Updating the Palestinian Rights Committee on recent developments in the Occupied Palestinian Territory, the observer for the State of Palestine today cautioned that the international community\u2019s inaction, blanket support from the United States President and hate speech by Israeli politicians in the run\u2011up to Israel\u2019s presidential elections in April has emboldened the occupying Power.<\/p>\n

Briefing the Committee \u2014 known formally as the Committee on the Exercise of the Inalienable Rights of the Palestinian People \u2014 Feda\u00a0Abdelhady\u2011Nasser underscored that, as had been conveyed during a Security Council meeting on the matter two\u00a0days ago, the situation in the Territory has continued to decline and the paralysis of the Council is due to the obstruction of one member whose complicity with Israel has strengthened the occupation.<\/p>\n

Two reports \u2014\u00a0one<\/a>\u00a0by the Commission of Inquiry of the Human Rights Council on the 2018\u00a0protests in Gaza, which highlighted civilian casualties, and a\u00a0Secretary\u2011General report<\/a>on the implementation of Security Council resolution\u00a02334\u00a0(2016) \u2014 reflected \u201ca sharp escalation of Israel\u2019s policies\u201d, she said.\u00a0 The Commission of Inquiry had concluded that there were grounds to believe, with the exception of two\u00a0incidents, that the use of live ammunition by Israel in\u00a02018 against Palestinian demonstrators was unlawful.<\/p>\n

Ongoing human rights violations against the Palestinians have become more flagrant, as Israel believes it can avoid accountability, she said.\u00a0 In Gaza, more people are suffering and despair has deepened.\u00a0 Air strikes in the past week, alongside escalating threats and rhetoric, have added to the combustibility of the situation.\u00a0 Israel should be held accountable for its violations, as \u201conly accountability can deter such violations and open a path towards a peaceful solution to the conflict,\u201d she stressed.<\/p>\n

Turning to the situation in East Jerusalem, she said that settlement activities have sharply increased, which have resulted in the killing of more Palestinian civilians, including a young paramedic in Bethlehem on Wednesday.<\/p>\n

Israel also has illegally withheld Palestinian tax revenues, destabilizing the economic situation and leading to austerity measures.\u00a0 She urged the Committee to appeal for international efforts to address this ongoing illegality and requested that its members participate in the Âé¶¹APP Forum on the Question of Palestine, to be held in New York on 4\u00a0April\u00a02019, as well as the Security Council\u2019s next quarterly debate on the matter.<\/p>\n

Highlighting the Committee\u2019s upcoming activities, Cheikh Niang\u00a0(Senegal), Committee Chair, cited, among other events, its participation in \u201cPalestine Day on the Hill\u201d on 1\u00a0April in Ottawa.<\/p>\n

Carmelo Inguanez\u00a0(Malta), Committee Rapporteur, provided a briefing on the Committee\u2019s recent visit to Brussels, from 4\u00a0to 6\u00a0March, to meet with Belgian and European Union officials, parliamentarians and solidarity groups.\u00a0 During the visit, the delegation appealed to the European Union to be proactive within the existing parameters of the Israeli\u2011Palestinian conflict \u2014 without waiting for the United States\u2019 peace plan \u2014 by playing a more active role within the Middle East Quartet, and for Union members to recognize the State of Palestine as a way to promote the peace process.\u00a0 The delegation also sought the European Union\u2019s support to hold Israel accountable for its violations of international law and to implement the European Union policy of differentiation regarding products imported from Israel\u2019s illegal settlements in the Occupied Palestinian Territory \u2014 as called for by Security Council resolution\u00a02334\u00a0(2016).\u00a0 Discussions on the policy were well received, he said.<\/p>\n

The representative of Cuba said that the Committee must continue knocking at the door of the European Union and other countries to see what they can contribute to the Committee\u2019s work and mission.<\/p>\n

The Committee also heard updates from Member States on their activities related to the question of Palestine.\u00a0 Adela Raz\u00a0(Afghanistan), elected at the beginning of the meeting as the Committee\u2019s Vice\u2011Chair, said that although Afghanistan is a small country still experiencing conflict, it supports the cause of the Palestinian people and has committed $1\u00a0million to Palestinian refugees.\u00a0 Indonesia\u2019s representative said that his Government has committed $1\u00a0million for the Âé¶¹APP Relief and Works Agency for Palestine Refugees in the Near East\u00a0(UNRWA).<\/p>\n

Also speaking today were representatives of Cuba, Mauritania, Saudi Arabia, Tunisia and Malta.<\/p>\n
