font-size:smaller\">\t<\/span>&quot;As everyone knows, Syria did not participate in the multilateral talks because our policy was and still is that these talks should not be held before the bilateral talks bear the necessary fruit; namely, Israel&#39;s withdrawal from the occupied Arab territories and the restoration of the Palestinian people&#39;s national rights.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:40px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&quot;The Community and its member States have maintained regular contacts with the parties to the bilateral negotiations as well as with the co-sponsors and other participants.&nbsp;&nbsp;The Community and its member States will not spare any efforts to provide their good offices if requested by the parties involved themselves.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:40px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&quot;The inception of the multilateral phase of the Middle East peace process in Moscow has the potential to reinforce the bilateral talks.&nbsp;&nbsp;It is in itself a concrete confidence-building measure, enabling peace to become a reality and genuine regional cooperation to develop.&nbsp;&nbsp;However, substantive progress in the multilaterals can only be attained if the central issues of the bilaterals also register some progress.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:40px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&quot;The Community and its member States reiterate their commitment to play a constructive and active role in the multilateral negotiations.&nbsp;&nbsp;To this end, some obstacles should be overcome.&nbsp;&nbsp;First of all, the presence of all the parties directly involved is essential in the next phases of the multilateral process.&nbsp;&nbsp;Secondly, a formula allowing for a broader Palestinian participation should be sought.&nbsp;&nbsp;Thirdly, the Âé¶¹APP and their specialized agencies should participate and contribute to the building up of regional cooperation.&nbsp;&nbsp;Fourthly, the Community and its member States should participate, preferably as co-organizer, in all working groups established for the multilateral negotiations.&nbsp;&nbsp;They believe it is necessary to be fully engaged in working groups of a clearly political nature, such as &quot;Arms Control and Regional Security&quot;, besides their full involvement in working groups of an economic nature.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:40px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The interim self-government arrangements must provide for a period of healing, rehabilitation and confidence-building in our relationship with the Palestinian Arabs in the territories, following a long conflict and against the well-known regional background.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:80px;\">\n\t\t\t\t&quot;(2)<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>(a)<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The interim self-government arrangements concept includes the delegation of a wide list of powers encompassing the life of the Palestinian Arab population in the territories to representatives of the population.&nbsp;&nbsp;When the arrangements are agreed and implemented, the Palestinians in the territories will be able to run their own affairs in many sphere, in fact, the majority of their walks of life.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:80px;\">\n\t\t\t\t<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&quot;(b)&nbsp;&nbsp;The interim self-government arrangements should be fair to the Arab population but not hamper the rights of Jews.&nbsp;&nbsp;They cannot compromise Israel&#39;s security, which &#8212; given the well-known circumstances of terrorist attacks, as well as other threats &#8212; is faced with a clear and present danger.&nbsp;&nbsp;That is why security responsibility must remain with Israel; this is a vital strategic must.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:80px;\">\n\t\t\t\t&quot;(3)&nbsp;&nbsp;The interim self-government arrangements should be achieved without prejudice to the final status of the territories, to be negotiated beginning the third year, as understood.&nbsp;&nbsp;Until the final status is agreed upon, the present source of authority will remain intact.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:80px;\">\n\t\t\t\t&quot;(4)&nbsp;&nbsp;The arrangements will apply to the Palestinian Arab inhabitants of the territories under Israeli military administration.&nbsp;&nbsp;The arrangements will not have a territorial application, nor will they apply to the Israeli population in the territories.&nbsp;&nbsp;They will not include inhabitants of Jerusalem.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:40px;\">\n\t\t\t\t&quot;C.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>We shall share with you our reasons for not accept your agenda ideas as proposed, as well as your model, which &#8212; as indicated in my letter of January 16, 1992 &#8212; is a far cry from acceptable interim self-government arrangements and which basically represents a Palestinian State in all but name, considered by Israel a mortal security threat.&nbsp;&nbsp;Your agenda and model proposals appear to reflect disengagement on your part from the spirit of the agreed staged framework for negotiations, which is the only hope for progress.&nbsp;&nbsp;Nor can we accept preconditions of any kind, as introduced and announced by you during the former round of negotiations.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:40px;\">\n\t\t\t\t&quot;D.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Israel&#39;s basic approach to the arrangements is founded in principle developments since 1978.&nbsp;&nbsp;We regret, however, that during the negotiations you have rejected the Camp David Accords.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:40px;\">\n\t\t\t\t&quot;E.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The interim self-government arrangements should be conducted in an atmosphere free of terrorism and violence.&nbsp;&nbsp;This will consist a major test to the whole process.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Courier New, serif, monospace;margin-left:40px;\">\n\t\t\t\t&quot;F.<span class=\"Apple-tab-span\" style=\"white-space:pre;
