1.   Sector Background.  Water and wastewater services in Gaza are
\ninadequate in terms of quantity, quality, and the adequacy of
\nmanagement.  Groundwater resources are seriously and unsustainably
\noverdrawn and increasingly affected by rising salinity and nitrate
\nconcentrations. Distribution systems suffer from serious losses (around
\n50%) as a result of poor construction and substandard materials, the
\ncorrosive environment, and inadequate maintenance.  Wastewater services
\nare limited and treatment ineffective.  Despite the serious shortage of
\nwater resources, water re-use is not practiced.  Approximately 3
\nhouseholds out of 4 are not connected to a sewerage system.  The massive
\ninfiltration of non-treated wastewater contributes to groundwater
\ncontamination.<\/p><\/div>\n

<\/p>\n

\n

2.   Program Objectives and Description.  The proposed project aims at
\ncontinuing and reinforcing this effort.  It is designed within the
\nframework of the priority needs for the West Bank and Gaza as defined in
\nthe water and wastewater component of the three-year Emergency
\nAssistance Program (EAP).  The objective of the program is to improve
\nthe quality, quantity and management of water and wastewater services in
\nthe West Bank and Gaza.  The program includes:  equipment procurement;
\nupgrading and extension of municipal water supply networks;
\nrehabilitation, extension and construction of municipal stormwater and
\nsewerage networks; improvement of village water distribution and related
\nprograms; the drilling of new wells; and improving management of water
\nand wastewater services.  For Gaza, the program consists of:  (a) the
\nprovision of an International Operator to implement a Service
\nImprovement Program; (b) the provision of operating capital for the
\nOperator; (c) finance for investment in rehabilitation projects and<\/p><\/div>\n

\n

provision of additional water and wastewater facilities in areas where
\nthey are most urgently required; and (d) Technical Assistance and
\nDeveloping Institutional Capacity.<\/p><\/div>\n

<\/p>\n

\n

3.   Project Objectives.  Within the framework of the program, the
\nproject would address urgent priorities aiming at improving the quality,
\nquantity and management of water and wastewater services in Gaza.  The
\nproposed management contract is a means to this end.  The project will
\nassist the PA in meeting urgent needs (not covered under the Emergency
\nRehabilitation Project) through:  (a) improving water and sanitation
\nservices through a private sector management contract for water and
\nwastewater operations; (b) strengthening and restructuring the
\ninstitutional framework for both service delivery and for sector
\ngovernance functions; and (c) creating the operational, institutional
\nand managerial conditions for priority rehabilitation, upgrading and
\nextension projects to be financed by donors.<\/p><\/div>\n

4.   Project Description.  The proposed project would consist of the
\nfollowing components:  (a) the provision of an International Operator
\nunder a four-year Management Contract to implement a Service Improvement
\nProgram.  Part of the Operator's payment will be a performance incentive
\nfee based upon the attainment of specific performance targets; (b) the
\nprovision of operating capital for the Operator, not covered by the
\nrevenues collected, essential to fund goods, equipment, works and
\nservices required for improving services and for attainment of
\nperformance targets; and (c) the provision of:  (i) a long-term
\ntechnical advisor to strengthen the newly created PWA; and (ii)
\nindependent auditors to monitor the Operator's technical and financial
\nperformance.  In parallel, it is expected that a minimum of
\nUS$50 million of donor-funded works (rehabilitation and extension) would
\nbe implemented.<\/p><\/div>\n

5.   Project  Financing.  The estimated total project cost is US$28
\nmillion, which would be financed by:  (a) an IDA Credit of US$ million
\nout of the Trust Fund for Gaza and West Bank (TFGWB); and (b)
\nUS$3 million in local funding.<\/p><\/div>\n

<\/p>\n

6.   Project Sustainability.  The introduction of a private sector
\noperator to manage and operate water and wastewater services will ensure
\nsound financial management, improved cost recovery and better quality
\ncontrol.<\/p><\/div>\n

<\/p>\n

\n

7.   Program Objective Categories and Poverty Category.  The project
\nwould support the Palestinians' program to improve and protect the
\nenvironment and to increase private sector participation in the
\nmanagement of the water and wastewater sector.  Although the project is
\nnot a part of a core poverty program, it will have a beneficial impact
\non poor households which are sometimes forced to purchase water from
\nvendors at relatively high prices during service interruptions.
\nImprovement of the quality of the water and in sanitation will have a
\npositive impact on reduction of gastro-enteric and other water-related
\ndiseases.<\/p><\/div>\n

8.   Environmental Aspects.  The proposed project would contribute to
\nimproving the environment, primarily through reinforcement and improved
\nmanagement of sewerage systems.  It would enable a substantial positive
\nenvironmental impact through reducing overflows of sewage and improving
\nquality of effluent from sewage treatment plants, as well as reducing
\nlosses from the water distribution system, thereby allowing less water
\nto be pumped from the heavily overdrawn aquifer to meet demand.  The
\nproposed project has been placed in environmental screening category
\n"B".<\/p><\/div>\n

9.   Benefits.  Overall, the project is expected to improve the quality
\nand quantity of water supplied and improve the management of the water
\nand wastewater sector.  Specifically, it will help protect, manage and
\nconserve sensitive and limited water resources; reduce the losses due to
\nnetwork inadequacies and inefficient operations; provide better and more
\nreliable services; and improve health and sanitation and environmental
\nquality.  A management contract with an experienced utility operator
\nwill also reduce constraints to expansion of services (especially
\nsewerage), and facilitate the flow of donor funds to the sector.<\/p><\/div>\n
