  {"id":291017,"date":"2023-11-23T16:52:44","date_gmt":"2023-11-23T21:52:44","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?post_type=document&#038;p=291017"},"modified":"2024-06-10T12:20:42","modified_gmt":"2024-06-10T16:20:42","slug":"who-opt-emergency-situation-update-14-gaza","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/who-opt-emergency-situation-update-14-gaza\/","title":{"rendered":"oPt Emergency Situation Update \u2013 Issue 14 (7 October \u2013 23 November 2023) \u2013 WHO"},"content":{"rendered":"<p>23 November 2023<\/p>\n<p><strong>UPDATES<\/strong><\/p>\n<ul>\n<li><strong>Only 8 hospitals in the south ( Deir Albalah, Khan Younis and Rafah) are partially functional.<\/strong><\/li>\n<li>In addition,\u00a0<strong>2 hospitals in Gaza and the north are functioning at an extremely limited basic capacity.<\/strong><\/li>\n<li><strong>On November 18, a joint UN humanitarian assessment team, led by WHO<\/strong>\u00a0accessed Al-Shifa Hospital in northern Gaza to assess the situation on the ground.<\/li>\n<li><strong>At the time of the visit, there were 25 health workers and 291 patients remaining in Al-Shifa<\/strong>, with several patient deaths having occurred over the previous 2 to 3 days due to the shutting down of medical services.<\/li>\n<li><strong>Patients included 33 babies<\/strong>\u00a0in extremely critical condition,** two people in intensive care without ventilation**, and\u00a0<strong>22 dialysis patients<\/strong>\u00a0whose access to life-saving treatment has been severely compromised.<\/li>\n<li><strong>A second WHO-led joint UN mission<\/strong>, working in collaboration with the\u00a0<strong>Palestine Red Crescent Society, evacuated 31 babie<\/strong>s on 19 November from Al-Shifa Hospital in northern Gaza, to a hospital in southern Gaza and 28 later to Egypt.<\/li>\n<li>On 22 November,\u00a0<strong>in cooperation with the Palestine Red Crescent Society, a WHO-led joint UN mission evacuated 151 patients, relatives and health workers accompanying them from Al-Shifa hospital in northern Gaza<\/strong>. The mission was undertaken following specific requests from health authorities and hospital officials in Gaza.<\/li>\n<li><strong>Most of the patients were ultimately transferred to the European Gaza Hospital, with the dialysis patients admitted to Al Najjar Hospital. Both facilities are in the south of Gaza.<\/strong><\/li>\n<li>On 22 November,\u00a0<strong>WHO and partners also undertook a mission to Al-Ahli Hospital<\/strong>\u00a0in northern Gaza to assess medical priorities.<\/li>\n<li><strong>For the past three days since 9 November, WHO has not received updated data on injuries and deaths<\/strong>\u00a0from the Ministry of Health due to intensifying hostilities and limited connectivity. This makes it harder to evaluate the functioning of the health system.<\/li>\n<li>According to Israeli authorities,\u00a0<strong>over 1200 Israelis and foreign nationals have been killed, 5431 injured and 239 being held hostage<\/strong>\u00a0since the hostilities started.<\/li>\n<\/ul>\n<p><strong>HEALTH RESPONSE<\/strong><\/p>\n<ul>\n<li><strong>224 trucks<\/strong>\u00a0with medical supplies were sent from Al Arish to be scanned and enter Gaza until 22 November, including 16 from WHO and other partners.<\/li>\n<li><strong>Between 24-25 Oct, 30-31 Oct, 1 Nov and 9 Nov, WHO delivered medical supplies to:<\/strong>\n<ul>\n<li>Seven hospitals ( 2 in the north, 5 in the south)<\/li>\n<li>Palestine Red Crescent to support ambulance operations.<\/li>\n<li>UNRWA warehouse for onward distribution to approximately 8 UNRWA primary health care centers.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>WHO RECOMMENDATIONS<\/strong><\/p>\n<ul>\n<li><strong>Immediate ceasefire.<\/strong><\/li>\n<li><strong>Establish and sustain protected humanitarian access<\/strong>\u00a0for the immediate entry of adequate quantities of humanitarian supplies \u2013 including fuel, water, food, medicines, and other essential supplies &#8211; and personnel into the Gaza Strip and unimpeded access for patient evacuation.<\/li>\n<li><strong>Prioritization of the shipment of fuel<\/strong>\u00a0to operate desalination plants, hospital generators, ambulances.<\/li>\n<li><strong>Sustained, orderly, unimpeded and safe medical evacuations<\/strong>\u00a0of critically injured and sick patients into Egypt.<\/li>\n<li><strong>Ensure safe passage<\/strong>\u00a0for medical supplies and civilians within the Gaza Strip. Ensure WHO medical supplies can safely reach major hospitals in Gaza City and North Gaza and hospitals in south Gaza.<\/li>\n<li><strong>Ensure the respect and the protection of health care as well as civilians and civilian infrastructure<\/strong>\u00a0against attacks.<\/li>\n<li><strong>Ensure the injured have immediate and unhindered access to health care.<\/strong><\/li>\n<li><strong>Ensure continuity of essential health services.<\/strong><\/li>\n<li><strong>Rapidly reinforce infectious disease surveillance and control measures.<\/strong><\/li>\n<\/ul>\n<p><strong>FUNDING<\/strong><\/p>\n<ul>\n<li><strong>WHO released its Operational Response Plan October 2023 \u2013 January 2024 with a total budget of $110M.<\/strong>\u00a0The operational plan supports (1) Health service delivery, including emergency medical teams and a few complementary field hospitals (2) Public health surveillance, early warning, disease prevention and control (3) Supplies and logistics support (4) Coordination.<\/li>\n<li><strong>So far WHO has secured approximately $17.7M with additional $29.6M in pledged Funds form partners.<\/strong><\/li>\n<li>The inter-cluster Flash Appeal has been revised and the funding requirement for humanitarian health response is\u00a0<strong>$227.6M and is targeting 2.5M people<\/strong>\u00a0in Gaza and West Bank.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>23 November 2023 UPDATES Only 8 hospitals in the south ( Deir Albalah, Khan Younis and Rafah) are partially functional.
