SecGen statement &#8211; Press release"},"content":{"rendered":"<div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong><u>INTERNATIONAL COMMUNITY MUST UNITE TO ADDRESS ALL EXTREMISM<\/u><\/strong><strong>,<\/strong><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong><u>SECRETARY-GENERAL SAYS TO ISLAMIC SUMMIT IN KUALA LUMPUR<\/u><\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Following is the statement of Secretary-General Kofi Annan to the tenth Summit of the Organization of the Islamic Conference, delivered today in Kuala Lumpur, Malaysia, by Lakhdar Brahimi, Special Representative of the Secretary-General for Afghanistan:<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">Unhappily, grave issues concerning a region that is of central concern to all of you prevent me from<\/span><span style=\"color:#000000;font-size:11pt;font-family:Arial, san-serif;\"><strong>&nbsp;<\/strong><\/span><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">joining you in person for this important Summit.&#160; I greatly regret this &#8211; not least because I was looking forward to visiting Malaysia &#8211;- a country that has made such remarkable economic and social progress, and where different ethnicities, cultures and faiths live together in peace.<\/span>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tThe Islamic world is indeed a mosaic, not a monolith.&#160; It stretches from Indonesia to Morocco, and from central Europe to southern Africa.&#160; It reaches into western Europe, the Americas and Australasia. &#160;It comprises men and women often divided by race, culture or language, yet united by the powerful bond of Islam.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tOver a thousand years, Islam spread from the land of the Prophet Muhammad into large parts of Europe, Africa, and Asia.&#160; Islamic scholars produced a dazzling array of achievements &#8211; in theology, philosophy, history, literature, architecture, art, astronomy, mathematics, medicine and other sciences.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tThis rich history proves that there is nothing natural or inevitable about the sad state in which so much of the Islamic world finds itself today.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tThe Muslim peoples are capable of much greater things &#8211; and they know it.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tI am not a Muslim.&#160; But, like you all, I am a child of Abraham.&#160; I believe in and worship the same almighty God that you do.&#160; I care deeply about the fate of the Muslim people.&#160; I wish to speak to you with great respect, but directly, and from the heart &#8211; as I do to others, not least my fellow Africans.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tAs leaders, it is our duty to face reality.&#160; And the reality is &#8211; I say it with the deepest humility and sadness &#8211; that in this rapidly changing world, most Islamic societies have fallen far behind.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tMost of my Muslim friends &#8211; indeed, most of you &#8211; complain to me that the State systems of the Islamic world are weak, as is its influence in shaping world events for the better.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tMany Muslims also complain that, far too often, they cannot participate as they should in shaping the direction of their countries, and that many of them, particularly women, are denied the fundamental human rights which are not only enshrined in the Âé¶¹APP Charter, but also clearly entailed by the Islamic principle of the equality of all human beings under God.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tExtremist dogmas are gaining ground, impeding the progress of the entire Umma and threatening the security of people all over the world.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tThese contemporary maladies, along with many other factors &#8211; including the legacy of colonialism and the unfair world trading system &#8211; are holding Islamic societies back.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tAnd the Islamic world has been traumatized, particularly in recent years, by the suffering of Muslims in many places.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tNowhere is that suffering more acute than in Palestine, where thousands have been killed.&#160; Muslims &#8211; and their Christian brothers and sisters too &#8211; suffer under a harsh and prolonged occupation, replete with collective punishment, use of disproportionate military force, destruction of houses and crops, unjust expropriation and closures, illegal settlements, and a fence being built on land that does not belong to the builders.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tNo one can be surprised at their feelings of humiliation, anger and despair &#8211; feelings that are shared by Muslims everywhere.&#160;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tHowever, suicide bombings, in which hundreds of Israeli civilians have been indiscriminately killed, are not acceptable.&#160; These acts of terrorism, abhorred and rejected by all of you, defile and damage even the most legitimate cause.&#160; They must be condemned, and must be stopped.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tActs of terrorism only push back the day when Palestinians will live in peace in their own state.&#160; In the same way, when Israel takes extreme and unjustified actions, including its recent deplorable strike against Syria, it only pushes back the day when Israelis will live in true security.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">At present, only the <\/span><span style=\"color:#0000ff;font-size:9pt;font-family:Arial, san-serif;\">Road Map<\/span><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">&nbsp;devised by the Quartet holds any promise of freedom for Palestinians, or of security for Israelis.&#160; It is the only route leading to the goal of two States, Israel and Palestine, living side by side in peace, within secure and recognized borders.<\/span>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tThe Road Map is facing huge obstacles.&#160; It needs the support of the whole international community &#8211; including those of you with direct influence in the region.&#160; If it fails, I fear the region will recede even further into violence and misery.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tI have similar fears should the transition fail in Iraq.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">The situation there is disturbing for all of us.<\/span><span style=\"color:#000000;font-size:11pt;font-family:Arial, san-serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">&#160;But whatever view we took about the war, it is our common interest that the outcome should be a stable and democratic Iraq, at peace with itself and its neighbours &#8211; and we have a common duty to help Iraq&#8217;s people achieve that.<\/span>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tÂé¶¹APP staff have laid down their lives for that cause.&#160; And despite the continuing threat to our staff &#8211; both national and international &#8211; a core UN team remains in Iraq to help meet the Iraqi people&#8217;s urgent humanitarian needs.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tI believe Iraqis need an inclusive political process that enjoys the widest possible support and commitment both at home and abroad &#8211; from neighbours, from the Arab and Islamic world, and from the entire international community.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tA process of that nature has, despite many ups and downs, made headway in Afghanistan, after long years when the plight of the Afghan people received little attention.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tNow that Afghanistan is in transition, the international community, including the Islamic world, must remain fully engaged, in support of President Karzai&#8217;s Government.&#160; We must work to ensure that the Bonn process succeeds, and that Afghanistan remains stable thereafter.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tThe same is true of the transitions in Bosnia and Kosovo &#8211; lands where Muslims, and others, suffered terribly, but where, ultimately, they were rescued by international action, in which Western States played a leading part.&#160; This fact is one among many which show that Islamic societies and the West are not inherently antagonistic.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tThere have also been, and still are, many instances where the Western and Islamic communities enrich each other, or even become part of each other.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tAnd I hope we shall soon see new instances of Christians and Muslims reconciling &#8211; in Sudan, for instance, and perhaps in Cyprus, where a solution would also help ease Turkey&#8217;s move towards the European Union.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tYet there is, in too many places, a feeling of rising hostility between Islam and the West.&#160; This is ugly, dangerous, and wrong.&#160;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tWe must unite our efforts to address the extremism that is, alas, on the rise, not only in Islam but among many faiths.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tViolence has no place in any of the world&#8217;s great religions.&#160;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">Therefore, all governments<\/span><span style=\"color:#000000;font-size:11pt;font-family:Arial, san-serif;\"><strong>&nbsp;<\/strong><\/span><span style=\"color:#000000;font-size:9pt;font-family:Arial, san-serif;\">must promote a continuing dialogue among civilizations &#8211; a dialogue based on the premise that diversity is a precious gift and not a threat, because diversity expresses the very wisdom of God.<\/span>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tYet dialogue alone is not enough.&#160; Deeper understanding between Muslim societies and the West requires action, too.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tKey Western governments must act with much greater determination to help redress the justified grievances of Muslims, in Palestine and elsewhere.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tAnd they must match their rhetoric of respect for human freedom with action to promote development, including a free and fair international trading system.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tBut you too must play your part.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tMuslims are dismayed by the apparent inability of Islamic States to do much about the problems I have discussed.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tBut we know that only when Muslims enjoy their fundamental rights and freedoms &#8211; only when the Holy Quran is understood as enjoining education for all, and when the creative talent of so many Muslims, including women, is harnessed to develop the Muslim communities &#8211; only then will the Islamic world be able to assert its influence in shaping world events for the better.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tThe path of political reform, education and development is the only one that offers real hope of a more prosperous present and a glorious future.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;margin-left:20px;\">\n\t\t\t\tOnly you can lead your peoples on that path.&#160;
