 Mr. Diallo<\/strong> (spoke in French<\/i>): On behalf of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, I should like to warmly congratulate you, Sir, on your assumption of the presidency of the Council for the month of January and to wish you every success in your endeavours. I am deeply indebted to you and to your colleagues on the Council for giving our Committee the opportunity to address the Council in today’s deliberations, which again raise the alarm regarding increased Israeli settlement activity in the occupied Palestinian territory, including East Jerusalem. <\/p><\/div>\n

\n

 Our Committee reiterates its concern at the Israeli Government’s headlong pursuit of this illegal policy, which deliberately undermines the Promethean vision of two States, Israel and Palestine, living side by side in peace and security within secure and internationally recognized borders. The settlements, which have been sheltered for too long behind a culture of impunity, are violating the laws of occupation, the resolutions of the Security Council and the road map. In practice, they preclude the two-State solution and pose a threat to international peace and security. <\/p><\/div>\n

\n

 To date, the Council has failed to fully assume its responsibility and to take the necessary decisions — unlike most of its members and those of the regional groups, which last month strongly condemned the Jewish settlement activity. The Committee shares their feelings of exasperation and urges the Security Council to take strong measures to safeguard the two-State solution before it is too late, in order to limit, if not to avert, the unforeseeable consequences of a terrible tragedy that has nonetheless been predicted. <\/p><\/div>\n

\n

 The Council must realize that its credibility is at stake, since, when the legal avenues for a resolution of such an untenable situation are barred, peace and security are everywhere imperilled. Under the present circumstances, the signatories to the Fourth Geneva Convention must take a firm stance and convene the conference of the high-contracting parties, as should have been done long ago. That means that the only possible lasting solution is one that would result from the full application of international law, including the relevant Security Council resolutions. <\/p><\/div>\n

\n

 In that spirit, it should be noted, neither with displeasure nor with wide-eyed optimism, that there has been some movement towards peace, although tentative as yet, based on the recent preliminary meetings between the Israeli and Palestinian negotiators in Amman, under Jordanian auspices. We cherish the hope that they will pave the way for credible peace negotiations focusing on the two-State solution and based on the 1967 borders. <\/p><\/div>\n

\n

 It is therefore important that the Quartet and its regional partners remain firmly committed by inviting the parties, including first and foremost Israel, to meet the existing commitments. We solemnly call on the stakeholders to make a salutary return to the negotiating table on the basis of clear criteria guaranteed by the Quartet. In that regard, we have not forgotten that such a resumption of negotiations should be supported by confidence-building measures on the ground, including an end to acts of violence, the lifting of the blockade on Gaza, the removal of the checkpoints and the release of Palestinian prisoners. <\/p><\/div>\n

\n

 As the 26 January deadline set by the Quartet approaches, we note that the Palestinian party has submitted detailed border and security proposals. We hope that Israel will do the same in order to demonstrate an equal commitment to a resolution of the conflict. <\/p><\/div>\n

\n

 The Committee remains concerned by the current impasse in the Security Council with regard to Palestine’s application for membership in the Â鶹APP. We call on the Council and the General Assembly to fulfil their responsibilities in that regard, and reiterate the appeal for countries that have not yet recognized the State of Palestine to do so. The Committee also takes this opportunity to welcome the recent progress in the Palestinian reconciliation process centred on the Palestine Liberation Organization platform. <\/p><\/div>\n

\n

 In conclusion, we urge the Council to take decisive action to bring an end to the settlement activity and commence their dismantlement, while the two-State solution is still possible. For its part, the Committee will continue to contribute constructively to the achievement of that goal, which requires only that the commitments made be translated into clear and unequivocal action. <\/p><\/div>\n

Diallo<\/strong> : Monsieur le Président, par ma voix, le Comité pour l’exercice des droits inaliénables du peuple palestinien vous adresse, avec les vœux ardents de succès qui les accompagnent, ses félicitations les plus chaleureuses pour la présidence du Conseil de sécurité que vous assumez en ce mois de janvier. Ce faisant, je vous sais, naturellement, gré, ainsi qu’à vos collègues du Conseil, de l’occasion que vous offrez à notre comité de s’adresser à vous, dans le cadre des délibérations d’aujourd’hui, qui sonnent à nouveau le tocsin, face à l’intensification de la campagne d’implantation de colonies israéliennes de peuplement dans le territoire palestinien occupé, y compris Jérusalem-Est.<\/p><\/div>\n

\n

\t<\/span>Notre comité réitère son inquiétude devant la poursuite effrénée de cette politique illégale du Gouvernement israélien, qui compromet délibérément la vision prométhéenne de deux États, Israël et la Palestine, vivant côte à côte en paix et en sécurité, à l’intérieur de frontières sûres et internationalement garanties. À vrai dire, les colonies de peuplement qui s’abritent depuis trop longtemps derrière une culture d’impunité, violent les lois d’occupation, les résolutions du Conseil de sécurité et la Feuille de route. Elles oblitèrent dans les faits la solution prévoyant deux États et menacent la paix et la sécurité internationales.<\/p><\/div>\n

\n

\t<\/span>Or jusqu’ici, le Conseil n’arrive pas à assumer la plénitude de ses responsabilités et à prendre les décisions qui s’imposent, à l’image de la plupart de ses membres et des groupes régionaux qui ont, le mois dernier, condamné énergiquement l’implantation de colonies juives de peuplement. Notre Comité partage leur sentiment d’exaspération et exhorte le Conseil de sécurité à prendre des mesures vigoureuses pour sauvegarder la solution prévoyant deux États avant qu’il ne soit trop tard, afin de juguler, sinon de conjurer, les conséquences imprévisibles d’un effroyable drame pourtant annoncé.<\/p><\/div>\n

\n

\t<\/span>Le Conseil retiendra qu’il y va de sa crédibilité, car lorsque les possibilités légales de régler une pareille situation, si intenable, sont entravées, la paix et la sécurité sont nécessairement en péril. Dans les circonstances que voilà, les signataires de la quatrième Convention de Genève doivent adopter une position ferme et convoquer la Conférence des Hautes Parties contractantes, qui aurait dû l’être déjà depuis bien longtemps. C’est pour dire que la seule solution durable possible est celle qui résulterait de la pleine application du droit international, y compris les résolutions pertinentes du Conseil de sécurité.<\/p><\/div>\n

\n

\t<\/span>Dans cet esprit, il convient de relever, sans déplaisir ni optimisme béat, que des frémissements encore timorés illuminent heureusement l’horizon de la paix, eu égard aux récentes réunions préliminaires organisées entre les négociateurs israéliens et palestiniens à Amman, en Jordanie, sous l’égide de ce pays. Nous nourrissons l’espoir qu’elles ouvrent la voie à des négociations de paix crédibles autour de la solution des deux États fondée sur les frontières de 1967.<\/p><\/div>\n

\n

\t<\/span>Dès lors, il importe que le Quatuor et ses partenaires régionaux restent résolument engagés. En invitant les parties, au premier rang desquelles Israël, à se conformer aux engagements existants, nous appelons solennellement les protagonistes à un retour salutaire à la table des négociations sur la base de critères précis, garantis par le Quatuor. À cet égard, nous ne perdons pas de vue qu’une telle reprise des négociations devrait être encouragée par des mesures de renforcement de la confiance sur le terrain, dont la cessation des actes de violence, la levée du blocus de Gaza, la suppression des postes de contrôle et la libération des prisonniers palestiniens.<\/p><\/div>\n

\n

\t<\/span>À quelques encablures de la date butoir du 26 janvier fixée par le Quatuor, on constate que la partie palestinienne a soumis des propositions détaillées sur les frontières et la sécurité. Dans le même élan, nous souhaiterions qu’Israël en fasse autant, pour démontrer un égal engagement à la résolution du conflit.<\/p><\/div>\n

\n

\t<\/span>Le Comité demeure préoccupé par l’impasse dans laquelle se trouve, au sein du Conseil de sécurité, la demande d’admission de la Palestine à l’Organisation des Nations Unies. Tout en invitant le Conseil et l’Assemblée générale à assumer leurs responsabilités à cet effet, nous réitérons l’appel lancé en direction des pays qui ne l’ont pas encore fait, à reconnaître l’État de Palestine. Par la même occasion, le Comité se félicite des progrès récemment accomplis dans le processus de réconciliation palestinienne autour de la plate-forme de l’Organisation de libération de la Palestine.<\/p><\/div>\n

\n

\t<\/span>Pour terminer, nous prions instamment le Conseil de prendre des mesures résolues pour mettre un terme aux activités d’implantation de colonies et amorcer leur démantèlement pendant que la solution des deux États est encore possible. Pour sa part, le Comité continuera de contribuer de manière constructive à la réalisation effective de cet objectif qui ne requiert que la traduction des engagements souscrits en actes univoques et lisibles.<\/p><\/div>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"
