Report No. 38<\/strong><\/p><\/div>\n Implementation of the Agreement on Movement and Access<\/strong><\/p><\/div>\n (18 April –1 May 2007)<\/strong><\/p><\/div>\n The Âé¶¹APP<\/span>1<\/sup><\/span> <\/span>is submitting the 38<\/span>th<\/sup><\/span> <\/span>bi-weekly report on the implementation of the 15 November 2005 Agreement on Movement and Access (AMA), covering the period 18 April – 1 May 2007.<\/span>2<\/sup><\/span><\/p><\/div>\n <\/p>\n 1. Overall Progress:<\/strong><\/p><\/div>\n <\/p>\n Rafah crossing was open for 4 out of 14 scheduled days, a 21% decrease compared to the last reporting period; Sufa crossing was open for 4 days during the reporting period (Sufa has been closed regularly in the last 2 months due to Israeli security concerns); Karni was open all scheduled operating days, however, met on average 14% of the 400 daily export of truckloads under the AMA target, a similar level to the previous period.<\/p><\/div>\n <\/p>\n 2. Changes of note since Report No. 37 (17 April):<\/strong><\/p><\/div>\n <\/p>\n • <\/span>Rafah crossing <\/strong><\/span>was open on 4 days only allowing a total of 3,934 people to cross into the Gaza Strip and 4,293 people out (compared to 7 days during the previous reporting period which allowed 6,420 people to enter and 7,183 people to exit the Gaza Strip).<\/span><\/p><\/div>\n <\/p>\n • <\/span>Karni crossing <\/strong><\/span>was open 11 scheduled operating days<\/span>3 <\/sup><\/span> enabling a total of 3,140 truckloads of goods into (excluding aggregates\/construction materials) and 619 truckloads of goods out of the Gaza Strip. Karni was open for 72% of scheduled hours, a 19% increase compared to the previous period.<\/span><\/p><\/div>\n <\/p>\n • <\/span>Sufa crossing <\/strong><\/span>was open for 4 days during the reporting period (Sufa has been open only 6 days in the last two months).<\/span><\/p><\/div>\n <\/p>\n • <\/span>Kerem Shalom crossing <\/strong><\/span>was open on 1 day (compared to 5 days during the previous month) for the import of humanitarian supplies.<\/span><\/p><\/div>\n <\/p>\n • <\/span>Erez crossing <\/strong><\/span>remains closed for over 13 months (since 12 March 2006) for Palestinian workers and during the reporting period was closed for two days for Palestinian traders.<\/span>4<\/sup><\/span> <\/span>An average of 240 traders crossed each day (calculated on the basis of scheduled days open), an increase compared to the<\/span><\/p><\/div>\n previous period (193).<\/p><\/div>\n <\/p>\n • <\/span>Obstacles to movement in the West Bank <\/strong><\/span>has slightly decreased compared to the previous reporting (down from 539 to 537). Overall this represents an increase of 171 obstacles or 43% over the baseline figure of August 2005.<\/span><\/p><\/div>\n <\/p>\n 3. No Change since Report No. 37 (17 April):<\/strong><\/p><\/div>\n <\/p>\n •<\/span> <\/span>There were <\/span>one reported security incidents <\/strong><\/span>at Rafah crossing during the reporting period.<\/span>5<\/sup><\/span><\/p><\/div>\n <\/p>\n Convoys between the Gaza Strip and the West Bank:<\/i><\/p><\/div>\n <\/p>\n Ports:<\/i><\/p><\/div>\n ________________________<\/p><\/div>\n 1<\/sup><\/span> <\/span>The Office of the Quartet’s Special Envoy closed on 28 April. Since then the Âé¶¹APP through the oPt OCHA office has assumed reporting responsibilities on the implementation of the AMA.<\/span><\/p><\/div>\n 2 <\/sup><\/span>The report draws on all available data sources for reporting including the EU-BAM, UN agencies, PA ministries, PalTrade, COGAT and the World Bank.<\/span><\/p><\/div>\n 3<\/sup><\/span> <\/span>In addition to being regularly closed on Saturdays, Karni was closed on Tuesday 24 April for an Israeli holiday (not counted as a closure day, <\/span>see <\/i><\/span>Technical notes).<\/span><\/p><\/div>\n 4 <\/sup><\/span>Erez was closed on 22 and 23 April for Palestinian movement.
