1. Draft <\/span>Seventh Progress Report<\/a> to the Secretary-General of the Â鶹APP<\/span><\/p><\/div>\n

\n

The CHAIRMAN submitted to the Commission the Draft <\/span>Seventh Progress Report<\/a> to the Secretary-General of the Â鶹APP, and drew attention to the two points to which the General Committee had made particular reference. One of those points concerned the last sub-paragraph of paragraph 3 of the <\/span>Report<\/a>. The question was whether the Commission thought it necessary to point out that the present attitude of the Arab States constituted a return to the position they had adopted at the beginning of 1948. The second point was whether to retain the last sentence of paragraph 6, which referred to the general statements made before the Commission by the representatives of Arab countries regarding the mixed committees.<\/span><\/p><\/div>\n

\n

He himself considered that the reference to the change of position of the Arab States was beyond the scope of the <\/span>Progress Report<\/a> <\/span>and thought that the sentence in question could be deleted, while retaining the first part of the last sub-paragraph of paragraph 3.<\/span><\/p><\/div>\n

\n

With regard to the second point, he thought it would be advisable to satisfy the Arab States by taking note of the statements they had made to the Commission during the negotiations regarding the establishment of mixed committees.<\/p><\/div>\n

\n

The PRINCIPAL SECRETARY observed that, if the <\/span>report<\/a> <\/span>referred to the statements made to the Commission by the representatives of Arab States, it should also mention the <\/span>memorandum<\/a> addressed to the Commission, on 29 March 1950, by the Government of Israel.<\/span><\/p><\/div>\n

\n

Mr. ERALP (Turkey) pointed out that the<\/span> memorandum<\/a> from the Government of Israel had preceded the <\/span>Commission’s memorandum<\/a>, and consequently did not refer to <\/span>it<\/a>. Moreoved, <\/span>it<\/a> had been transmitted to the Commission by the Government of Israel for information only.<\/span><\/p><\/div>\n

\n

The CHAIRMAN said that if, in view of the reasons given by the Principal Secretary, the Commission thought it preferable not to mention those statements in the <\/span>Progress Report<\/a>, it could point out, in the letter transmitting that <\/span>document<\/a> to the governments concerned, that the <\/span>report<\/a> <\/span>was entirely confined to an account of the negotiations for the establishment of mixed committees and inform the Governments of the Arab States that the Commission was not losing sight of the general statements made by their representatives.<\/span><\/p><\/div>\n

\n

After an exchange of views, the Commission decided to delete the last sentence of paragraph 6 and to request the Principal Secretary to transmit the <\/span>Seventh Progress Report<\/a> to the interested parties with a letter on the lines indicated by the Chairman.<\/span><\/p><\/div>\n

\n

It was also decided to delete the second sentence of the last sub-paragraph of paragraph 3.<\/p><\/div>\n

\n

The <\/span>report<\/a>, as amended, was found acceptable by the Commission.<\/span><\/p><\/div>\n

\n

2. Press Release regarding the future work of the Commission<\/u>.<\/p><\/div>\n

\n

The CHAIRMAN said that he had seen the text prepared from the various draft communiques submitted by the Secretariat and by Mr. Fischer, the press attaché to the Commission at Jerusalem. He announced that he had himself prepared a draft Press release, which he read to the Commission.<\/p><\/div>\n

\n

The Commission considered that the Chairman’s draft gave satisfaction on all the points previously discussed, and approved the text for release, on the following Monday, to journalists accredited to the Â鶹APP.<\/p><\/div>\n

\n

3. Arab blocked accounts: Note by the Secretariat<\/u>.<\/p><\/div>\n

\n

The CHAIRMAN drew the attention of the Commission to a note by the Secretariat concerning the various attempts made by the Commission to find a body willing to act as trustee, with which Palestine pounds could be deposited for payments to Arab refugees; the note also made suggestions regarding new steps that could be taken with a view to solving that problem. It concluded that since it had not been possible to find a body willing to act as trustee for all the States concerned, an attempt might be made to find organizations which would agree to act separately for each of the Arab countries.<\/p><\/div>\n

\n

The PRINCIPAL SECRETARY observed that, for that new attempt to be successful, a representative of the Commission should get into touch with the British Treasury. He thought that the Ottoman Bank might be asked whether it would be prepared to act as trustee for Transjordan. Perhaps Mr. Palmer (United States of America) might be asked to make contact with those bodies during his proposed visit to London in the near future.<\/p><\/div>\n

\n

The CHAIRMAN thought that, as the principle of clearing had been favourably received by the French government, there would be no difficulty in obtaining the co-operation of the Bank of Syria and the Lebanon to settle those questions which were, in fact, of a purely technical nature. It would in any case be necessary to inform the organizations selected that the Commission wished to clear up the point so that it could report to the Secretary-General and, if necessary, explain the reason why its attempts at a settlement had been unsuccessful.<\/p><\/div>\n

\n

The Commission supported the Chairman’s views and suggested that the representative of the United States of America should make contact with the competent British authorities when he went to London, while the Principal Secretary should be responsible for taking similar steps in Paris.<\/p><\/div>\n

\n

4. Information received from Mr. Quimper regarding refugee organizations<\/u>.<\/p><\/div>\n

\n

The Commission decided to transmit to Mr. Kennedy the information received from Mr. Quimper regarding refugee organizations.<\/p><\/div>\n

\n
