A.   Background<\/p><\/div>\n

\n

     Country and Sector Background<\/p><\/div>\n

<\/p>\n

\n

1.   Historically, local governments have been the foundation of<\/p><\/div>\n

\n

Palestinian governance.  They have also been key providers of public<\/p><\/div>\n

\n

goods and services in the West Bank and Gaza (WBG).  However, years of<\/p><\/div>\n

\n

economic and political dislocation, the neglect of these institutions<\/p><\/div>\n

\n

and under-investment in the public sector have contributed significantly<\/p><\/div>\n

\n

to the present inadequate level of infrastructure and services, which<\/p><\/div>\n

\n

are now far below the levels in countries with comparable per capita<\/p><\/div>\n

\n

GNP.  In many areas water quality is low; system losses are high; many<\/p><\/div>\n

\n

villages are unserved; and few municipalities have adequate wastewater<\/p><\/div>\n

\n

collection, treatment or disposal systems.  The road network has<\/p><\/div>\n

\n

deteriorated to the point where, without immediate rehabilitation, past<\/p><\/div>\n

\n

investments may be completely lost.  Some 50 percent of the roads in<\/p><\/div>\n

\n

Gaza are unpaved, and it is estimated that 40 percent of the road system<\/p><\/div>\n

\n

in the West Bank is below acceptable service levels.  Given the<\/p><\/div>\n

\n

important role that municipalities play in infrastructure and service<\/p><\/div>\n

\n

delivery, these conditions cannot be significantly and sustainably<\/p><\/div>\n

\n

improved unless urgent attention is paid to rationalizing and<\/p><\/div>\n

\n

strengthening of the local government (LG) system.<\/p><\/div>\n

<\/p>\n

\n

B.   Objective<\/p><\/div>\n

<\/p>\n

\n

2.   The overall objectives of the proposed project are to continue the<\/p><\/div>\n

\n

thrusts began under the Emergency Rehabilitation Project to rehabilitate<\/p><\/div>\n

\n

basic, high-priority infrastructure  and services, relieve critical<\/p><\/div>\n

\n

infrastructure bottlenecks, relieve unemployment and deliver wide-spread<\/p><\/div>\n

\n

benefits as quickly as possible.  This project would also seek to<\/p><\/div>\n

\n

initiate institutional reform and capacity building in the LG sector<\/p><\/div>\n

\n

particularly by helping to clarify the legal and institutional<\/p><\/div>\n

\n

framework, reform the LG fiscal and financial system, and strengthen LG<\/p><\/div>\n

\n

management, maintenance and service delivery capacity.<\/p><\/div>\n

<\/p>\n

\n

C.   Description<\/p><\/div>\n

<\/p>\n

\n

3.   The proposed project would have two main parts.  Part 'A', the<\/p><\/div>\n

\n

Infrastructure Rehabilitation and Improvement component, would support:<\/p><\/div>\n

\n

(i) the rehabilitation and improvement of vital high priority road,<\/p><\/div>\n

\n

water, wastewater and sanitation networks, systems, structures, plant<\/p><\/div>\n

\n

and facilities; (ii) the establishment of a maintenance program, (iii)<\/p><\/div>\n

\n

the establishment of an urban Upgrading program (basic infrastructure <\/p><\/div>\n

\n

and community facilities); and (iv) technical assistance and studies for<\/p><\/div>\n

\n

sub-project preparation and supervision.  (Intervention in the water,<\/p><\/div>\n

\n

wastewater and sanitation sectors would be limited to the West Bank<\/p><\/div>\n

\n

since Gaza would be served by complementary Bank-supported project.) <\/p><\/div>\n

\n

Part B, the Local Government Development component, would help initiate<\/p><\/div>\n

\n

and support institutional, financial and managerial reforms in the local<\/p><\/div>\n

\n

government system.  This would include support to the Ministry of Local<\/p><\/div>\n

\n

Government (MLG) to initiate studies, workshops and, in due course,<\/p><\/div>\n

\n

actions aimed at: (i) clearly defining and rationalizing the relative<\/p><\/div>\n

\n

roles and responsibilities of the various levels of government; and (ii)<\/p><\/div>\n

\n

developing an efficient, equitable and sustainable system of inter-<\/p><\/div>\n

\n

governmental revenue sharing.  Also, this component would help support<\/p><\/div>\n

\n

the technical assistance, studies, training and equipment necessary for<\/p><\/div>\n

\n

preparing and implementing the proposed reforms.  Supplementing the two<\/p><\/div>\n

\n

main components outlined above would be a third, a Managerial and<\/p><\/div>\n

\n

Incremental Operating Costs component (Part 'C') which would help<\/p><\/div>\n

\n

finance the establishment of essential project management and monitoring<\/p><\/div>\n

\n

capacity, including operating costs and critical vehicles, equipment,<\/p><\/div>\n

\n

materials and spares for implementing agencies.<\/p><\/div>\n

<\/p>\n

\n

D.   Financing<\/p><\/div>\n

<\/p>\n

\n

4.   The preliminary estimated total project cost is US$45 million which<\/p><\/div>\n

\n

would be financed by: an IDA Credit (from the Trust Fund for Gaza and<\/p><\/div>\n

\n

West Bank) of US$40 million; and US$5 million in local funding.  This<\/p><\/div>\n

\n

financing plan has yet to be confirmed during negotiations.  In order to<\/p><\/div>\n

\n

help support an emergency employment program, retroactive financing of<\/p><\/div>\n

\n

up to a maximum 20 percent of the credit amount has been provided for.<\/p><\/div>\n

\n

E.   Sustainability<\/p><\/div>\n

<\/p>\n

\n

5.   Through this project a start would be made on systemic reform and<\/p><\/div>\n

\n

building sustainable capacity at both local and central levels of<\/p><\/div>\n

\n

government.  Several measures are contemplated.  First, at the municipal<\/p><\/div>\n

\n

level, the project would help support steps to mobilize revenues on a<\/p><\/div>\n

\n

sustainable basis, improve cost recovery, and strengthen municipal<\/p><\/div>\n

\n

financial and asset management.  Second, at the central level, the<\/p><\/div>\n

\n

project would help support steps to rationalize roles and<\/p><\/div>\n

\n

responsibilities; establish an efficient, equitable and sustainable<\/p><\/div>\n

\n

system of inter-governmental revenue sharing; strengthen LG investment<\/p><\/div>\n

\n

programming; and strengthen MLG's planning and policy making capability. <\/p><\/div>\n

\n

Third, sub-project selection criteria would include consideration of<\/p><\/div>\n

\n

recurrent cost implications, and would help eliminate sub-projects with<\/p><\/div>\n

\n

unsustainable future recurrent cost commitments.<\/p><\/div>\n

<\/p>\n

\n

F.   Poverty Category<\/p><\/div>\n

<\/p>\n

\n

6.   The project would support the Palestinian effort to alleviate<\/p><\/div>\n

\n

poverty, build institutional capacity, improve the environment, preserve<\/p><\/div>\n

\n

public assets and create an enabling environment for sustainable private<\/p><\/div>\n

\n

sector development.  Specifically, in the short run, the infrastructure,<\/p><\/div>\n

\n

rehabilitation and improvement component and, within this, the<\/p><\/div>\n

\n

maintenance sub-program particularly, will generate a significant number<\/p><\/div>\n

\n

of lower skilled jobs at the municipal and village levels where poverty<\/p><\/div>\n

\n

is most widespread.<\/p><\/div>\n

<\/p>\n

\n

G.   Environmental Aspects<\/p><\/div>\n

<\/p>\n

\n

7.   Implementation of the proposed project would result in significant<\/p><\/div>\n

\n

improvements in the management of water and wastewater in the West Bank. <\/p><\/div>\n

\n

Because of past experiences, the project would not support construction<\/p><\/div>\n

\n

of new wastewater treatment plants or sludge disposal facilities prior<\/p><\/div>\n

\n

to a detailed environmental examination of the interventions in this<\/p><\/div>\n

\n

area.  Rehabilitation of the road network would include improvements to<\/p><\/div>\n

\n

drainage, thus reducing flooding in municipalities and erosion; in<\/p><\/div>\n

\n

addition, the resulting efficiencies in travel operations would reduce<\/p><\/div>\n

\n

air pollution.  Proposed activities to be supported under the project<\/p><\/div>\n

\n

would be subject to environmental screening and review process which<\/p><\/div>\n

\n

would be coordinated by the environmental specialist assigned to the<\/p><\/div>\n

\n

staff of PECDAR, in coordination with representatives of the<\/p><\/div>\n

\n

Environmental Planning Directorate of the Ministry of Planning and<\/p><\/div>\n

\n

International Cooperation and the Palestinian Department of Antiquities<\/p><\/div>\n

\n

of the Ministry of Tourism and Antiquities and IDA.  Environmental<\/p><\/div>\n

\n

mitigation and monitoring measures would be included as appropriate. <\/p><\/div>\n

\n

The project presently is classified under environmental category B.<\/p><\/div>\n

<\/p>\n

\n

H.   Project Benefits<\/p><\/div>\n

<\/p>\n

\n

8.   The project would have a particularly positive impact on<\/p><\/div>\n

\n

employment:  an estimated 3,500 man-years of direct employment in<\/p><\/div>\n

\n

construction would be created.  Further, by helping to improve the<\/p><\/div>\n

\n

delivery of essential infrastructure services, the project would provide<\/p><\/div>\n

\n

other significant and widespread social and economic benefits. <\/p><\/div>\n

\n

Specifically, it would help: protect and conserve sensitive and limited<\/p><\/div>\n

\n

water resources, and reduce the losses due to network inadequacies and<\/p><\/div>\n

\n

inefficient utility operations; make a start in improving roads,<\/p><\/div>\n

\n

reducing traffic congestion, travel time, and vehicle operating costs;<\/p><\/div>\n

\n

and improve the general quality of life for broad segments of the<\/p><\/div>\n

\n

population.  The project would also help rationalize and strengthen both<\/p><\/div>\n

\n

central and local institutions; mobilize local initiative and resources;<\/p><\/div>\n

\n

improve resource allocation and open up opportunities for private sector<\/p><\/div>\n

\n

participation and development through consulting, contracting, and<\/p><\/div>\n

\n

manufacturing inputs; and help lay the foundation for sustainable<\/p><\/div>\n

\n

development.  The benefits would accrue to virtually all citizens of WBG<\/p><\/div>\n

\n

and particularly to low income families through increased employment<\/p><\/div>\n

\n

opportunities and construction.<\/p><\/div>\n
