  {"id":319079,"date":"2026-06-22T11:43:43","date_gmt":"2026-06-22T15:43:43","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?post_type=document&#038;p=319079"},"modified":"2026-06-29T11:45:44","modified_gmt":"2026-06-29T15:45:44","slug":"ocha-fuel-shortages-force-cuts-to-services-as-violence-continues","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/ocha-fuel-shortages-force-cuts-to-services-as-violence-continues\/","title":{"rendered":"OCHA: Fuel shortages force cuts to services as violence continues"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p>22 June 2026<\/p>\n<p>OCHA\u00a0says civilians continue to be exposed to airstrikes,\u00a0naval fire,\u00a0shelling and\u00a0shooting\u00a0in residential areas across\u00a0Gaza.<\/p>\n<p>Safety and security\u00a0partners\u00a0report that such incidents occurred over the weekend across\u00a0all governorates,\u00a0primarily\u00a0west of the so-called \u201cYellow Line.\u201d\u00a0The UN is<strong>\u00a0<\/strong>concerned about these reports with great concern that civilians are among those killed.<\/p>\n<p>Access partners say Kerem Shalom remains the only crossing currently available for aid to enter Gaza. They also report that the Israeli checkpoint set up in early June in southern Gaza is no longer causing major delays for convoys reaching the crossing.<\/p>\n<p>Over the weekend and into this morning, the UN has collected multiple shipments from Kerem Shalom, including food, blankets, education supplies, recreation items for children, hygiene kits, and fuel.<\/p>\n<p>At the same time, partners continue to call for additional crossing points and for restrictions to be lifted on items that are difficult to get approval for.<\/p>\n<p>Fuel, however, remains limited. There is no Value Added Tax exemption in Israel, so partners largely rely on a single Egyptian provider, who is not always able to meet the quantities required. In addition, Israeli authorities allow fuel imports \u2013 whether from Egypt or Israel \u2013 only during the limited opening hours of Kerem Shalom.<\/p>\n<p>As a result, in the second week of June, humanitarian partners inside Gaza were forced to prioritize fuel allocations to life-saving services and suspend them for less critical ones. When fuel is available, generators often lack the lubricant oil needed to operate, and obtaining Israeli approval for it is also difficult.<\/p>\n<p>Violence in the West Bank also\u00a0remains\u00a0at concerning levels.\u00a0Yesterday, Israeli forces shot and killed\u00a0a boy and a man who were allegedly within a group\u00a0burning\u00a0tires and throwing Molotov cocktails towards a settlement in Hebron Area.<\/p>\n<p>In law enforcement contexts across the West Bank, lethal force may only be used as a last resort. Those perpetrating unlawful attacks must be held to account.<\/p>\n<p>OCHA also warns of constraints that continue to impede humanitarian access and aid delivery into and within the West Bank, including East Jerusalem.\u202fBetween January and May this year, partners recorded 230 access incidents linked to checkpoints, road closures and other obstacles.
