WASHINGTON, September 18, 2006 –<\/strong><\/span> <\/span>Representatives of the Office of the President of the Palestinian Authority (PA) and the World Bank signed an agreement today for the administration of a US$46.6 million grant to the West Bank and Gaza, to support the delivery of essential services. <\/span><\/p><\/div>\n

 <\/p><\/div>\n

\n

The grant, provided by international donors to the World Bank administered Emergency Services Support Program<\/i> (ESSP) Multi-Donor Trust Fund, will support the delivery of basic services that have deteriorated due to the inability of the Palestinian Authority to meet its budget requirements. The Fund will provide financing for non-salary operating expenditure in key social and service delivery sectors.<\/p><\/div>\n

 <\/p><\/div>\n

\n

The ESSP will finance urgent supplies and running costs in hospitals, primary health care centers, schools, social shelters and rehabilitation centers managed by the Ministry of Social Affairs. ESSP resources will be allocated for the procurement of essential pharmaceuticals and medical supplies, for the rehabilitation of schools and the procurement of essential learning materials, as well as for the provision of grants to help sustain Universities and other Higher Education Institutions.<\/p><\/div>\n

 <\/p><\/div>\n

The World Bank has operated the ESSP Multi-Donor Trust Fund since early 2002. The Fund has served as a key instrument through which international donors and the World Bank have provided financing for sustaining basic social services to the Palestinian population.  Over the past four years, total donor financing to the Trust Fund has exceeded US$ 170 million, with contributions from the European Commission, the UK’s Department for International Development (DFID), and the Governments of Netherlands, Sweden, Switzerland, Denmark, Finland, and Italy.  <\/p><\/div>\n

 <\/p><\/div>\n

\n

“ESSP plays a fundamental part in sustaining basic services for a population hit by a dramatic loss of income over the past six years,”<\/i><\/span> <\/span>says <\/span>A. David Craig, World Bank Country Director for West Bank and Gaza<\/strong><\/span>. “<\/span>The ESSP helps to preserve the human development gains of the past thirteen years by targeting the operating costs of the most important social services.”<\/i><\/span><\/p><\/div>\n

 <\/p><\/div>\n

The grant will finance the non-salary budgets of the ministries of Health, Education and Social Affairs over the next 7 months. The Fund will support a majority of public social service facilities in the West Bank and will reach the most vulnerable in Palestinian society.<\/p><\/div>\n
