Rafah continues to be closed on more than 75% of days due either to IDF activity in the area or the Israeli authorities preventing the EU-BAM monitors accessing Rafah allegedly for security reasons. However on days when Rafah is open, it operates for an average of 10 of the scheduled 11 hours. When demand on the crossing is high, businessmen, students, medical referrals, pilgrims and those holding foreign residency permits are prioritised.\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;padding-top:5px;font-size:10pt;font-family:Times New Roman, serif;margin-left:40px;\">\n\t\t\t\tAll the commercial crossing points were closed for 3 days over the Eid al Fitr holiday from 23-25 October.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><strong>2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Changes of note since Report N<\/strong><\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><strong><sup>o<\/sup><\/strong><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><strong>&nbsp;24 (17 October):<\/strong><\/span>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:40px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:10pt;font-family:Symbol, serif;\">&#183;<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><strong>Rafah crossing <\/strong><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">was open on 3 days (18% of total scheduled hours) allowing a total of 4,231 people to cross into the Gaza Strip and 4,135 people out.<\/span>\n\t\t\t\t<\/div>\n<div style=\"text-align:left;margin-left:40px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:10pt;font-family:Symbol, serif;\">&#183;<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><strong>Karni crossing <\/strong><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">was open on 8 of 9 scheduled operating days enabling a total of 1,641 truckloads of goods into and 134 truckloads of goods out of the Gaza Strip. Karni was open for only 40% of scheduled hours compared to 50% during the previous period.<\/span>\n\t\t\t\t<\/div>\n<div style=\"text-align:left;margin-left:40px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:10pt;font-family:Symbol, serif;\">&#183;<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><strong>Sufa <\/strong><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">was open on all 9 working days for the transport of aggregates.<\/span>\n\t\t\t\t<\/div>\n<div style=\"text-align:left;margin-left:40px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:10pt;font-family:Symbol, serif;\">&#183;<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><strong>Kerem Shalom <\/strong><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">was open on 2 days for the transport of humanitarian goods.<\/span>\n\t\t\t\t<\/div>\n<div style=\"text-align:left;margin-left:40px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:10pt;font-family:Symbol, serif;\">&#183;<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><strong>Obstacles to movement in the West Bank <\/strong><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">increased from 533 to <\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><strong>542. <\/strong><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">This represents an increase of 166 or 44% over the baseline figure of August 2005.<\/span>\n\t\t\t\t<\/div>\n<div style=\"text-align:left;margin-left:40px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:10pt;font-family:Symbol, serif;\">&#183;<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">There was <\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><strong>one reported security incident <\/strong><\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">on 31 October which caused Rafah crossing to close for 40 minutes.<\/span>\n\t\t\t\t<\/div>\n<div style=\"padding-top:15px;line-height:150%;text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\"><strong>3.
