UMAR HADI<\/strong><\/p>\n<p style=\"text-align: center\"><strong>*<\/strong><\/p>\n<p style=\"text-align: center\"><strong>SECURITY COUNCIL OPEN DEBATE<\/strong><\/p>\n<p style=\"text-align: center\"><strong>ON THE SITUATION IN THE MIDDLE EAST,<\/strong><\/p>\n<p style=\"text-align: center\"><strong>INCLUDING THE PALESTINIAN QUESTION<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>New York, 28 April 2026<\/p>\n<p><strong><em>Madam President,<\/em><\/strong><\/p>\n<p><strong><em>Excellencies, <\/em><\/strong><\/p>\n<p><strong><em>Ladies and gentlemen,<\/em><\/strong><\/p>\n<p>The situation in the Occupied Palestinian Territory is NOT progressing toward peace.<\/p>\n<p>It is moving toward deeper fragmentation, dispossession and despair as Israel entrenches its illegal occupation by the day, escalating its unlawful policies and violent practices against the Palestinian people.<\/p>\n<p>In Gaza, the humanitarian catastrophe continues.<\/p>\n<p>Settler violence continues at alarming levels in the West Bank, including East Jerusalem.<\/p>\n<p>UN human rights experts have warned that Palestinians are facing an accelerating campaign of ethnic cleansing and annexation, describing it as \u201cstate-backed terror squads at the forefront of the violence\u201d.<\/p>\n<p>OCHA has reported settler attacks across more than 190 communities since January.<\/p>\n<p>Children in particular remain vulnerable to this constant violence.<\/p>\n<p><strong>Entire families are being forcefully displaced.<\/strong><\/p>\n<p><strong>Homes attacked and livelihoods destroyed.<\/strong><\/p>\n<p><strong>Communities subjected to a coercive environment designed to make Palestinian presence unbearable, to drive Palestinians off their land, a continuum across decades, undermining their inalienable right to self-determination. <\/strong><\/p>\n<div class=\"video-shortcode\"><iframe title=\"Entire families are being forcefully displaced, warns UN Palestine Committee at the Security Council\" width=\"1320\" height=\"743\" src=\"https:\/\/www.youtube.com\/embed\/MfgIP9r5kNE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<p>&nbsp;<\/p>\n<p><strong><em>Excellencies,<\/em><\/strong><\/p>\n<p>That same logic is visible in East Jerusalem, as we witness these continued actions of terror.<\/p>\n<p>UN human rights experts have also warned against the irreversible \u201cde-Palestinisation\u201d of the city by illegal Israeli measures altering its demographic composition, religious character, and legal status.<\/p>\n<p>During Eid al-Fitr and Easter, the whole world was appalled by Israeli measures restricting and even completely preventing access to the Holy Sites and obstructing the freedom of worship.<\/p>\n<p>Jerusalem is a city of shared heritage.<\/p>\n<p>Israel must be demanded to halt its unilateral and unlawful transformation of the City, depriving Palestinians of their historical, cultural and religious heritage and very presence in the City.<\/p>\n<p>We must also speak plainly about dangerous legislative measures.<\/p>\n<p>On 30 March, the Knesset passed the so-called \u201cdeath penalty for terrorists\u201d law, a discriminatory measure that risks further entrenching unequal and punitive treatment of Palestinians.<\/p>\n<p>This cruel, inhumane law by the occupying Power must be repealed and Israel must respect its obligations under international law, including international humanitarian and human rights law.<\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Excellencies,<\/em><\/strong><\/p>\n<p>Gaza, and the West Bank, including East Jerusalem, are not separate files.<\/p>\n<p>They are one political, legal and territorial unit under brutal and unlawful Israeli occupation, and they must be addressed as such.<\/p>\n<p>Gaza must not be treated as an isolated humanitarian exception, while annexation, settlement expansion and violence continue elsewhere.<\/p>\n<p>Peace will not come through fragmentation.<\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Excellencies,<\/em><\/strong><\/p>\n<p>The <a href=\"https:\/\/www.un.org\/unispal\/document\/un-high-level-international-conference-new-york-declaration-29jul2025\/\" target=\"_blank\" rel=\"noopener\">New York Declaration<\/a> endorsed by the General Assembly remains one of the clearest diplomatic frameworks before the international community to advance a just solution to this historic injustice against the Palestinian people.<\/p>\n<p>In it, peace is not an abstract aspiration, but an obligation to be fulfilled by concrete actions:<\/p>\n<ul>\n<li><strong>ending the unlawful Israeli occupation,<\/strong><\/li>\n<li><strong>ending the war and siege on Gaza, <\/strong><\/li>\n<li><strong>advancing the two-State solution, <\/strong><\/li>\n<li><strong>supporting Palestinian self-determination, return, independence and statehood, and <\/strong><\/li>\n<li><strong>grounding diplomacy in international law and accountability. <\/strong><\/li>\n<\/ul>\n<p>This Council must therefore act swiftly and with clarity.<\/p>\n<p>Protect civilians.<\/p>\n<p>Reject annexation, demographic engineering and collective punishment.<\/p>\n<p>Uphold the unity of the Occupied Palestinian Territory with Gaza and the West Bank, including East Jerusalem.<\/p>\n<p>And move with seriousness toward full implementation of the New York Declaration.<\/p>\n<p><strong>This Committee stands ready to support the international community in this urgent endeavour towards achievement of a just and comprehensive solution to the Palestine question and of long-overdue Israeli-Palestinian peace and security.<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Thank you.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Related content:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.un.org\/unispal\/document\/security-council-briefing-delivered-by-asg-khiari-28apr26\/\">&#8220;The situation in Gaza and the West Bank, including East Jerusalem, is steadily worsening&#8221;, tells the UN Assistant Secretary-General to the Security Council &#8211;
