-combined-and\"><span data-contrast=\"none\">Oxfam<\/span><\/a><span data-contrast=\"auto\">\u00a0reported that rebuilding Gaza would require $71.4 billion, seven times the combined cost of all\u00a0previous\u00a0reconstruction efforts. The\u00a0recent\u00a0war had caused massive physical destruction, economic collapse, and the erasure of Gaza\u2019s social fabric. Assessments showed\u00a0nearly 73,000\u00a0Palestinians killed, 173,000 injured, and 1.9 million displaced. The report\u00a0stated\u00a0that past rebuilds had been undermined by blockade, access restrictions, donor shortfalls, and repeated military offensives. It argued that only a Palestinian<\/span>\u2011<span data-contrast=\"auto\">led recovery grounded in rights and accountability could\u00a0succeed and\u00a0warned that externally imposed models would fail without ending the occupation, ensuring justice, and restoring Palestinian\u00a0self<\/span>\u2011<span data-contrast=\"auto\">determination.<\/span><\/li>\n<li>On 21 July,\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/documents\/mde15\/1320\/2026\/en\/\"><span data-contrast=\"none\">Amnesty International<\/span><\/a><span data-contrast=\"auto\">\u00a0reported that the Palestinian community of\u00a0Zanuta\u00a0in the\u00a0southern occupied West Bank\u00a0had\u00a0remained\u00a0forcibly displaced since October 2023 due to persistent, state<\/span>\u2011<span data-contrast=\"auto\">backed\u00a0Israeli\u00a0settler violence. Israeli police and military forces repeatedly\u00a0failed to\u00a0ensure the residents\u2019 safe return, despite two Israeli Supreme Court rulings requiring protection. The organisation\u00a0stated\u00a0that authorities had not removed illegal settler outposts built on\u00a0Zanuta\u2019s\u00a0land and had obstructed efforts to rebuild homes and infrastructure. Speakers described how killings, arrests, and the bombing of media infrastructure had begun even before October 2023 and intensified throughout the war.\u00a0They\u00a0said international organizations, including the Committee to Protect Journalists, had failed to protect Palestinian journalists and had sometimes minimized or misclassified their deaths.
