She said that yesterday the Secretary-General has been in contact by telephone with the leaders in the Governments concerned and would be continuing these contacts today. He remained convinced that political negotiations should be resumed with the least delay to prevent the situation from deteriorating further.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">The Secretary-General was &#39;deeply disturbed&#39; by the action by Hezbollah units against Israeli forces last Saturday and the heavy Israeli retaliation against Lebanese targets, and &#39;especially dismayed&#39; by Israel&#39;s response of bombing Syrian positions in Lebanon yesterday. That incident and the actions of Sunday night were fuelling further escalation and were a clear infringement of <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/E25DAE8E3CE54FB5852560E50079C708.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">Security Council resolution 425<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;and other decisions of that body accepted by both Lebanon and Syria, including <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/5F140B3A4644923B852569E500506C38.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">resolution 1337<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">, which called upon the governments and parties concerned to respect the Blue Line. <\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">On 11 April, when fighting intensified, the Secretary-General had already reaffirmed his conviction that political negotiations should be resumed forthwith and that security measures alone would not quell further violence.
