{"id":215133,"date":"2019-06-13T16:31:12","date_gmt":"2019-06-13T20:31:12","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?post_type=document&#038;p=215133"},"modified":"2019-09-12T11:53:22","modified_gmt":"2019-09-12T15:53:22","slug":"security-council-presidential-statement-expresses-intention-to-promote-closer-ties-with-league-of-arab-states-sc-1384-excerpts","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/security-council-presidential-statement-expresses-intention-to-promote-closer-ties-with-league-of-arab-states-sc-1384-excerpts\/","title":{"rendered":"Security Council Presidential Statement Expresses Intention to Promote Closer Ties with League of Arab States (SC\/1384) (Excerpts)"},"content":{"rendered":"<p style=\"text-align: right;\"><strong>8548TH MEETING (AM)<\/strong><br \/>\n<strong>SC\/13841<\/strong><br \/>\n<strong>13 JUNE 2019<\/strong><\/p>\n<p><a href=\"https:\/\/www.un.org\/press\/fr\/2019\/cs13841.doc.htm\">Fran\u00e7ais<\/a><\/p>\n<p><a href=\"http:\/\/webtv.un.org\/search\/cooperation-between-the-security-council-and-the-league-of-arab-states-security-council-8548th-meeting\/6048002030001\/?term=&amp;lan=english&amp;page=2\">Video<\/a><\/p>\n<p>With Middle East crises occupying a significant portion of its agenda, the Security Council today expressed its intention to promote closer cooperation between the Â鶹APP and the League of Arab States in the fields of conflict early warning, prevention, peacemaking, peacekeeping, peacebuilding and sustaining peace.<\/p>\n<p>\/\u2026<\/p>\n<p>\u201cFrom day one, I have prioritized cooperation with regional organizations to prevent conflict and sustain peace,\u201d said Â鶹APP Secretary-General Ant\u00f3nio Guterres, stressing that stronger ties with the League is pivotal. \u00a0Referring to numerous regional challenges \u2014 including in Syria, Yemen, Libya, Iraq, Lebanon, Somalia, Sudan and the Occupied Palestinian Territory \u2014 he said partnerships are essential to advance a global order based on international law.<\/p>\n<p>\/\u2026<\/p>\n<p>Turning to the Israeli-Palestinian conflict, he said the two organizations are collectively committed to the vision of two States, based on relevant Â鶹APP resolutions, long-held principles, previous agreements and international law.<\/p>\n<p>\/\u2026<\/p>\n<p>AHMED ABOUL GHEIT, Secretary-General of the\u00a0<u>League of Arab States<\/u>\u2026added that he could not neglect the centrality of the Palestinian question in the minds and conscience of the Arab people.\u00a0 Israel\u2019s ongoing occupation fuels radicalization in the Middle East and beyond, he said, emphasizing that the region will never enjoy stability without an end to the occupation, the establishment of an independent Palestinian State and a just resolution to the conflict with Israel.<\/p>\n<p>\/\u2026<\/p>\n<p>He went on to warn against the dangers of maintaining the status quo regarding the Palestinian situation, especially given Israel\u2019s continuing oppressive practices and attempts to legitimize the occupation while casting doubt on the just cause of Palestinian refugees.\u00a0 Warning against attempts to resolve the Palestinian question outside the framework of international law, or creating alternative economic or development tracks, he called on the Council to assume its responsibilities without selectivity or double standards, afford protection to the Palestinian people and compel Israel to uphold its obligations. \u00a0The League is aware of the Council\u2019s internal dynamics, or lack thereof, vis-\u00e0-vis the many conflicts and crises in the Arab region, and it is confident it appreciates the complications within the Arab system.\u00a0 But, that is no excuse for inaction or an abdication of the Council\u2019s obligation to uphold international law.\u00a0 Advancing partnership can help both organizations to assume their responsibilities and better discharge their duty to maintain peace and security, in the letter and spirit of Chapter\u00a0VIII of the Â鶹APP Charter.<\/p>\n<p>\/\u2026<\/p>\n<p><u>Statements<\/u><\/p>\n<p>\/\u2026<\/p>\n<p>JOS\u00c9 SINGER WEISINGER (<u>Dominican Republic<\/u>) said that the best results are achieved through cooperation and inclusive dialogue.\u00a0 The Middle East faces major challenges that represent a significant portion of the Council\u2019s agenda, including the Israel-Palestine issue and the situation in Syria.<\/p>\n<p>\/\u2026<\/p>\n<p>JERRY MATTHEWS MATJILA (<u>South Africa<\/u>)\u2026Turning to the Israeli\u2011Palestinian conflict, he pointed out that the League is \u201cnot even included as a member of the Middle East Quartet\u201d.\u00a0 He urged the Council to consistently make use of regional organizations in the maintenance of international peace and security.<\/p>\n<p>\/\u2026<\/p>\n<p>JONATHAN R. COHEN (<u>United States<\/u>)\u2026Regarding the Palestinian question, he said his country will release its plan \u201cwhen the time is right\u201d and that it looks forward to discussing a more prosperous future for the Palestinians at the upcoming workshop in Bahrain.<\/p>\n<p>\/\u2026<\/p>\n<p>VASSILY A.
