I am deeply indebted to you and to your colleagues on the Council for giving our Committee the opportunity to address the Council in today&#8217;s deliberations, which again raise the alarm regarding increased Israeli settlement activity in the occupied Palestinian territory, including East Jerusalem. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;Our Committee reiterates its concern at the Israeli Government&#8217;s headlong pursuit of this illegal policy, which deliberately undermines the Promethean vision of two States, Israel and Palestine, living side by side in peace and security within secure and internationally recognized borders. The settlements, which have been sheltered for too long behind a culture of impunity, are violating the laws of occupation, the resolutions of the Security Council and the road map. In practice, they preclude the two-State solution and pose a threat to international peace and security. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;To date, the Council has failed to fully assume its responsibility and to take the necessary decisions &#8212; unlike most of its members and those of the regional groups, which last month strongly condemned the Jewish settlement activity. The Committee shares their feelings of exasperation and urges the Security Council to take strong measures to safeguard the two-State solution before it is too late, in order to limit, if not to avert, the unforeseeable consequences of a terrible tragedy that has nonetheless been predicted. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;The Council must realize that its credibility is at stake, since, when the legal avenues for a resolution of such an untenable situation are barred, peace and security are everywhere imperilled. Under the present circumstances, the signatories to the Fourth Geneva Convention must take a firm stance and convene the conference of the high-contracting parties, as should have been done long ago. That means that the only possible lasting solution is one that would result from the full application of international law, including the relevant Security Council resolutions. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;In that spirit, it should be noted, neither with displeasure nor with wide-eyed optimism, that there has been some movement towards peace, although tentative as yet, based on the recent preliminary meetings between the Israeli and Palestinian negotiators in Amman, under Jordanian auspices. We cherish the hope that they will pave the way for credible peace negotiations focusing on the two-State solution and based on the 1967 borders. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;It is therefore important that the Quartet and its regional partners remain firmly committed by inviting the parties, including first and foremost Israel, to meet the existing commitments. We solemnly call on the stakeholders to make a salutary return to the negotiating table on the basis of clear criteria guaranteed by the Quartet. In that regard, we have not forgotten that such a resumption of negotiations should be supported by confidence-building measures on the ground, including an end to acts of violence, the lifting of the blockade on Gaza, the removal of the checkpoints and the release of Palestinian prisoners. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;As the 26 January deadline set by the Quartet approaches, we note that the Palestinian party has submitted detailed border and security proposals. We hope that Israel will do the same in order to demonstrate an equal commitment to a resolution of the conflict. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;The Committee remains concerned by the current impasse in the Security Council with regard to Palestine&#8217;s application for membership in the Âé¶¹APP. We call on the Council and the General Assembly to fulfil their responsibilities in that regard, and reiterate the appeal for countries that have not yet recognized the State of Palestine to do so. The Committee also takes this opportunity to welcome the recent progress in the Palestinian reconciliation process centred on the Palestine Liberation Organization platform. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;In conclusion, we urge the Council to take decisive action to bring an end to the settlement activity and commence their dismantlement, while the two-State solution is still possible. For its part, the Committee will continue to contribute constructively to the achievement of that goal, which requires only that the commitments made be translated into clear and unequivocal action. <\/p><\/div>\n<div style=\"color:#000000;text-align:center;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8212;<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>M. Ce faisant, je vous sais, naturellement, gr&#233;, ainsi qu&#8217;&#224; vos coll&#232;gues du Conseil, de l&#8217;occasion que vous offrez &#224; notre comit&#233; de s&#8217;adresser &#224; vous, dans le cadre des d&#233;lib&#233;rations d&#8217;aujourd&#8217;hui, qui sonnent &#224; nouveau le tocsin, face &#224; l&#8217;intensification de la campagne d&#8217;implantation de colonies isra&#233;liennes de peuplement dans le territoire palestinien occup&#233;, y compris J&#233;rusalem-Est.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Notre comit&#233; r&#233;it&#232;re son inqui&#233;tude devant la poursuite effr&#233;n&#233;e de cette politique ill&#233;gale du Gouvernement isra&#233;lien, qui compromet d&#233;lib&#233;r&#233;ment la vision prom&#233;th&#233;enne de deux &#201;tats, Isra&#235;l et la Palestine, vivant c&#244;te &#224; c&#244;te en paix et en s&#233;curit&#233;, &#224; l&#8217;int&#233;rieur de fronti&#232;res s&#251;res et internationalement garanties. &#192; vrai dire, les colonies de peuplement qui s&#8217;abritent depuis trop longtemps derri&#232;re une culture d&#8217;impunit&#233;, violent les lois d&#8217;occupation, les r&#233;solutions du Conseil de s&#233;curit&#233; et la Feuille de route. Elles oblit&#232;rent dans les faits la solution pr&#233;voyant deux &#201;tats et menacent la paix et la s&#233;curit&#233; internationales.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Or jusqu&#8217;ici, le Conseil n&#8217;arrive pas &#224; assumer la pl&#233;nitude de ses responsabilit&#233;s et &#224; prendre les d&#233;cisions qui s&#8217;imposent, &#224; l&#8217;image de la plupart de ses membres et des groupes r&#233;gionaux qui ont, le mois dernier, condamn&#233; &#233;nergiquement l&#8217;implantation de colonies juives de peuplement. Notre Comit&#233; partage leur sentiment d&#8217;exasp&#233;ration et exhorte le Conseil de s&#233;curit&#233; &#224; prendre des mesures vigoureuses pour sauvegarder la solution pr&#233;voyant deux &#201;tats avant qu&#8217;il ne soit trop tard, afin de juguler, sinon de conjurer, les cons&#233;quences impr&#233;visibles d&#8217;un effroyable drame pourtant annonc&#233;.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Le Conseil retiendra qu&#8217;il y va de sa cr&#233;dibilit&#233;, car lorsque les possibilit&#233;s l&#233;gales de r&#233;gler une pareille situation, si intenable, sont entrav&#233;es, la paix et la s&#233;curit&#233; sont n&#233;cessairement en p&#233;ril. Dans les circonstances que voil&#224;, les signataires de la quatri&#232;me Convention de Gen&#232;ve doivent adopter une position ferme et convoquer la Conf&#233;rence des Hautes Parties contractantes, qui aurait d&#251; l&#8217;&#234;tre d&#233;j&#224; depuis bien longtemps. C&#8217;est pour dire que la seule solution durable possible est celle qui r&#233;sulterait de la pleine application du droit international, y compris les r&#233;solutions pertinentes du Conseil de s&#233;curit&#233;.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Dans cet esprit, il convient de relever, sans d&#233;plaisir ni optimisme b&#233;at, que des fr&#233;missements encore timor&#233;s illuminent heureusement l&#8217;horizon de la paix, eu &#233;gard aux r&#233;centes r&#233;unions pr&#233;liminaires organis&#233;es entre les n&#233;gociateurs isra&#233;liens et palestiniens &#224; Amman, en Jordanie, sous l&#8217;&#233;gide de ce pays. Nous nourrissons l&#8217;espoir qu&#8217;elles ouvrent la voie &#224; des n&#233;gociations de paix cr&#233;dibles autour de la solution des deux &#201;tats fond&#233;e sur les fronti&#232;res de 1967.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>D&#232;s lors, il importe que le Quatuor et ses partenaires r&#233;gionaux restent r&#233;solument engag&#233;s. En invitant les parties, au premier rang desquelles Isra&#235;l, &#224; se conformer aux engagements existants, nous appelons solennellement les protagonistes &#224; un retour salutaire &#224; la table des n&#233;gociations sur la base de crit&#232;res pr&#233;cis, garantis par le Quatuor. &#192; cet &#233;gard, nous ne perdons pas de vue qu&#8217;une telle reprise des n&#233;gociations devrait &#234;tre encourag&#233;e par des mesures de renforcement de la confiance sur le terrain, dont la cessation des actes de violence, la lev&#233;e du blocus de Gaza, la suppression des postes de contr&#244;le et la lib&#233;ration des prisonniers palestiniens.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#192; quelques encablures de la date butoir du 26 janvier fix&#233;e par le Quatuor, on constate que la partie palestinienne a soumis des propositions d&#233;taill&#233;es sur les fronti&#232;res et la s&#233;curit&#233;. Dans le m&#234;me &#233;lan, nous souhaiterions qu&#8217;Isra&#235;l en fasse autant, pour d&#233;montrer un &#233;gal engagement &#224; la r&#233;solution du conflit.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Le Comit&#233; demeure pr&#233;occup&#233; par l&#8217;impasse dans laquelle se trouve, au sein du Conseil de s&#233;curit&#233;, la demande d&#8217;admission de la Palestine &#224; l&#8217;Organisation des Nations Unies. Tout en invitant le Conseil et l&#8217;Assembl&#233;e g&#233;n&#233;rale &#224; assumer leurs responsabilit&#233;s &#224; cet effet, nous r&#233;it&#233;rons l&#8217;appel lanc&#233; en direction des pays qui ne l&#8217;ont pas encore fait, &#224; reconna&#238;tre l&#8217;&#201;tat de Palestine. Par la m&#234;me occasion, le Comit&#233; se f&#233;licite des progr&#232;s r&#233;cemment accomplis dans le processus de r&#233;conciliation palestinienne autour de la plate-forme de l&#8217;Organisation de lib&#233;ration de la Palestine.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-bottom:5px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Pour terminer, nous prions instamment le Conseil de prendre des mesures r&#233;solues pour mettre un terme aux activit&#233;s d&#8217;implantation de colonies et amorcer leur d&#233;mant&#232;lement pendant que la solution des deux &#201;tats est encore possible.
