Farhadi (Afghanistan), Vice-Chairman; Mr. George Saliba (Malta), Rapporteur; Mr. Martin Andjaba (Namibia), Acting Vice-Chairman; and Mr. Nasser Al-Kidwa (Palestine).<\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The meeting was attended by representatives of 28 Governments, 2 intergovernmental organizations, 5 Âé¶¹APP bodies and agencies, 5 non-governmental organizations, as well as special guests of the host country, representatives of the media, of universities and institutes. It was also attended by a delegation of Palestine.&nbsp;&nbsp;Presentations were made by 23 experts from Africa&nbsp;&nbsp;and other regions including Palestinians and Israelis.<\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the opening session, a statement was made by Mr. Theo-Ben Gurirab, Minister for Foreign Affairs of Namibia.&nbsp;&nbsp;A statement on behalf of the Secretary-General of the Âé¶¹APP was read out by his representative, Mr. Chinmaya Gharekhan, Under-Secretary-General and Âé¶¹APP Special Coordinator in the Occupied Territories.&nbsp;&nbsp;Statements were made by Mr. Ibra Degu&#232;ne Ka, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People; and Mr. Suleiman An-Najab, Member of the Executive Committee of the Palestine Liberation Organization (PLO).<\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>Three plenary sessions were conducted, with the participation of the following speakers:<\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>I.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Promoting the inalienable rights of the Palestinian people:&nbsp;&nbsp;Mr. Suleiman An-Najab, Member of the Executive Committee of the PLO, Special Envoy of Yasser Arafat, Chairman of the Executive Committee of the PLO; Mr. Latif Dori, Secretary of the Committee for Israeli-Palestinian Dialogue; Mr. Ibrahim Matar, Palestinian economist and former Chairman of the Department of Business and Economics of Bethlehem University; Mr. Gershon Baskin, Director, Israel\/Palestine Center for Research and Information; Ms. Elizabeth Sidiropoulos, Director of Studies, South African Institute of International Affairs; Mr. Badr Hammam, Ambassador and former Advisor to the Foreign Minister of Egypt; and Mr. John Battersby, Chief Editor of the <\/i><i><u>Sunday Independent<\/u><\/i><i>&nbsp;(South Africa).<\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>II.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The role of Africa in supporting the inalienable rights of the Palestinian people: Mr. Othman Jerandi, Director for Africa, Department of Foreign Affairs of Tunisia; Ms. Sohoyata Maiga, Lawyer and Member of the Council on Economic, Social and Cultural Affairs of Mali; Mr. Amadou Kebe, Ambassador, Permanent Observer of the Organization of African Unity to the Âé¶¹APP; Ms. Ceciwa Khonje, former Director of the Âé¶¹APP Information Centre in Harare; Mr. Iqbal Jhazbhay, Director of the Centre for Arabic and Islamic Studies of the University of Africa; Mr. Nahas Angula, M.P., Minister of Higher Education, Vocational Training, Science and Technology of the Government of Namibia, Ms. Netumbo Nandi-Ndaitwah, Director-General of the Department of Women&#39;s Affairs of Namibia; Mr. Julien Randiamasivelo, Head of the African Section, Afro-Asian People&#8217;s Solidarity Organization; Mr. Umar Birai, Professor, Department of Political Science and International Relations, University of Abuja, Nigeria; Mr. Nwasha Masiwa, Editor, <\/i><i><u>Southen African Political Economic Monthly<\/u><\/i><i>&nbsp;(SAPEM), Zimbabwe; Mr. Stephen Laufer, Editor, <\/i><i><u>Business Day<\/u><\/i><i>, South Africa, Ms. Nahla Asali, Professor of English Literature, Birzeit University; Ms. Ottilie Abrahams, Chairperson, Namibia Non-governmental Organizations Forum (NANGOF); and Mr. Abdul Samad Minty, Deputy Director-General of Multilateral Affairs, Department of Foreign Affairs of South Africa, on behalf of the Movement of Non-Aligned Countries.<\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">III.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><i>Celebrating the new millennium in a global vision of peace and reconciliation &#8211; the Bethlehem 2000 Project of the Palestinian Authority: Mr. Nabeel Kassis, Minister and Coordinator-General of the Bethlehem 2000 Project Authority; and Ms. N. E. Kathindi, representative of the Council of Churches in Namibia.<\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>The final document of the Meeting summarized the proceedings as follows:<\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>The Windhoek Declaration<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">1.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Âé¶¹APP African Meeting in Support of the Inalienable Rights of the Palestinian People was held at Windhoek, Namibia, from 20 to 22 April 1999, under the auspices of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.&nbsp;&nbsp;Participants in the Meeting included eminent political personalities from Africa, representatives of Governments, intergovernmental organizations, Âé¶¹APP system organizations and agencies, the Palestinian Authority, parliamentarians, non-governmental organizations and representatives of the media.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Secretary-General of the Âé¶¹APP sent a message addressed to the participants in the Meeting.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Meeting took place at a time when the peace process, nearing the end of the interim period, remained deadlocked due to the freezing by the Government of Israel of the implementation of the Wye River Memorandum of October 1998.&nbsp;&nbsp;The Meeting was aimed at drawing the attention of the international community to the continuing lack of progress in the peace process, to the unjust and untenable situation faced by the Palestinian people, and to the dangers posed by the policies and practices of Israel in the Occupied Palestinian Territory, including East Jerusalem.&nbsp;&nbsp;The Meeting also considered the action by and responsibility of the international community in the implementation of the Fourth Geneva Convention and the role, in that regard, of the High Contracting Parties to the Convention.&nbsp;&nbsp;The&nbsp;&nbsp;Meeting&nbsp;&nbsp;focused&nbsp;&nbsp;on&nbsp;&nbsp;the&nbsp;&nbsp;role&nbsp;&nbsp;of&nbsp;&nbsp;African States in supporting the inalienable rights of the Palestinian people, and on discussing the international community&#8217;s action in promoting the Bethlehem 2000 Project of the Palestinian Authority.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:justify;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The participants discussed in great detail the issue of land confiscation by the Israeli authorities, the establishment of new and expansion of the existing settlements throughout the Occupied Palestinian Territory, including East Jerusalem, the Israeli decision to create an &#8220;umbrella municipality&#8221; in the city and the illegal policy of &#8220;silent transfer&#8221; of Palestinian residents of Jerusalem from their homes in the city.&nbsp;&nbsp;In this context, the participants welcomed the adoption by the Tenth Emergency Special Session of the General Assembly of resolution <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/E29F7195C53CDDA905256729005035E4.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">ES-10\/6<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;of 9 February 1999 calling for the convening, on 15 July 1999, of a conference on measures to enforce the Fourth Geneva Convention in the Occupied Palestinian Territory.&nbsp;&nbsp;The participants also called upon all Governments, organizations, and individuals, as well as the international business community to refrain from rendering any form of financial, technical or other assistance to Israel that could be utilized towards its settlement activities.&nbsp;&nbsp;In discussing the issue of Israeli policies and practices in the Occupied Palestinian Territory, the participants expressed grave concern at the continued imprisonment of Palestinians in Israel in violation of the Fourth Geneva Convention and the Israeli-Palestinian agreements signed to date.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The participants considered the role of Africa in promoting a comprehensive, just and lasting settlement of the question of Palestine.&nbsp;&nbsp;The Meeting showed broad support by African States for the exercise by the Palestinian people of its inalienable rights, including the right to self-determination and the establishment of the State.&nbsp;&nbsp;The participants emphasized that this remained a key element for the successful settlement of the Arab-Israeli conflict, the core of which is the question of Palestine.&nbsp;&nbsp;The Meeting also demonstrated the determination of African States to contribute to the international efforts towards restarting the peace process in order to allow the parties to proceed to the crucial stage of the permanent status negotiations.&nbsp;&nbsp;In this context, the participants reviewed action taken by African States at various levels, including within the Âé¶¹APP system, the Organization of African Unity and the Non-Aligned Movement.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The participants exchanged views on the experience of African States in the struggle for decolonization, independence and sovereignty, as well as the experience of Africa in the quest for economic independence and sustainable development.&nbsp;&nbsp;They also discussed prospects for the promotion of bilateral economic cooperation and trade, as well as the establishment of business partnerships with the Palestinian counterparts.&nbsp;&nbsp;The participants recognized the important role played by civil society in the process of institution-building.&nbsp;&nbsp;Special emphasis was laid on the need to enhance and promote the role of women in society.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The participants recognized the significance and the implications of the impending end, on 4 May 1999, of the interim period and the possible steps to be taken by the various parties in that regard.&nbsp;&nbsp;In view of a serious legal and political vacuum that the end of the interim period will entail, a broad and determined international action will be required in order to allow the Palestinian people to exercise its inalienable right to self-determination and statehood.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The participants welcomed the important work done by the Palestinian Authority on the various aspects of the Bethlehem 2000 Project.&nbsp;&nbsp;They stressed that, as the millennial celebrations of the birth of Jesus Christ in Bethlehem approached, there was an urgent need for the rehabilitation and reconstruction of the Palestinian city of Bethlehem.&nbsp;&nbsp;Encouraged by the assistance of the international donor community in rebuilding the Palestinian economy, the participants thanked the Governments, intergovernmental and non-governmental organizations, as well as the private sector for their support of the Bethlehem 2000 Project.&nbsp;&nbsp;They also recognized the important role played by the Âé¶¹APP Development Programme, the Âé¶¹APP Educational, Scientific and Cultural Organization, the World Bank and other Âé¶¹APP system entities in ensuring the success of the Project.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The participants noted the important role played by the Committee on the Exercise of the Inalienable Rights of the Palestinian People in supporting the Bethlehem 2000 Project through its programme of activities.&nbsp;&nbsp;They also took note of the Committee&#8217;s effort to promote the Bethlehem 2000 Project at the Âé¶¹APP.&nbsp;&nbsp;The participants welcomed the fact that, at the request of the Committee, an item entitled &#8220;Bethlehem 2000&#8221; had been included in the agenda of the fifty-third session of the Âé¶¹APP General Assembly.&nbsp;&nbsp;It was also included in the agenda of the Assembly&#8217;s fifty-fourth session.&nbsp;&nbsp;Last February in Rome, the Committee held a highly successful Conference in support of this Palestinian initiative, hosted by the Italian Government.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">10.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In connection with the Meeting, the Chairman of the Committee, Ibra Degu&#232;ne Ka, and the delegation of the Committee on the Exercise of the Inalienable Rights of the Palestinian People had the honour and privilege of being received by His Excellency Dr. Sam Nujoma, President of the Republic of Namibia, who welcomed the efforts of the Committee aimed at bringing about a comprehensive, just and lasting settlement of the question of Palestine.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">11.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><i>Recalling <\/i>&nbsp;the Nairobi Forward-looking Strategies for the Advancement of Women,(2) in particular paragraph 260 concerning Palestinian women and children, and the Beijing Platform for Action (3) adopted at the Fourth World Conference on Women,<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><i>Gravely concerned<\/i>&nbsp;at the suspension, on 20 December 1998, by the Government of Israel of the implementation of the Wye River Memorandum, signed in Washington, D.C., on 23 October 1998, including the negotiations on the final settlement, which should be concluded by May 1999,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><i>Concerned<\/i>&nbsp;about the continuing difficult situation of Palestinian women in the occupied Palestinian territory, including Jerusalem, and about the severe consequences of continuous illegal Israeli settlements activities, as well as the harsh economic conditions and other consequences for the situation of Palestinian women and their families, resulting from the frequent closures and isolation of the occupied territory,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>1.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><i>Stresses<\/i>&nbsp;its support for the Middle East peace process and the need for speedy and full implementation of the agreements already reached between the parties;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><i>Affirms<\/i>&nbsp;that, in spite of the actual deterioration of the Middle East peace process as a result of the lack of compliance by the Government of Israel with the existing agreements, increased efforts must be exerted to bring the peace process back on track towards the achievement of a just, comprehensive and lasting peace in the region and the achievement of tangible results towards the improvement of the situation of Palestinian women and their families;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><i>Reaffirms<\/i>&nbsp;that the Israeli occupation remains a major obstacle for Palestinian women with regard to their advancement, self-reliance and integration in the development planning of their society;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; ADOPTS FOUR RESOLUTIONS<\/strong><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>The Commission on Human Rights held its fifty-fifth session in Geneva from 22 March to 30 April 1999.&nbsp;&nbsp;The Commission considered issues relating to the question of Palestine under items 5 and 8 of the agenda, entitled &#8220;Question of the violation of human rights in the occupied Arab territories, including Palestine&#8221; and &#8220;The right of peoples to self-determination and its application to peoples under colonial and alien domination or foreign occupation.&#8221;<\/i><\/p><\/div>\n<p><\/p>\n<div style=\"text-align:justify;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>Under item 8, the Commission had before it a note by the Secretary-General listing Âé¶¹APP reports issued between sessions of the Commission that deal with the living conditions of the citizens of the Palestinian and other Arab territories under the Israeli occupation (<\/i><\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/A84C7140E68EDB3E0525674600698EE5.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\"><i>E\/CN.4\/1999\/23<\/i><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>) and a report by the Secretary General on human rights in the occupied Syrian Golan (<\/i><\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/E090172A03254C6A05256746006DE0F8.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\"><i>E\/CN.4\/1999\/22<\/i><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>).&nbsp;&nbsp;The Commission also heard the report by the Special Rapporteur, Mr. Hannu Halinen, pursuant to Commission resolution 1993\/2 A of 19 February 1993 (see <\/i><\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/7D50B278AAAE86240525672A005518CC.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\"><i>E\/CN.4\/1999\/24<\/i><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>):<\/i><\/span><\/p><\/div>\n<p><\/p>\n<div style=\"text-align:justify;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>Under item 5, the Commission on Human Rights also had before it a report of the Secretary-General on the situation of the occupied Palestinian territories prepared pursuant to a request of the Commission, which stated that no reply from Israel had been received at the time of the preparation of the report (<\/i><\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/C035AF8F5251F53D05256745006AC747.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\"><i>E\/CN.4\/1999\/10<\/i><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>).<\/i><\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>On 23 and 27 April 1999, the Commission adopted four resolutions.&nbsp;&nbsp;The full texts of the resolutions are given below:<\/i><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">1999\/5<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Noting with great concern<\/u>&nbsp;the continued Israeli refusal to abide by the resolutions of the Security Council, the General Assembly and the Commission on Human Rights calling upon Israel to put an end to the violations of human rights and affirming the applicability of the Geneva Convention relative to the Protection of Civilian Persons in Time of War to the Occupied Palestinian Territory, including East Jerusalem, and other Arab territories occupied by Israel since 1967,<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Gravely concerned<\/u>&nbsp;at the stagnation of the peace process because of the contempt of the Government of Israel for the principles on which that process was based, and its refusal to carry out its commitments in line with the agreements it signed with the Palestine Liberation Organization in Washington, Cairo, Hebron and Wye River,<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:justify;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><u>Recalling<\/u><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;all its previous resolutions on the subject, including the latest resolution <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/E56860406B9B75F60525662D007754B6.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">1998\/1<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;of 27 March 1998,<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>1.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Condemns<\/u>&nbsp;the continued violations of human rights in the Occupied Palestinian Territory, including East Jerusalem, in particular the continuation of acts of wounding and killing perpetrated by Israeli soldiers and settlers against Palestinians, in addition to the detention of thousands of Palestinians without trial, the continuation of the confiscation of Palestinian lands, the extension and the establishment of Israeli settlements thereon, the confiscation of Palestinian property and expropriation of their land, the demolition of Palestinian homes and the uprooting of fruit trees, and calls upon Israel to cease these acts immediately since they constitute grave violations of human rights and of the principles of international law and they also constitute a major obstacle in the way of the peace process;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Also condemns<\/u>&nbsp;the expropriation of Palestinian homes in Al&#173;Amoud district in Jerusalem, the revocation of identity cards of the citizens of the Palestinian city of Jerusalem and forcing them to live outside their homes with the aim of the Judaization of Jerusalem, and calls upon the Government of Israel to put an end immediately to these practices;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Further condemns<\/u>&nbsp;the use of torture against Palestinians during interrogation, which the Israeli High Court of Justice had legitimized, and calls upon the Government of Israel to refrain immediately from the current interrogation practices and to work on abolishing the above&#173;mentioned legitimization;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Reaffirms<\/u>&nbsp;that all the Israeli settlements in the Palestinian territory occupied since 1967, including East Jerusalem, are illegal, constitute a flagrant violation of the provisions of the fourth Geneva Convention of 1949 and of the principles of international law, and should be dismantled in order to achieve a just, permanent and comprehensive peace in the region of the Middle East;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Also reaffirms<\/u>&nbsp;that the Geneva Convention relative to the Protection of Civilian Persons in Time of War is applicable to the Palestinian territory and other Arab territories occupied by Israel since 1967, including East Jerusalem, and considers any change in the geographical and demographic status of the city of East Jerusalem from its situation prior to the June 1967 war to be illegal and void;<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:justify;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>7.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Calls upon<\/u>&nbsp;Israel to cease immediately its policy of enforcing collective punishments, such as demolition of houses and closure of the Palestinian territory, measures which constitute flagrant violations of international law and international humanitarian law, endanger the lives of Palestinians and also constitute a major obstacle in the way of peace;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>8.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Calls once more upon<\/u>&nbsp;Israel, the occupying Power, to desist from all forms of violation of human rights in the Occupied Palestinian Territory, including East Jerusalem, and other occupied Arab territories, and to respect the bases of international law, the principles of international humanitarian law, its international commitments and the agreements it signed with the Palestine Liberation Organization;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>9.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Also calls upon<\/u>&nbsp;Israel to withdraw from the Palestinian territory, including East Jerusalem, and the other Arab territories occupied since 1967, in accordance with the relevant resolutions of the Âé¶¹APP and the Commission on Human Rights;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>10.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Requests<\/u>&nbsp;the Secretary&#173;General to bring the present resolution to the attention of the Government of Israel and all other Governments, the competent Âé¶¹APP organs, the specialized agencies, regional intergovernmental organizations and international humanitarian organizations, to disseminate it on the widest possible scale and to report on its implementation by the Government of Israel to the Commission on Human Rights at its fifty&#173;sixth session;*<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Heads of State and Government of the European Union reaffirm their support for a negotiated settlement in the Middle East, to reflect the principles of &quot;land for peace&quot; and ensure the security, both collective and individual, of the Israeli and Palestinian peoples.&nbsp;&nbsp;In this context, the European Union welcomes the decision by the Palestinian National Union and associated bodies to reaffirm the nullification of the provisions in the Palestinian National Charter which called for the destruction of Israel and to reaffirm their commitment to recognize and live in peace with Israel.&nbsp;&nbsp;However, the European Union remains concerned at the current deadlock in the peace process and calls upon the parties to implement fully and immediately the Wye River Memorandum.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The European Union also calls upon the parties to reaffirm their commitments to the basic principles established within the framework of Madrid, Oslo and subsequent agreements, in accordance with Âé¶¹APP Security Council resolutions 242 (1967) and 338 (1973).&nbsp;&nbsp;It urges the parties to agree on an extension of the transitional period established by the Oslo agreements.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The European Union calls in particular for an early resumption of final status negotiations in the coming months on an accelerated basis, and for these to be brought to a prompt conclusion and not prolonged indefinitely.&nbsp;&nbsp;The European Union believes that it should be possible to conclude the negotiations within a target period of one year.&nbsp;&nbsp;It expresses its readiness to work to facilitate an early conclusion to the negotiations.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The European Union urges both parties to refrain from activities which prejudge the outcome of those final status negotiations and from any activity contrary to international law, including all settlement activity, and to fight incitement to hatred and violence.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The European Union reaffirms the continuing and unqualified Palestinian right to self-determination, including the option of a State, and looks forward to the early fulfilment of this right.&nbsp;&nbsp;It appeals to the parties to strive in good faith for a negotiated solution on the basis of the existing agreements, without prejudice to this right, which is not subject to any veto.&nbsp;&nbsp;The European Union is convinced that the creation of a democratic, viable and peaceful sovereign Palestinian State on the basis of existing agreements and through negotiations would be the best guarantee of Israel&#39;s security and Israel&#39;s acceptance as an equal partner in the region.&nbsp;&nbsp;The European Union declares its readiness to consider the recognition of a Palestinian State in due course in accordance with the basic principles referred to above.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre;
