Distribution systems suffer from serious losses (around<br \/>\n50%) as a result of poor construction and substandard materials, the<br \/>\ncorrosive environment, and inadequate maintenance.&nbsp;&nbsp;Wastewater services<br \/>\nare limited and treatment ineffective.&nbsp;&nbsp;Despite the serious shortage of<br \/>\nwater resources, water re-use is not practiced.&nbsp;&nbsp;Approximately 3<br \/>\nhouseholds out of 4 are not connected to a sewerage system.&nbsp;&nbsp;The massive<br \/>\ninfiltration of non-treated wastewater contributes to groundwater<br \/>\ncontamination.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.&nbsp;&nbsp;&nbsp;Program Objectives and Description.&nbsp;&nbsp;The proposed project aims at<br \/>\ncontinuing and reinforcing this effort.&nbsp;&nbsp;It is designed within the<br \/>\nframework of the priority needs for the West Bank and Gaza as defined in<br \/>\nthe water and wastewater component of the three-year Emergency<br \/>\nAssistance Program (EAP).&nbsp;&nbsp;The objective of the program is to improve<br \/>\nthe quality, quantity and management of water and wastewater services in<br \/>\nthe West Bank and Gaza.&nbsp;&nbsp;The program includes:&nbsp;&nbsp;equipment procurement;<br \/>\nupgrading and extension of municipal water supply networks;<br \/>\nrehabilitation, extension and construction of municipal stormwater and<br \/>\nsewerage networks; improvement of village water distribution and related<br \/>\nprograms; the drilling of new wells; and improving management of water<br \/>\nand wastewater services.&nbsp;&nbsp;For Gaza, the program consists of:&nbsp;&nbsp;(a) the<br \/>\nprovision of an International Operator to implement a Service<br \/>\nImprovement Program; (b) the provision of operating capital for the<br \/>\nOperator; (c) finance for investment in rehabilitation projects and<\/p><\/div>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">provision of additional water and wastewater facilities in areas where<br \/>\nthey are most urgently required; and (d) Technical Assistance and<br \/>\nDeveloping Institutional Capacity.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.&nbsp;&nbsp;&nbsp;Project Objectives.&nbsp;&nbsp;Within the framework of the program, the<br \/>\nproject would address urgent priorities aiming at improving the quality,<br \/>\nquantity and management of water and wastewater services in Gaza.&nbsp;&nbsp;The<br \/>\nproposed management contract is a means to this end.&nbsp;&nbsp;The project will<br \/>\nassist the PA in meeting urgent needs (not covered under the Emergency<br \/>\nRehabilitation Project) through:&nbsp;&nbsp;(a) improving water and sanitation<br \/>\nservices through a private sector management contract for water and<br \/>\nwastewater operations; (b) strengthening and restructuring the<br \/>\ninstitutional framework for both service delivery and for sector<br \/>\ngovernance functions; and (c) creating the operational, institutional<br \/>\nand managerial conditions for priority rehabilitation, upgrading and<br \/>\nextension projects to be financed by donors.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.&nbsp;&nbsp;&nbsp;Project Description.&nbsp;&nbsp;The proposed project would consist of the<br \/>\nfollowing components:&nbsp;&nbsp;(a) the provision of an International Operator<br \/>\nunder a four-year Management Contract to implement a Service Improvement<br \/>\nProgram.&nbsp;&nbsp;Part of the Operator&#39;s payment will be a performance incentive<br \/>\nfee based upon the attainment of specific performance targets; (b) the<br \/>\nprovision of operating capital for the Operator, not covered by the<br \/>\nrevenues collected, essential to fund goods, equipment, works and<br \/>\nservices required for improving services and for attainment of<br \/>\nperformance targets; and (c) the provision of:&nbsp;&nbsp;(i) a long-term<br \/>\ntechnical advisor to strengthen the newly created PWA; and (ii)<br \/>\nindependent auditors to monitor the Operator&#39;s technical and financial<br \/>\nperformance.&nbsp;&nbsp;In parallel, it is expected that a minimum of<br \/>\nUS$50 million of donor-funded works (rehabilitation and extension) would<br \/>\nbe implemented.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.&nbsp;&nbsp;&nbsp;Project&nbsp;&nbsp;Financing.&nbsp;&nbsp;The estimated total project cost is US$28<br \/>\nmillion, which would be financed by:&nbsp;&nbsp;(a) an IDA Credit of US$ million<br \/>\nout of the Trust Fund for Gaza and West Bank (TFGWB); and (b)<br \/>\nUS$3 million in local funding.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.&nbsp;&nbsp;&nbsp;Project Sustainability.&nbsp;&nbsp;The introduction of a private sector<br \/>\noperator to manage and operate water and wastewater services will ensure<br \/>\nsound financial management, improved cost recovery and better quality<br \/>\ncontrol.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.&nbsp;&nbsp;&nbsp;Program Objective Categories and Poverty Category.&nbsp;&nbsp;The project<br \/>\nwould support the Palestinians&#39; program to improve and protect the<br \/>\nenvironment and to increase private sector participation in the<br \/>\nmanagement of the water and wastewater sector.&nbsp;&nbsp;Although the project is<br \/>\nnot a part of a core poverty program, it will have a beneficial impact<br \/>\non poor households which are sometimes forced to purchase water from<br \/>\nvendors at relatively high prices during service interruptions. <br \/>\nImprovement of the quality of the water and in sanitation will have a<br \/>\npositive impact on reduction of gastro-enteric and other water-related<br \/>\ndiseases.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.&nbsp;&nbsp;&nbsp;Environmental Aspects.&nbsp;&nbsp;The proposed project would contribute to<br \/>\nimproving the environment, primarily through reinforcement and improved<br \/>\nmanagement of sewerage systems.&nbsp;&nbsp;It would enable a substantial positive<br \/>\nenvironmental impact through reducing overflows of sewage and improving<br \/>\nquality of effluent from sewage treatment plants, as well as reducing<br \/>\nlosses from the water distribution system, thereby allowing less water<br \/>\nto be pumped from the heavily overdrawn aquifer to meet demand.&nbsp;&nbsp;The<br \/>\nproposed project has been placed in environmental screening category<br \/>\n&quot;B&quot;.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;font-size:9pt;font-family:Courier New, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.&nbsp;&nbsp;&nbsp;Benefits.&nbsp;&nbsp;Overall, the project is expected to improve the quality<br \/>\nand quantity of water supplied and improve the management of the water<br \/>\nand wastewater sector.&nbsp;&nbsp;Specifically, it will help protect, manage and<br \/>\nconserve sensitive and limited water resources;
