I also convey our sympathies to the Saudi people, who have just lost their Crown Prince.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Committee on the Exercise of the Inalienable Rights of the Palestinian People is gratified to see you, Madame, assume the presidency of the Security Council for this month. Knowing the commitment of your country, Nigeria, to promoting the ideals of the Âé¶¹APP, I should like to offer you my warm congratulations.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>I also take this opportunity to pay tribute to your predecessor, Ambassador Nawaf Salam, Permanent Representative of Lebanon to the Âé¶¹APP, for the exemplary manner in which he steered the work of the Council last month. I express my deep thanks to Mr. Lynn Pascoe, Under-Secretary-General for Political Affairs, for his informative briefing. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Committee remains firmly committed to the holding of political negotiations with a view to achieving a comprehensive, just and lasting peace in the Middle East. However, such negotiations must begin on a sound foundation in order to avoid repeating the mistakes of the past. To be frank, negotiation is not an end in itself. In particular connection with the region under discussion today, negotiation should lead to a permanent solution to the Israeli-Palestinian conflict if the protagonists are all willing to reach one. Our Committee therefore shares the frustration expressed here today in this forum with regard to the current stalemate in the peace process.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>We are nevertheless encouraged by the renewed efforts of the Quartet to pave the way to constructive negotiations. In that connection, the statement of 23 September, in which the Quartet proposed a series of measures and a time frame that would make it possible to reach a lasting peace agreement by the end of next year, contains a number of positive elements, including a return to the 1967 borders with land swaps, as well as the minimum requirement of complete cessation of settlement construction and the dismantling of outposts. We hope that the Quartet and the parties will make good use of these principles and will apply them in practice, clearing the difficult path to the resumption of credible and productive negotiations.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>While commending the visible efforts of the Quartet to return to serious talks, the Committee believes that, at this time of upheaval, it will be possible to consider a new series of Israeli-Palestinian negotiations only if the principles and other parameters are generally agreed by the parties and guaranteed by the Quartet.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Although our Committee strongly supports the resumption of negotiations, we cannot lose sight of the considerable gap that exists between the political process and the situation on the ground. In fact, there have never been so many Jewish settlements on Palestinian land. Since the Council&#8217;s most recent public debate on this issue (see S\/PV.6590), Israel has approved the construction of 900 housing units in the Har Homa settlement and 1,100 at Gilo, without counting the disclosure in October of the plans for Givat Hamatos, a vast and entirely new settlement of 2,600 housing units in the city of Jerusalem. There are also 1,600 units at Ramat Shlomo, 277 at the Ariel settlement and 100 at Beit Aryeh. The Israeli Government has even created a new committee in order to legalize illicit settlements under Israeli law, while at the same time accelerating the demolition of housing units and the displacement of Palestinians, with 990 persons affected in the month of September alone.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Our Committee has echoed the international community&#8217;s unanimous condemnation of the Israeli settlements. We must tirelessly recall that these settlements are contrary to the provisions of international law and the Road Map. They jeopardize the peace efforts and are a long-term threat to the bases of a two-State solution. The recent escalation in the coordinated campaign of provocation, desecration and violence carried out by extremist settlers must particularly be condemned. Unfortunately, the Israeli authorities are not responding to this campaign with the rigorous penalties appropriate to such incidents.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Security Council and the high contracting parties to the Fourth Geneva Convention of 1949 should take firm and immediate measures to ensure that international law is respected and to prevent these iniquitous acts from further escalating the violence. It is high time to provide protection for Palestinian civilians against the twofold threat of the establishment of settlements on their land and the excessive violence of the colonists.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>I am pleased to note that, since my last statement to the Council (see S\/PV.6590), the Palestinian Authority has continued to carry out its programme of institution-building for a functioning State. The Committee has taken note of the request for the admission of Palestine to membership of the Âé¶¹APP, which the Security Council is currently considering. We call on the Council and the General Assembly to grant this request. The Committee also endorses President Abbas&#8217; call on the General Assembly to ask countries that have not yet done so to recognize the Palestinian State on the basis of the 1967 borders and with East Jerusalem as its capital. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Furthermore, we express our serious concern over the situation of Palestinian political prisoners. Although the Committee welcomes the recent exchange of prisoners between Israel and Hamas, mediated by Egypt, the Committee calls for the release of all prisoners languishing in Israeli jails.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Israeli-Palestinian conflict is an extremely sensitive issue of great concern to tens of millions of people in the region and beyond. In the weeks and months to come, the international community should make greater efforts to resolve this issue, demonstrating its political courage and a heightened awareness of its responsibilities. There is a great deal at stake, but we cannot allow another failure. We urge the Council to take action on initiatives to achieve our common goal: the creation of two States living in peace and security within safe and internationally recognized borders. In that regard, I assure the Security Council of the Committee&#8217;s full cooperation.<\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:13pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">***<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>M. Toutefois, de telles n&#233;gociations doivent partir sur des bases solides, &#224; l&#8217;effet d&#8217;&#233;viter les erreurs du pass&#233;. Et pour dire les choses avec franchise, la n&#233;gociation n&#8217;est pas une fin en soi. S&#8217;agissant particuli&#232;rement de la r&#233;gion qui nous int&#233;resse aujourd&#8217;hui, cette n&#233;gociation doit aboutir &#224; un r&#232;glement permanent du conflit isra&#233;lo-palestinien lorsque les protagonistes auront tous la m&#234;me volont&#233; d&#8217;y arriver. C&#8217;est pourquoi, notre Comit&#233; comprend la frustration exprim&#233;e aujourd&#8217;hui, dans cette enceinte, au sujet de l&#8217;impasse dans laquelle se trouve le processus de paix. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Nous sommes n&#233;anmoins encourag&#233;s par la vigueur renouvel&#233;e avec laquelle le Quatuor s&#8217;efforce d&#8217;ouvrir la voie &#224; des n&#233;gociations constructives. Sous ce rapport, la d&#233;claration du 23 septembre 2011, dans laquelle il propose un train de mesures et un calendrier visant &#224; permettre la conclusion d&#8217;un accord de paix durable d&#8217;ici &#224; la fin de l&#8217;ann&#233;e prochaine, contient de nombreux &#233;l&#233;ments positifs, dont le retour aux fronti&#232;res de 1967, moyennant des &#233;changes de territoire, ainsi que l&#8217;exigence minimale d&#8217;arr&#234;ter compl&#232;tement la construction de colonies et de d&#233;manteler les avant-postes. Nous esp&#233;rons que le Quatuor et les parties feront bon usage de ces principes et les mettront en pratique, balisant ainsi le chemin de la reprise de n&#233;gociations cr&#233;dibles et productives. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Tout en se f&#233;licitant des efforts manifestes du Quatuor pour la relance de pourparlers s&#233;rieux, le Comit&#233; est d&#8217;avis qu&#8217;en cette p&#233;riode de bouleversements, une autre s&#233;rie de n&#233;gociations isra&#233;lo-palestiniennes ne peut &#234;tre envisag&#233;e que si les principes et autres param&#232;tres sont commun&#233;ment accept&#233;s par les parties et garantis par le Quatuor. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Si notre Comit&#233; appuie r&#233;solument la relance des n&#233;gociations, nous ne saurions perdre de vue cependant le d&#233;calage consid&#233;rable qui existe entre le processus politique et la situation sur le terrain. En v&#233;rit&#233;, les colonies juives de peuplement en terre palestinienne n&#8217;ont jamais &#233;t&#233; aussi nombreuses. Depuis le dernier d&#233;bat public du Conseil de s&#233;curit&#233; (voir S\/PV.6590), Isra&#235;l a approuv&#233; la construction de 900 logements de plus dans la colonie de Har-Homa et de 1 100 &#224; Gilo, sans compter la r&#233;v&#233;lation ce mois-ci de plans concernant Givat Hamatos, une vaste et toute nouvelle colonie de 2 600 logements situ&#233;e dans la ville de J&#233;rusalem. &#192; cela on peut ajouter 1 600 logements &#224; Ramat Shlomo, 277 dans la colonie d&#8217;Ariel, 100 &#224; Beit Aryeh. Le Gouvernement isra&#233;lien a m&#234;me cr&#233;&#233; un comit&#233; charg&#233; de l&#233;galiser les colonies ill&#233;gales au regard du droit isra&#233;lien, en m&#234;me temps qu&#8217;il acc&#233;l&#232;re la d&#233;molition des logements et le d&#233;placement de Palestiniens, touchant du coup 990 personnes durant le seul mois de septembre. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Notre comit&#233; a fait &#233;cho &#224; la condamnation unanime par la communaut&#233; internationale des colonies isra&#233;liennes de peuplement. Ces colonies, il faut sans cesse le rappeler, sont contraires aux dispositions du droit international et de la Feuille de route. Elles compromettent les efforts de paix et sapent durablement les fondements de la solution pr&#233;voyant deux &#201;tats. De m&#234;me, la r&#233;cente intensification de la campagne coordonn&#233;e de provocations, de profanations et de violence men&#233;e par des colons extr&#233;mistes est particuli&#232;rement condamnable. Cette campagne, malheureusement, n&#8217;a pas &#233;t&#233; punie par les autorit&#233;s isra&#233;liennes, avec la rigueur qui sied en pareilles occurrences. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Le Conseil de s&#233;curit&#233; et les Hautes Parties contractantes &#224; la quatri&#232;me Convention de Gen&#232;ve de 1949 doivent prendre des mesures fermes et imm&#233;diates, en vue de faire respecter le droit international et d&#8217;emp&#234;cher que ces actes iniques n&#8217;intensifient encore les violences. Il est grand temps d&#8217;assurer la protection des civils palestiniens contre le double d&#233;ni que repr&#233;sentent l&#8217;&#233;tablissement des colonies sur leur terre et la violence excessive des colons et de leurs protecteurs.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Depuis ma derni&#232;re intervention devant le Conseil (voir S\/PV.6590), il m&#8217;est agr&#233;able de relever que l&#8217;Autorit&#233; palestinienne a continu&#233; de mener &#224; bien son programme de mise en place d&#8217;institutions d&#8217;un &#201;tat fonctionnel. Le Comit&#233; a pris note de la demande d&#8217;admission de la Palestine &#224; l&#8217;Organisation des Nations Unies, dont le Conseil de s&#233;curit&#233; est actuellement saisi. Nous appelons le Conseil ainsi que l&#8217;Assembl&#233;e g&#233;n&#233;rale &#224; lui donner une suite favorable. Le Comit&#233; approuve &#233;galement l&#8217;appel lanc&#233; par le Pr&#233;sident Abbas &#224; la tribune de l&#8217;Assembl&#233;e g&#233;n&#233;rale pour demander aux pays qui ne l&#8217;ont pas encore fait de reconna&#238;tre l&#8217;&#201;tat palestinien, sur la base des fronti&#232;res de 1967, avec J&#233;rusalem-Est comme capitale.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Par ailleurs, nous exprimons notre grave pr&#233;occupation par rapport &#224; la situation des prisonniers politiques palestiniens. Dans les semaines et les mois &#224; venir, la communaut&#233; internationale devra s&#8217;employer davantage &#224; son r&#232;glement, en faisant preuve de courage politique et d&#8217;un sens &#233;lev&#233; de ses responsabilit&#233;s. L&#8217;enjeu est certes immense, mais un autre &#233;chec n&#8217;est pas permis.
