August 2025<\/p>\n<p>424th Meeting (PM)<\/p>\n<p>Famine is a reality in Gaza and this \u201ccrime against humanity\u201d must be stopped, the <a href=\"https:\/\/www.un.org\/unispal\/424th-committee-meeting-28-august-2025\/\" target=\"_blank\" rel=\"noopener\">Committee on the Exercise of the Inalienable Rights of the Palestinian People heard today<\/a>, as speakers underscored the importance to demonstrate solidarity with the Palestinian cause ahead of the General Assembly\u2019s high-level session in September.<\/p>\n<p>The discussion underscored the importance of the Assembly\u2019s segment on 22\u00a0September in New York, where the presence of Heads of State and Government will be vital to endorse the New York Declaration on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution.<\/p>\n<h4><strong>Peace Is Good for Us; Peace Is Good for Everyone<\/strong><\/h4>\n<p>Riyad Mansour, Permanent Observer of the State of Palestine, citing the Integrated Food Security Phase Classification report, stressed:\u00a0\u201cFor the first time, in connection with the Âé¶¹APP, famine is in fact taking place in the Gaza Strip.\u201d\u00a0 \u00a0He called this \u201ca crime against humanity that must be stopped\u201d, and urged large-scale food delivery through the Âé¶¹APP Relief and Works Agency for Palestine Refugees in the Near East\u00a0(UNRWA), which \u201chas the capacity and the network in all corners of Gaza to do the job they have been doing for a long period of time\u201d.<\/p>\n<p>Mr.\u00a0Mansour also condemned Israel\u2019s new military campaign, saying: \u00a0\u201cThe Government of the occupying authority approved a dangerous plan to unleash massive military force to control completely all parts of Gaza\u201d. \u00a0He warned this would demolish Gaza City, forcibly displace half a million people and \u201cexpel them completely out of the Gaza Strip in the direction of Sinai\u201d.\u00a0 He further emphasized:\u00a0 \u201cWe all condemn such a plan, and we are united in demanding it be cancelled and not implemented.\u201d<\/p>\n<p>Turning to the situation in the West Bank, he decried Israel\u2019s settlement-expansion: \u00a0\u201cThe illegal approval of thousands of settlement units, known as the so-called E1 project around occupied East Jerusalem, and the annexation of significant portions of the West Bank must be condemned\u201d.\u00a0 The international community must respond with \u201cconsequences and accountability for the Israeli occupying authority\u201d.<\/p>\n<p>Turning to the International Conference co-chaired by Saudi Arabia and France, he said the outcome document and annex \u201creflect a peace plan in line with the historic opinion of the International Court of Justice, which characterized the occupation as illegal and demanded its termination\u201d. \u00a0He also urged all countries to endorse the outcome ahead of the September summit: \u00a0\u201cWe need to reach as many endorsements as possible before resumption of the International Conference\u201d.<\/p>\n<p>He concluded with urgent demands: \u00a0\u201cWhat we need is an immediate ceasefire, immediate and permanent.\u201d\u00a0He also highlighted that 14\u00a0Security Council members had already called for unimpeded humanitarian access and rejected Israel\u2019s military escalation. \u00a0\u201cPeace is good for us, peace is good for everyone, including the Israelis. \u00a0It would allow the release of hostages and prisoners, and within 15\u00a0months, make the two-State solution a reality on the ground,\u201d he said.<\/p>\n<div class=\"video-shortcode\"><iframe title=\"UN Palestine Committee meeting: Gaza Famine, UNRWA Sanctioning the Destruction of Palestine<\/strong><\/h4>\n<p>\u201cThe situation remains desperate gravely serious,\u201d said the representative of France on the preliminary outcomes of the High-Level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution. \u00a0Famine in Gaza and the ongoing issue of settlements in E1 is \u201cdire enough\u201d to prompt most States to say that the Israeli policy must cease immediately. \u00a0\u201cWe cannot allow the sanctioning of the destruction of the State of Palestine,\u201d he said. \u00a0This is a \u201ckey moment\u201d to take long-awaited historical measures, such as the recognition of the State of Palestine, expected in September from several States, including his own. \u00a0\u201cIt is resoundingly clear that without entering into a political process to support the two-State Solution, it risks never coming to pass,\u201d he said, highlighting the work of 17\u00a0participants in eight working groups that presented reports in support of Palestinian sovereignty. \u00a0Ahead of the 22\u00a0September conference, he voiced hope that more States will support the political declaration put forth at the end of July.<\/p>\n<p>We cannot underscore the crucial importance of rallying countries to endorse the outcome document and its annex, added the representative of Saudi Arabia. \u00a0He expressed hope that the pivotal meeting, scheduled for 22\u00a0September, will be held at a high level.\u00a0 \u201cIt is important not just to rally support, but also keep the momentum going,\u201d he stressed.<\/p>\n<p>Taking the floor for a second time, Mr.\u00a0Mansour stressed that it is \u201cextremely crucial\u201d that all Heads of State and Government attend the 22\u00a0September high-level segment to show solidarity and endorse the New York Declaration on the Two-State Solution, urging \u201cevery seat possible filled at the highest level\u201d and wider endorsements beyond the 125\u00a0countries and key organizations already on board.<\/p>\n<h4><strong>UNRWA Faces Unprecedented Financial Crisis<\/strong><\/h4>\n<p>Mourad Wahba, Director ad interim, UNRWA Liaison Office in New York, briefing the Committee on the latest developments in Gaza, recalled the words of his predecessor, who said last February that the rights of Palestinian people in the occupied Palestinian territories have never been so jeopardized and violated, and the very Agency which was established by the General Assembly was also in great danger. \u00a0UNRWA\u2019s current financial crisis is \u201cof a magnitude we have not seen,\u201d he said, adding: \u00a0\u201cEven if the Agency manages to maintain its operations through the end of\u00a02025, the ability to operate in\u00a02026 is at serious risk.\u201d<\/p>\n<p>In this context, he called for the pushing back against the implementation of the Knesset legislation aimed at the Agency, and against any violation against the privileges and immunities of an UN organization. \u00a0He also called for a political path forward that delineates UNRWA\u2019s role as a provider of education and healthcare. \u00a0\u201cThe Agency is essential for ensuring a viable political transition.\u201d \u00a0As well, he called for ensuring that a financial crisis does not abruptly end UNRWA\u2019s life-saving work, adding: \u00a0\u201cThe Agency cannot continue to operate in the face of extraordinary challenges without adequate resources.\u201d<\/p>\n<p>Re-taking the floor, Mr.\u00a0Mansour hailed UNRWA as \u201ca true success story of Âé¶¹APP multilateralism\u201d, noting that, for millions of Palestinians and Palestinian refugees, \u201cwe know what UNRWA has done for our survival, health, lives and education.\u201d\u00a0 He stressed the Agency\u2019s unique General Assembly mandate, emphasizing it must be allowed to continue its work until a just solution enables refugee return.<\/p>\n<p>Despite \u201cimpossible conditions\u201d in Gaza and relentless pressure from the Israel, UNRWA remains the largest organization on the ground, with most of its staff being Palestinians.\u00a0 He also underscored its vital role in Syria, Lebanon and Jordan, serving refugee communities across the region.\u00a0 He added that his team had just completed the written submission to the International Court of Justice to support judges in delivering their advisory opinion on the situation in the Strip.<\/p>\n<p>In other matters, the Committee adopted the annual report of the Committee for submission to the General Assembly (document\u00a0<em><a href=\"https:\/\/docs.un.org\/A\/80\/35\" target=\"_blank\" rel=\"noopener\">A\/80\/35<\/a><\/em>), with Jaime Hermida Castillo (Nicaragua), Vice-Chair of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, presenting the annual report.<\/p>\n<p>The updated draft, he said, reflects recent developments, including \u201cthe approval of more illegal settlements in the E1 area of the occupied West Bank\u201d, the confirmation of famine in Gaza and outcomes of the Cairo ministerial conference on humanitarian response.\u00a0 The report further condemns Israel\u2019s military campaign in Gaza, urges an immediate ceasefire and humanitarian access, and calls on Member
