\/>\n<strong>4th &amp; 5th Meetings (AM &amp; PM)<\/strong><\/p>\n<p>A high-level General Assembly conference on advancing the realization of two independent States \u2014 Israel and Palestine \u2014 concluded its general debate today, with the final outcome document circulated to delegations.\u00a0 The event will reconvene at a later date to take action on the text.<\/p>\n<p>\u201cStates have until the beginning of September to endorse the document if they so wish,\u201d said the representative of Saudi Arabia as he suspended the session.<\/p>\n<p>Co-chaired by that country and France, the \u201cHigh-Level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution\u201d was held pursuant to General Assembly resolution\u00a0<em><a href=\"https:\/\/www.un.org\/unispal\/document\/peaceful-settlement-of-the-question-of-palestine-general-assembly-resolution-a-res-79-81\/\" target=\"_blank\" rel=\"noopener\">79\/81<\/a><\/em>\u00a0from 28\u00a0to 30\u00a0July in New York.\u00a0 (For coverage of the 28\u00a0and 29\u00a0July meetings, see Press Releases\u00a0<em><a href=\"https:\/\/press.un.org\/en\/2025\/pal2248.doc.htm\" target=\"_blank\" rel=\"noopener\">PAL\/2248<\/a><\/em>\u00a0and\u00a0<em><a href=\"https:\/\/press.un.org\/en\/2025\/pal2249.doc.htm\" target=\"_blank\" rel=\"noopener\">PAL\/2249<\/a><\/em>, respectively.)<\/p>\n<p>During the Conference\u2019s general debate \u2014 featuring more than 120\u00a0speakers \u2014 some highlighted the historical significance of\u00a0General Assembly resolution\u00a0<em><a href=\"https:\/\/www.un.org\/unispal\/document\/auto-insert-185393\/\" target=\"_blank\" rel=\"noopener\">181(II)<\/a><\/em>, adopted in November\u00a01947, which outlined the foundational vision of a two-State solution.<\/p>\n<h3><strong>States Support Two-State Solution, Malta Will Recognize Palestine in September<\/strong><\/h3>\n<p>\u201cIt is totally unacceptable that 78\u00a0years since the adoption of General Assembly resolution\u00a0181, only one of the two States has enjoyed independence and full membership to the UN, while the other \u2014 the State of Palestine \u2014 continues to be denied,\u201d said the representative of Malaysia, declaring:\u00a0 \u201cIt is time to end this historic and gross injustice.\u201d\u00a0Commending the countries that have announced bold decisions to recognize the State of Palestine, he called on others to do so urgently.<\/p>\n<p>Malta became the latest country to announce its intention to recognize the State of Palestine, with its representative stating that formal recognition will be granted at the upcoming UN General Assembly session.\u00a0 He described this decision as \u201ca concrete step towards the realization of a just and lasting peace\u201d.\u00a0 Citing the International Court of Justice\u2019s affirmation of the Palestinian right to self-determination, he stressed that recognition must be followed by \u201cpolitical willingness to negotiate from both sides\u201d and the presence of \u201ca legitimate Palestinian Government entrusted with a popular mandate\u201d.\u00a0 However, \u201cHamas should not form part of the equation in Gaza\u2019s future governance\u201d, he added.<\/p>\n<p>Similarly, the speaker for Bulgaria, recalling his country\u2019s early recognition of the State of Palestine in\u00a01988,\u00a0 emphasized the importance of recognizing Israel\u2019s legitimate security concerns and establishing a unified, democratically elected Palestinian leadership \u2014 excluding Hamas \u2014 as the foundation for a viable and sovereign Palestinian State.\u00a0 Stressing that \u201cpeace is not a gift we offer one another, it\u2019s a responsibility we owe to future generations\u201d, he called for direct negotiations between the parties rooted in trust, compromise and practical solutions.<\/p>\n<p>Kyrgyzstan\u2019s delegate \u2014 recalling his country\u2019s recognition of the State of Palestine in\u00a01995 \u2014 welcomed similar moves by France and the United Kingdom during the Conference.\u00a0 Stressing that peace must be based on UN resolutions and the two-State solution, he further pledged support for international efforts to end the bloodshed and achieve lasting peace in the region.<\/p>\n<p>The representative of Australia highlighted a joint declaration issued on 29\u00a0July by a group of Member States, reporting that his country and 14\u00a0others released the \u201cNew York Call\u201d \u2014 which \u201cmakes clear that recognition of a State of Palestine is an essential step to a two-State solution\u201d.\u00a0 Israel must engage on the question of Palestinian statehood.\u00a0 \u201cThe world is moving and a two-State solution is essential for Israel\u2019s long-term security,\u201d he observed, stressing that Australia will \u201ckeep working with other countries to make a two-State solution a reality\u201d.<\/p>\n<h3><strong>Speakers Spotlight United States\u2019 \u2018Complicity\u2019<\/strong><\/h3>\n<p>Meanwhile, the representatives of Iran and Cuba condemned the United States for its role in the Middle East.\u00a0Citing a series of normalization agreements between Israel and several Arab countries that were brokered by the United States, the delegate from Tehran said that the \u201cso-called Abraham Accords\u201d emboldened Israel.\u00a0 That State, he said, launched \u201cunprovoked attacks\u201d on Iranian territory in June, targeting civilians and nuclear facilities \u201cabetted with US direct engagement\u201d.\u00a0Calling for \u201ctargeted sanctions\u201d against Israel, he warned against \u201cany attempt to normalize relations with the Israeli occupying regime\u201d as it constitutes \u201ca betrayal of international law and justice\u201d.<\/p>\n<p>\u201cIt is impossible to talk of the situation in Palestine without speaking out about the historical complicity of the United States Government, which is also responsible for the genocide,\u201d said the delegate from Havana, citing Washington, D.C.\u2019s, repeated use of its veto in the Security Council to \u201cblock the implementation of a ceasefire\u201d.\u00a0 The Council\u2019s paralysis is an affront harnessed by Israel to continue its criminal policies without fear of consequence.\u00a0Concrete action is urgently needed to halt the ongoing genocide and allow the unrestricted delivery of humanitarian aid, he added.<\/p>\n<h3><strong>High Hopes for the Conference<\/strong><\/h3>\n<p>Nevertheless, there was overwhelming support for a two-State solution and high expectations that the conference would generate tangible momentum towards realizing that vision.<\/p>\n<p>\u201cIt is our sincere hope that this Conference will mark a turning point in the region, as well as in our global commitment to peace, stability and multilateral cooperation,\u201d said the representative of Saint Vincent and the Grenadines. \u00a0She also expressed her belief that the efforts of the Conference\u2019s working groups would shift the direction of this long-standing issue and operate as \u201claunching pads for action\u201d.<\/p>\n<p>\u201cToday\u2019s forum could be the enduring legacy of multilateral efforts in the realization of a political horizon of achieving a just and lasting solution for the people of Palestine,\u201d said the representative of Nigeria.\u00a0 For its part, his country has made several efforts in the past to play a mediating role in the conflict \u2014 including visiting both Israel and Palestine, during which time Nigeria urged the two sides to return to the negotiating table.\u00a0He expressed appreciation and support to Egypt and Qatar in their ongoing diplomatic efforts to reach an agreement for an immediate and permanent ceasefire.<\/p>\n<p>Failure to recognize Palestine \u201centrenches a structural imbalance in the peace process\u201d, said the speaker from the Gulf Cooperation Council.\u00a0 Calling the Global Alliance for the Implementation of the Two-State Solution \u201ca strategic and wise vision\u201d that restores focus on \u201cthe legitimacy of the question of Palestine\u201d, he also praised the Arab Peace Initiative as \u201can integrated strategic vision for a just and lasting peace\u201d. \u00a0Further, he commended France and the United Kingdom\u2019s decisions to recognize the State of Palestine.<\/p>\n<h3><strong>But Situation on Ground Still Dire, and Ceasefire Is Needed<\/strong><\/h3>\n<p>Yet, several speakers warned of the harsh realities on the ground and in diplomatic forums, with the observer for the International Federation of Red Cross and Red Crescent Societies describing a humanitarian space to provide life-saving goods and services \u201crendered almost non-existent\u201d.\u00a0 She reported:\u00a0\u201cOur Palestine Red Crescent Society colleagues in Gaza are receiving people fainting and sick due to hunger at their medical facilities, while they also cannot find food for themselves and their own children.\u201d<\/p>\n<p>And the speaker for C\u00f4te d\u2019Ivoire deplored the lack of consensus within the Security Council on the issue.\u00a0 The war in Gaza has dealt another blow to the idea of a negotiated solution, \u201ctaking us ever further away from the prospects of return to peace in the region\u201d, he said.<\/p>\n<p>On that, Nepal\u2019s delegate highlighted the responsibility of the Âé¶¹APP and the international community to take all necessary measures to restart negotiations, establish a framework for lasting peace and find a just, peaceful, amicable and lasting political solution to the problem. \u00a0\u201cFor this, myopic vision and narrow political interests must be set aside,\u201d he said.<\/p>\n<p>For his part, the observer for the Organization of Islamic Cooperation condemned Israel for \u201csystemic crimes \u2014 including aggression, genocide, destruction, displacement, starvation and blockade on the Gaza Strip\u201d. \u00a0He also underlined the need for \u201can immediate and permanent ceasefire\u201d and withdrawal of Israeli forces.<\/p>\n<p>\u201cAfter the brutal aggression and war in Bosnia and Herzegovina, genocide in Srebrenica, and regardless of how many opened wounds remain,\u201d the representative of that country stressed:\u00a0\u201cOne message the Dayton Peace Accords have taught us is that peace
