\n  MAJOR PROJECT COMPONENTS:
\n 
\n      The proposed project would provide assistance to improve the water and
\nsanitation services in Gaza.  The central component would be a management
\ncontract for 4 years with an internationally experienced water\/wastewater
\nutility company to improve management of services.  The project will also
\nfinance operating capital for the operator, essential to improve those
\nservices.  An investment component will finance priority rehabilitation and<\/p><\/div>\n

\n

extension of infrastructure for these services.  In addition, the project
\nwill support priority areas of water resources management (OP 4.07) for
\nestablishing strong legal and regulatory frameworks and an institutional
\nframework conducive to efficient service provision by either a public or
\nprivate entity.
\n______________________________________________________________________________
\n  MAJOR ENVIRONMENTAL ISSUES:
\n 
\n      One of the main environmental issues in Gaza, according to the Country
\nAssistance Strategy Note on Environment, is water resources and waste
\nmanagement and specifically the highest priority is management of the
\ngroundwater aquifer which is overexploited and seriously contaminated.
\nSuccessful management requires development of a management plan together
\nwith an effective program for regulation of water use and investments in
\ninfrastructure (wastewater treatment and solid waste management in
\nparticular).
\n______________________________________________________________________________
\n  OTHER ENVIRONMENTAL ISSUES:<\/p><\/div>\n

\n      Some activities under the project will cause local disruption during
\nimplementation due to open trenching and other excavations, will increase
\ndemand for local building materials, and may result in the chance to find
\nburied materials of archaelogical significance.
\n______________________________________________________________________________
\n  PROPOSED ACTIONS:
\n 
\n      Every project will be subject to environmental review as part of the
\nscreening process.  Environmental mitigation and monitoring will be specified
\nas required.  In addition, a list of screened projects will be submitted
\nto both Palestinian environmental authorities and to the regional and central
\nenvironment divisions of the the World Bank.  Since the project does not
\ninclude any activity that would be given an "A" category rating,
\nenvironmental assessments are not proposed.  Proposals for new wells will
\nrequire a permit from the responsible authority and in addition are to be
\nreviewed by the Water Resources Action Program.  The expansion of wastewater<\/p><\/div>\n

\n

treatment capacity is already committed by bilateral donors.  Any project
\nincreasing the quantity of collected wastewater will include consideration of
\nthe adequacy of treatment and disposal\/reuse.
\n______________________________________________________________________________
\n  JUSTIFICATION\/RATIONALE FOR ENVIRONMENTAL CATEGORY:
\n 
\n     The activities to be supported comprise small and medium projects for
\nthe rehabilitation, upgrading and extension of water and wastewater services
\nwhose potential environmental impact can be anticipated and effective
\nmeasures taken to address any potential issues.  Provision has been made that
\nany studies supported under the proposed project to prepare projects for
\nimplementation under the proposed project or through any other program or
\ndonor organization would include the preparation of environmental assessments
\nor environmental reviews consistent with the requirements of the Palestinian
\nauthorities and the World Bank.  The project has no anticipated resettlement
\nrequirements, and does not impact wetlands, wildlands coral reefs or the<\/p><\/div>\n

habitat of endangered species.

\n  REMARKS:
\n 
\n     The proposed project activities have been identified and would be
\ndeveloped in close collaboration with Palestinian authorities and will be
\nreviewed by environmental authorities.  The Project Steering Committee will
\ninclude a representative from the environmental authority.  Close
\ncollaboration is maintained with the Environment Department of the Ministry
\nof Planning and International Cooperation and the technical assistance
\nprogram from the Netherlands on the Environmental Profile of Gaza.  In most
\ncases there are few if any alternatives to the proposed projects.  Least cost
\nanalysis will generally be relied upon for economic analysis, including any
