  {"id":244206,"date":"2020-12-21T13:17:59","date_gmt":"2020-12-21T18:17:59","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?post_type=document&#038;p=244206"},"modified":"2020-12-22T13:19:17","modified_gmt":"2020-12-22T18:19:17","slug":"security-council-briefing-settlements-peace-process-21-dec-2020-daily-press-briefing-excerpts","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/security-council-briefing-settlements-peace-process-21-dec-2020-daily-press-briefing-excerpts\/","title":{"rendered":"Security Council Briefing, Settlements, Peace Process \u2013 21 Dec. 2020 Daily Press Briefing \u2013 (Excerpts)"},"content":{"rendered":"<h6 style=\"text-align: right;\"><strong>21 DECEMBER 2020<\/strong><\/h6>\n<p>The following is a near-verbatim transcript of today\u2019s noon briefing by St\u00e9phane Dujarric, Spokesman for the Secretary-General.<\/p>\n<p>\/&#8230;<\/p>\n<p><u>Middle East<\/u><\/p>\n<p>As you know, this morning, the Special Coordinator for the Middle East Peace Process, Nickolay Mladenov,\u00a0<a href=\"https:\/\/www.un.org\/press\/en\/2020\/sc14397.doc.htm\">briefed<\/a> members of the Security Council.\u00a0 He told them that the latest humanitarian needs assessment found that almost 2.5\u00a0million Palestinians \u2014 that\u2019s 47\u00a0per\u00a0cent of the population of the Occupied Palestinian Territory \u2014 need aid.\u00a0 Mr.\u00a0Mladenov said he remains deeply troubled by continued Israeli settlement expansion in the occupied West Bank, including East Jerusalem.\u00a0 Over the past year, Israeli authorities advanced controversial settlement plans that had been frozen for years.\u00a0 He added that the total number of units advanced this year are on par with 2019\u00a0numbers, despite an eight-month hiatus.\u00a0 Also, Mr.\u00a0Mladenov said that violence and attacks against civilians have also continued in the Occupied Palestinian Territory.\u00a0 He said that he\u2019s appalled that children continue to be victims \u2014 with a particularly troubling series of incidents over the past months in the Occupied Palestinian Territory.\u00a0 He urged security forces to exercise maximum restraint and use lethal force only when strictly unavoidable to protect life.<\/p>\n<p>\/&#8230;<\/p>\n<p><u>Questions and Answers<\/u><\/p>\n<p>\/&#8230;<\/p>\n<p><u>Question<\/u>:\u00a0 Hi, Steph.\u00a0 Thanks very much.\u00a0 I just want to confirm there&#8217;s no announcement from your podium as to the appointment of a new Libyan envoy despite\u2026 sorry.\u00a0 Let me rephrase.\u00a0 The\u2026 Mr.\u00a0Mladenov said his goodbyes today, but his statement said that his successor should replace him in January.\u00a0 Is he\u2026 has he stepped down? \u00a0What is the official status of this?<\/p>\n<p><u>Spokesman<\/u>:\u00a0 I think I&#8217;d refer you to what Mr.\u00a0Mladenov said.\u00a0 We do expect to have an announcement a bit later on today on the Middle East.\u00a0 As for Libya, I mean, as we&#8217;ve said, I think the Secretary\u2011General&#8217;s very much focussed and continues to attach great importance to the developments in Libya, to the political process, and we hope to name a new Special Envoy soon.<\/p>\n<p>\/&#8230;<\/p>\n<p><u>Question<\/u>:\u00a0 I was not napping.\u00a0 I was listening to you very intently.\u00a0 I also\u2026 I also read Mladenov&#8217;s remarks very intently, and I noticed one thing that was missing from his assessment on the Middle East, and that is he didn&#8217;t mention at all anything about the most recent agreement between Israel and Morocco, three other countries.\u00a0 Is it the assessment of the Secretariat and Mladenov, who this was his last briefing, obviously, that these agreements have nothing to do with peace in the Middle East or have no effect over even the Israeli\u2011Palestinian\u2026?<\/p>\n<p><u>Spokesman<\/u>:\u00a0 No, I don&#8217;t\u2026 I think the briefing he gave was pursuant to Security Council resolution, I think, speaking off the top of my head, 2339, it was not part of his\u2026<\/p>\n<p><u>Question<\/u>:\u00a0 <a href=\"https:\/\/www.un.org\/unispal\/document\/auto-insert-178173\/\">2334<\/a>.<\/p>\n<p><u>Spokesman<\/u>:\u00a0 Resolution\u00a0<a href=\"https:\/\/www.un.org\/unispal\/document\/auto-insert-178173\/\">2334<\/a>.\u00a0 Thank you.\u00a0 It was not part of his overall regular briefings that are specific to his mandate, which I think he has mentioned those agreements.\u00a0 And I think we&#8217;ve spoken from here of hoping that these very important agreements are bringing a level of stability and increased cooperation in the region and are also used as an opportunity to re\u2011engage in the Israeli\u2011Palestinian dialogue.<\/p>\n<p>\/&#8230;<\/p>\n<p><strong>For information media.
