Implementation of the Agreement on Movement and Access<\/strong><\/p><\/div>\n

The Â鶹APP<\/span>1 <\/sup><\/span> is submitting the 46<\/span>th <\/sup><\/span> bi-weekly report on the implementation of the 15 November 2005 Agreement on Movement and Access (AMA), covering the period 8 – 21 August 2007.<\/span><\/p><\/div>\n

1. Overall Progress:<\/strong><\/p><\/div>\n

<\/p>\n

\n

Rafah Crossing has been closed since 9 June. During the reporting period, Israel allowed 1,208 Palestinians to return to Gaza through Nitzana Border Crossing on the Israeli-Egyptian border and then by bus to enter Gaza via Erez Crossing. This route has served as the alternative entry point to Rafah Crossing for a total of 6,374 Palestinians previously stranded in Egypt. Erez Crossing remained open for a limited number of Palestinian senior traders, a limited number of medical cases and a small number of Palestinians working for international organizations. A single-lane conveyor belt at Karni Crossing was open for one day for the import of grains and animal feed while the crossing remained closed for all other imports and exports.<\/p><\/div>\n

As a result of Karni closure, Sufa and Kerem Shalom crossings continue to function as the alternative entry points for commercial and humanitarian supplies. During the reporting period, 96 truckloads of humanitarian supplies and 881 truckloads of commercial supplies were allowed in. Sufa crossing lacks the appropriate infrastructure to handle food supplies and concerns over the unsafe way they are being processed are increasing.<\/p><\/div>\n

\n

2. Changes of note since Report No. 45 (07 August):<\/strong><\/p><\/div>\n

\n

• <\/span>Rafah crossing <\/strong><\/span>remained closed and has been closed for more than 73 days, since 9 June.<\/span><\/p><\/div>\n

\n

• <\/span>Karni crossing <\/strong><\/span>remained closed during the reporting period and has been closed since 12 June. A single conveyor belt\/chute for importing food grains and animal feed was open on one day (14 august) for approximately 3 hours, bringing into Gaza the equivalent of 61 truck loads of grains and animal feed. 129 truck loads were conveyed during the previous period.<\/span><\/p><\/div>\n

\n

• <\/span>Sufa crossing <\/strong><\/span>was open on 9 scheduled operating days, for the entry of commercial and humanitarian supplies compared to 10 days in the previous reporting period. An equivalent of 753 truckloads crossed into Gaza. On 14 August Sufa was closed as a result of Israeli security concerns. However, Sufa crossing remained closed for the import of construction materials.<\/span><\/p><\/div>\n

\n

• <\/span>Kerem Shalom crossing <\/strong><\/span>was open on 9 days during this period for the entry of commercial food and humanitarian aid compared to 7 days during the previous reporting period, allowing an equivalent of 224 truck loads into Gaza.<\/span><\/p><\/div>\n

\n

• <\/span>Erez crossing <\/strong><\/span>has been closed since 12 June to all Palestinians, except for a limited number of senior Palestinian traders and Palestinian staff of international organizations who were granted special permits to cross to the West Bank and Israel, and some medical cases.<\/span><\/p><\/div>\n

\n

• <\/span>Obstacles to movement in the West Bank <\/strong><\/span>decreased compared to the previous period (from 541 to 532) representing an increase of 156 obstacles, or 41.5%, over the baseline figure of August 2005.<\/span><\/p><\/div>\n

3. No Change since Report No. 45 (07 August):<\/strong><\/p><\/div>\n

\n\t\t\t\t•<\/span> <\/span>Convoys between the Gaza Strip and the West Bank:<\/i><\/span>\n\t\t\t\t<\/div>\n
\n\t\t\t\tTruck convoys <\/strong>due in mid January 2006, no discussion; implementation now 18 months overdue.\n\t\t\t\t<\/div>\n
\n\t\t\t\tBus convoys <\/strong>due in mid December 2005, no discussion; implementation now 19 months overdue.\n\t\t\t\t<\/div>\n

Ports:<\/i><\/p><\/div>\n

1 <\/sup><\/span>The Office of the Quartet’s Special Envoy closed on 28 April. Since then the Â鶹APP through the oPt OCHA office has assumed reporting responsibilities on the implementation of the AMA.<\/span><\/p><\/div>\n
