Overall Progress:<\/strong><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The operation of Karni crossing returned to its pre &#8216;Operation Summer Rains&#8217; level however access for Palestinians in and out of the Gaza Strip closed completely. The trend analyses (p 5-7) show no consistent progress in the implementation of the AMA.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>2. Changes since Report No 21 (5 September):<\/strong><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8226; <strong>Rafah crossing <\/strong>was closed for the whole period.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8226; <strong>Karni crossing <\/strong>was open on all 12 scheduled operating days enabling a total of 2,734 truckloads of goods into and 234&#189; truckloads of goods out of the Gaza Strip. The last time Karni was open all 12 days in a period was May (Report Number 14). Karni was open for 53% of scheduled operating hours.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8226; <strong>Sufa <\/strong>was open on 11 days for commercial and humanitarian goods traffic (which included aggregates on 6 of the days).<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8226; <strong>Kerem Shalom <\/strong>was open on four days for commercial and humanitarian goods traffic but not aggregates.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8226; <strong>Obstacles to movement in the West Bank <\/strong>decreased from 552 to <strong>518 <\/strong>which is similar to the level in June<strong>. <\/strong>This significant change since the last report may be largely due to OCHA having undertaken a comprehensive count during the period. This represents a increase of 142 or 37% over the baseline figure of August 2005.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8226; There was <strong>one reported security incident <\/strong>north of Erez which caused the temporary closure of the crossing point on the 15th September.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>3. No Change since Report No 21 (5 September):<\/strong><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>Crossings:<\/i><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<strong>Erez <\/strong>closed to Palestinians since 12 March.\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>Convoys between the Gaza Strip and the West Bank:<\/i><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<strong>Truck convoys <\/strong>no discussion; implementation now 9 months overdue.\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<strong>Bus convoys <\/strong>no discussion; implementation now 8 months overdue.\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>Ports:<\/i><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<strong>Seaport <\/strong>awaiting, since November 2005, GoI assurance to donors that it will not interfere with its operation.\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t<strong>Airport <\/strong>awaiting, since November 2005, commencement of discussions.\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">__________________<\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:5pt;font-family:Times New Roman, serif;\"><sup>1 <\/sup><\/span><span style=\"color:#000000;font-size:8pt;font-family:Times New Roman, serif;\">The Office of the Quartet&#8217;s Special Envoy closed on 28 April.
