These determined the strategic activities required to\u00a0respond\u00a0to the assessed needs of vulnerable populations identified in the Humanitarian Needs Overview (HNO). The workshops fall under the Humanitarian Response Plan (HRP)\u00a0&#8211;\u00a0a key step\u00a0in\u00a0the humanitarian program cycle.\u00a0<em>\u201cHumanitarian response planning workshops bring together partners to discuss and propose interventions based on the identified humanitarian needs that will guide monitoring of targets during implementation of programs,\u201d<\/em>\u00a0said Chipo Takawira, the Health Cluster Coordinator.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<div class=\"layout one-col fixed-width stack\">\n<div class=\"layout__inner\">\n<div class=\"column\">\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<h3><strong>WHO preparedness, readiness and response<\/strong><\/h3>\n<\/div>\n<\/div>\n<div>\n<div>\n<p>WHO continues to work closely with partners to support Ministry of Health\u2019s (MoH) efforts to respond to the COVID-19\u00a0outbreak.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<div class=\"layout one-col fixed-width stack\">\n<div class=\"layout__inner\">\n<div class=\"column\">\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<p><strong>Coordination,\u202fplanning\u202fand monitoring\u200b<\/strong><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<div class=\"layout one-col fixed-width stack\">\n<div class=\"layout__inner\">\n<div class=\"column\">\n<div>\n<div>\n<ul>\n<li>The state of emergency over COVID-19 decreed by President Mahmoud Abbas in the West Bank\u00a0continues in place<\/li>\n<li>Also\u00a0in\u00a0the\u00a0West Bank,\u00a0social gatherings, including at funerals and weddings, are currently banned<\/li>\n<li>Local authorities in the Gaza Strip have resumed the vaccination campaign targeting employees of the public sector and high school students above 16 years old.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<div class=\"layout one-col fixed-width stack\">\n<div class=\"layout__inner\">\n<div class=\"column\">\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<p><strong>Surveillance<\/strong><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<div class=\"layout one-col fixed-width stack\">\n<div class=\"layout__inner\">\n<div class=\"column\">\n<div>\n<div>\n<ul>\n<li>The WHO risk assessment\u00a0remains\u00a0high,\u00a0with\u00a030,994\u00a0active\u00a0COVID-19 cases across the oPt, while infections in the Gaza\u00a0Strip\u00a0account for\u00a0the majority of all cases, at just over 67%<\/li>\n<li>In the West\u00a0Bank,\u00a0numbers of\u00a0cases\u00a0are\u00a0slowing down,\u00a0and are now at 10,198. Testing has\u00a0increased\u00a0in the past two weeks\u00a0allowing for a fall in positivity to 12.7% from 22%\u00a0a fortnight\u00a0ago<\/li>\n<li>The breakdown of active COVID-19 cases across the oPt is as\u00a0follows:\u00a0Gaza Strip (67.1%), followed by the West Bank governorates of Nablus\u00a0(8.5%), Tulkarm\u00a0(6.3%), Ramallah\u00a0(4.5%), Jenin\u00a0(3.7%),\u00a0Qalqilya\u00a0(2.8%), Salfit\u00a0(1.7%), Hebron\u00a0(1.1%), and Tubas (0.6%)<\/li>\n<li>The overall Case Fatality Rate (CFR)\u00a0across oPt\u00a0remains at\u00a01%.\u00a0The CFR is the proportion of\u00a0deaths\u00a0among identified confirmed\u00a0cases.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<p><strong>Laboratory testing and diagnostics<\/strong><\/p>\n<\/div>\n<\/div>\n<div>\n<div>\n<ul>\n<li>The number of tests conducted in the oPt is largely unchanged during the reporting period (15\u00a0\u2013\u00a021 September),\u00a0with\u00a064,097\u00a0tests\u00a0conducted, and an overall positivity of 21%<\/li>\n<li>Over\u00a0the\u00a0past two weeks, an average of\u00a03,965\u00a0COVID-19 tests per day were conducted in the Gaza Strip. However, positivity\u00a0remains\u00a0considerably high at an average of 33%.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<p><strong>Infection Prevention and Control (IPC), Isolation and Case Management, Operations Support and Logistics\u00a0<\/strong><\/p>\n<\/div>\n<\/div>\n<div>\n<div>\n<ul>\n<li>In light of\u00a0the increased number of COVID-19 patients requiring hospitalization, Gaza health authorities\u00a0expanded the number of beds allocated for COVID-19 management to\u00a0555, including\u00a090\u00a0intensive care units\u00a0(ICU).\u00a0The overall COVID-19 bed\u00a0occupancy\u00a0remains high at\u00a074%, with\u00a0410 beds occupied<\/li>\n<li>The number of cases admitted to ICU\u00a0also\u00a0continues to increase\u00a0in the Gaza Strip, with\u00a054\u00a0patients\u00a0occupying a total capacity of 90 beds (60%), including\u00a013\u00a0on mechanical ventilators<\/li>\n<li>In\u00a0the West Bank, hospitals continue to respond to the COVID-19 situation accordingly:\u00a0ICU bed occupancy\u00a0is lower at 72% (down from 86% a week ago) with 73\u00a0ICU beds occupied out of\u00a0101,\u00a0and\u00a015\u00a0patients on ventilators (up from 13 two weeks ago).<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<p class=\"size-14\" lang=\"x-size-14\"><strong>Scaling up Gaza Health System&#8217;s Capacity to Respond to COVID-19<\/strong><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<div class=\"layout two-col fixed-width stack\">\n<div class=\"layout__inner\">\n<div class=\"column\">\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div align=\"center\"><img class=\"lazyload\" decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-orig-src=\"https:\/\/i5.createsend1.com\/ei\/j\/4F\/436\/9B4\/031943\/csfinal\/HindreceivingRDTs-990000000003cf3c.jpg\" alt=\"\" width=\"300\" \/><\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<\/div>\n<div class=\"column\">\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<p><strong>Scaling up Capacity in Gaza to Prevent, early-Detect and Respond to COVID-19<\/strong><\/p>\n<p>As part of WHO&#8217;s commitment to procure\u00a0and deliver sufficient laboratory\u00a0testing supplies to Gaza Public Health authorities,\u00a010,000 COVID-19 rapid detection tests (RDTs) were delivered on 9 September 2021. These form part of a package of supplies that will total more than 120,000 RDTs in all, and will also include\u00a060,000 swabs, 3,456 PCR mutation detection kits, and other essential lab reagents and COVID-19 medical supplies.<\/p>\n<\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<div class=\"layout one-col fixed-width stack\">\n<div class=\"layout__inner\">\n<div class=\"column\">\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<p><strong>COVID-19 Vaccination Update<\/strong><\/p>\n<\/div>\n<\/div>\n<div align=\"center\"><img class=\"lazyload\" decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-orig-src=\"https:\/\/i6.createsend1.com\/ei\/j\/4F\/436\/9B4\/031943\/csfinal\/LatestBluetable-9900000000079e3c.PNG\" alt=\"\" width=\"600\" \/><\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<p><strong>Latest Vaccine Arrivals<\/strong><\/p>\n<\/div>\n<\/div>\n<div>\n<div>\n<ul>\n<li>On\u00a0Thursday 9 September, 150,000 vaccines were delivered to Gaza from the West Bank (100,000 Pfizer, 50,000 Sputnik Light) &#8211; of which the Sputnik Light\u00a0were spoiled after preventive measures put in place to safeguard their appropriate cold chain for preservation failed.\u00a0<a href=\"https:\/\/who.createsend1.com\/t\/j-l-futouk-l-y\/\" target=\"_blank\" rel=\"noopener\">http:\/\/Palsawa.com<\/a><\/li>\n<li>On Wednesday 25 August, 100,000 Pfizer vaccines were delivered to oPt via the COVAX mechanism: 40,000 doses went to Gaza and 60,000 to West Bank<\/li>\n<li>The previous day, on Tuesday 24 August, a shipment of 500,000 Moderna vaccines arrived in oPt also via the COVAX mechanism, donated by the US government: 200,000 doses were delivered to Gaza, while 300,000 were delivered to West Bank.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<div>\n<div><\/div>\n<\/div>\n<div>\n<div>\n<p><strong>Vaccination\u00a0Numbers\u00a0\/\u00a0News\u00a0(as of 23\u00a0September)<\/strong><\/p>\n<\/div>\n<\/div>\n<div>\n<div>\n<ul>\n<li>1,347,092\u00a0\u00a0people have been vaccinated in total across the oPt:\u00a0950,324\u00a0in the West Bank, and\u00a0396,768 in Gaza.\u00a0These figures represent around 45% of the target Palestinian\u202fpopulation\u00a0(16\u00a0years and above)<\/li>\n<li>Of these numbers, the total who have received their second dose are 654,315 in the oPt\u00a0overall\u00a0(excluding East Jerusalem):\u00a0531,067 in West Bank, and 123,248\u00a0in Gaza<\/li>\n<li>In oPt there are currently 160\u00a0vaccination\u00a0centres\u00a0set up (120 in the West Bank including UNRWA\u00a0centres; and 40\u00a0in the Gaza Strip)\u00a0(PA\u00a0MoH)<\/li>\n<li>Eleven\u00a0of\u00a0the 40\u00a0centres\u00a0in Gaza Strip\u00a0are operating double shifts to offer vaccinations to those\u00a0aged\u00a016\u00a0and over<\/li>\n<li>There has been a significant rise in public support for vaccination against COVID-19,\u00a0says the\u00a0Palestinian Center for Policy and Survey Research (PCPSR). A\u00a0majority now support\u00a0making COVID-19 vaccinations mandatory, with just one\u00a0third opposing this.\u00a0Of those opposing, a significant percentage\u00a0favour\u00a0vaccine mandates for public sector workers.
