Its members were to consider:&nbsp;&nbsp;(a) Election of officers; (b) Programme of work; and (c) representation at forthcoming international meetings.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Since further consultations on the composition of the Bureau were still required, it was decided to authorize the Bureau for 1980 to continue its work on an interim basis and to elect the officers for 1981 at a subsequent meeting.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">It was also agreed that the consideration of the programme of work be postponed until after the Third Islamic Summit Conference (Taif, Saudi Arabia, from 25 to 28 January) and the Conference of Ministers of Foreign Affairs of the non-aligned countries (New Delhi, India, from 9 to 12 February)i<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:center;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><u>Representation of the Committee on the Exercise of the Inalienable Rights of the Palestinian People at the Third Islamic Summit Conference, held at Taif, Saudi Arabia, from 25 to 28 January 1981 and at the Conference of Ministers of Foreign Affairs of the non-aligned countries held at New Delhi, India, from 9 to 12 February 1981<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The Committee was represented by its Acting Chairman, Ambassador Massamba Sarre at the Third Islamic Summit Conference in Taif, Saudi Arabia and at the Conference of the Non-Aligned Countries in New Delhi, India.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Those portions of the declarations adopted by these conferences which relate to the question of Palestine will be reproduced in a subsequent issue.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The following is the part of the speech that the Secretary-General of the Âé¶¹APP made at the Third Islamic Conference and which refers to the situation in the Middle East:<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;The Middle East situation continues to be a cause for profound concern in the international community. Although, at present, various changes are taking place which may have a bearing on future developments, the prospects of real progress towards a peaceful settlement of this most difficult of world problems are far from reassuring. Moreover, the already highly complex situation has been further complicated by other developments in the region.\n\t\t\t\t<\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;The role of the Âé¶¹APP in the Middle East is two fold: it provides important day-to-day services which are essential to the containment of conflict in the area. These services include peace-keeping forces, availability of the Security Council to consider particular developments, and organizations such as the Âé¶¹APP Relief and Works Agency for Palestine Refugees in the Near East.\n\t\t\t\t<\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;The second role of the Âé¶¹APP in the Middle East, the provision of a forum where a comprehensive and just settlement may be worked out is for the moment, at any rate, in abeyance. I hope, however, that in the near future the Âé¶¹APP will be in a position to play a useful and constructive role in the search for a comprehensive solution, as well as the day-to-day functions which it is now performing.\n\t\t\t\t<\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;In the meantime, it is vital for the Âé¶¹APP to uphold the essential principles and the rights of the parties involved, and it should be in a position to command the confidence of all. I feel obliged to admit that this has proved an extremely difficult role to play effectively, and yet I am convinced that the Âé¶¹APP will have an indispensable function in any move towards a comprehensive settlement.\n\t\t\t\t<\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;Obviously, there is not, and cannot be, an easy or immediate solution to the Middle East problem, but I am deeply concerned at the present state of affairs, because of its effect on the lives of the peoples of the Middle East themselves, because of its potential danger to the wider peace and because of the shadow which it casts over so many important activities of the community of nations.\n\t\t\t\t<\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;A continuous and determined effort must be made to achieve a comprehensive settlement through negotiations involving all the parties concerned, including the Palestine Liberation Organization. Such a settlement will have to be based on the inadmissibility of the acquisition of territories by force, the right of all States in the area to live in peace within secure and recognized boundaries, free from threats or acts of force, on the inalienable right of the Palestinians, including their right to self-determination, and on withdrawal from occupied territories.\n\t\t\t\t<\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;The question of Jerusalem is of primary importance and clearly cannot be solved through any unilateral decision, as has been repeatedly stressed by the Âé¶¹APP.\n\t\t\t\t<\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;To make progress in this situation so intimately linked with historical, religious, political and economic factors will require statesmanship of a very high order. The alternative is a steady deterioration of the situation and an escalation of violence with all the dangers and the suffering which that will entail. Clearly, it is imperative that we do not relax our efforts to seek a comprehensive solution.&quot;\n\t\t\t\t<\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The following is the part of the speech that the Secretary-General of the Âé¶¹APP made at the Conference of Foreign Affairs of the non-aligned countries which refers to the Middle East.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;It is evident that there cannot be an easy or immediate solution to a problem of such magnitude and complexity as the Middle East. It is imperative that determined efforts continue with a view to achieving a peaceful solution. A comprehensive settlement will require negotiations involving all the parties concerned, including the Palestine Liberation Organization. The question of Jerusalem is of primary importance and clearly cannot be solved through any unilateral decision, as has been repeatedly stressed by the Âé¶¹APP.&quot;\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:center;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3. <u>Issuance of a stamp commemorating the &quot;inalienable rights of the Palestinian people<\/u>&quot;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The General Assembly at its thirty-fourth session (1979) adopted a resolution by which the Secretary-General was requested to direct the Âé¶¹APP Postal Administration to issue a series of Âé¶¹APP commemorative postage stamps to publicize as widely as possible the grave situation and the inalienable rights of the Palestinian people.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Due to misreporting on the purposes of the stamp and the consequent misunderstanding, there were several protests against the issuance of the stamp.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">In this connexion, the following statement on behalf of the Secretary-General was made on 26 January 1981:<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&quot;As a result of recent media and public misunderstanding or misinterpretation of the nature and purpose of the issuance on 30 January 1981 of a stamp commemorating the &#39;inalienable rights of the Palestinian peoples, the following clarification may be helpful to correspondents:<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&quot;The decision to issue the stamp was taken by the Âé¶¹APP General Assembly in a resolution adopted at its thirty-fourth session (1979) with the objective of publicizing the inalienable rights of the Palestinian people. The importance of assuring the rights of the Palestinian people in the process of establishing a permanent peace in the Middle East has been accepted by the vast majority of the world community, including all the parties directly concerned with the question <i>of <\/i>Palestine. There was no intention, by implication or otherwise, to legitimize terrorism to which the Âé¶¹APP remains strongly opposed, nor to jeopardize the legitimate rights of any of its Member States.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&quot;Proceeds from the sale of the stamps, as in the case of all Âé¶¹APP stamps, will be placed in the Âé¶¹APP General Fund, which is redistributed to its Members.&quot;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The stamp was issued simultaneously in New York, Geneva and Vienna on 30 January 1981 in the denominations of 15 cents (US), 80 centimes (Swiss Francs) and 4 schillings (Austrian) respectively and is on sale in more than 100 countries.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4. <u>West Bank settlements; possibility of establishing three new ones<\/u>.<\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:10pt;font-family:Courier New, serif, monospace;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Statement on behalf of the Secretary-General<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The following statement was made on behalf of the Secretary-General on 27 January 1981:<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;The Secretary-General has seen press reports indicating the intention of the Israeli Government to establish three more settlements on the West Bank.\n\t\t\t\t<\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;margin-left:20px;\">\n\t\t\t\t&quot;The Secretary-General would like to repeat that he regrets any decision which may result in the expansion or increase of settlements in the occupied territories. people, including the right of return and the right to self-determination, national independence and sovereignty in Palestine, in accordance with the Charter of the Âé¶¹APP and the principles of The question of Palestine is at the heart of the Middle East problem, and, consequently, the Committee stressed its belief that no solution in the Middle East can be envisaged which does not fully take into account the legitimate aspiration; of the Palestinian people.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">60. The legitimate and inalienable rights of the Palestinian people to return to their homes and property and to achieve self-determination, national independence and sovereignty are endorsed by the Committee in the conviction that the full implementation of these rights will contribute decisively to a comprehensive and final settlement <i>of <\/i>the Middle East crisis.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">61. The participation of the Palestine Liberation Organization, the representative of the Palestinian people, on an equal footing with other parties, on the basis of General Assembly resolutions 3236 (XXIX) and 3375 (XXX) is indispensable in all efforts; deliberations and conferences on the Middle East which are held under the auspices of the Âé¶¹APP.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">62. The Committee recalls the fundamental principle of the inadmissibility of the acquisition of territory by force and stresses the consequent obligation for complete and speedy evacuation of any territory so occupied.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">63. The Committee considers that it is the duty and the responsibility of all concerned to enable the Palestinians to exercise their inalienable rights.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">64. The Committee recommends an expanded and more influential role by the Âé¶¹APP and its organs in promoting a just solution to the question of Palestine and in the implementation of such a solution. The Security Council, in particular, should take appropriate action to facilitate the exercise by the Palestinians of their right to return to their homes, lands and property. The Committee, furthermore, urges the Security Council to promote action towards a just solution, taking into account all the powers conferred on it by the Charter of the Âé¶¹APP.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">65. It is with this perspective in view and on the basis of the numerous resolutions of the Âé¶¹APP, after due consideration of all the facts, proposals and suggestions advanced in the course of its deliberations, that the Committee submits its recommendations on the modalities for the implementation of the exercise of the inalienable rights of the Palestinian people.<\/p><\/div>\n<p><\/p>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:center;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">II.&nbsp;&nbsp;RIGHT OF RETURN<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">66. The natural and inalienable right of Palestinians to return to their holies is recognized by resolution 194 (III), which the General Assembly has reaffirmed almost every year since its adoption. This right was also unanimously recognized by the Security Council in its resolution 237 (1967); the time for the urgent implementation of these resolutions is long overdue.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">67. Without prejudice to the right of all Palestinians to return to their homes, lands and property, the Committee considers that the programme of implementation of the exercise of this right may be carried out in two phases.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Phase one<\/u><\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">68. The first phase involves the return to their homes of the Palestinians displaced as a result of the war of June 1967. The Committee recommends that:<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(a) <i>&nbsp;<\/i>The Security Council should request the immediate implementation of its resolution 237 (1967) and that such implementation should not be related to any other condition;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(b) The resources of the International Committee of the Red Cross and\/or of the Âé¶¹APP Relief and Works Agency for Palestine Refugees in the Near East, suitably financed and mandated, may be employed to assist in the solution of any logistical problems involved in the resettlement of those returning to their homes. These agencies could also assist, in co-operation with the host countries and the Palestine Liberation Organization, in the identification of the displaced Palestinians.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Phase two<\/u><\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">69. The second phase deals with the return to their homes of the Palestinians displaced between 1948 and 1967. The Committee recommends that:<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(a)&nbsp;&nbsp;While the first phase is being implemented, the Âé¶¹APP in co-operation with the States directly involved, and the Palestine Liberation Organization as the interim representative of the Palestinian entity, should* proceed to make the necessary arrangements to enable Palestinians displaced between 1948 and 1967 to exercise their right to return to their homes and property, in accordance with the relevant Âé¶¹APP resolutions, particularly General Assembly resolution 194 (III);<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(b)&nbsp;&nbsp;Palestinians not choosing to return to their homes should be paid just and equitable compensation as provided for in resolution 194 (III).<\/p><\/div>\n<p><\/p>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:center;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">III.&nbsp;&nbsp;RIGHT TO SELF-DETERMINATION, NATIONAL INDEPENDENCE AND SOVEREIGNTY<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">70. The Palestinian people has the inherent tight to self-determination, national independence and sovereignty in Palestine. The Committee considers that the evacuation of the territories occupied by force and in violation of the principles of the Charter and relevant resolutions of the Âé¶¹APP is a <u>conditio sine qua non<\/u>&nbsp;for the exercise by the Palestinian people of its inalienable rights in Palestine. The Committee considers, furthermore, that upon the return of the Palestinians to their homes and property and with the establishment of an independent Palestinian entity, the Palestinian people will be able to exercise its rights to self-determination and to decide its form of government without external interference.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">71. The Committee also feels that the Âé¶¹APP has a historical duty and responsibility to render all assistance necessary to promote the economic development and prosperity of the Palestinian entity.<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">72. To these ends, the Committee recommends that:<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">a) A time-table should be established by the Security Council for the complete withdrawal by Israeli occupation forces from those areas occupied in 1967; such withdrawal should be completed no later than 1 June 1977;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(b) The Security Council may need to provide temporary peace-keeping forces in order to facilitate the process of withdrawal;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(c)&nbsp;&nbsp;Israel should be requested by the Security Council to desist from the establishment of new settlements and to withdraw during this period from settlements established since 1967 in the occupied territories; Arab property and all essential services in these areas should be maintained intact;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(d)&nbsp;&nbsp;Israel should also be requested to abide scrupulously by the provisions of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949,&nbsp;&nbsp;&nbsp;and to declare, pending its speedy withdrawal from these territories, its recognition of the applicability of that Convention;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(e) The evacuated territories, with all property and services intact, should be taken over by the Âé¶¹APP, which, with the co-operation of the League of Arab States, will subsequently hand over these evacuated areas to the Palestine Liberation Organization as the representative of the Palestinian people;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(f)&nbsp;&nbsp;The Âé¶¹APP should, if necessary, assist in establishing communications between Gaza and the West Bank;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(g) As soon as the independent Palestinian entity has been established, the Âé¶¹APP, in co-operation with the States directly involved and the Palestinian entity, should, taking into account General Assembly resolution 3375 (XXX), make further arrangements for the full implementation of the inalienable rights of the Palestinian people, the resolution of outstanding problems and the establishment of a just and lasting peace in the region, in accordance with all relevant Âé¶¹APP resolutions?<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">(h)&nbsp;&nbsp;The Âé¶¹APP should provide the economic and technical assistance necessary for the consolidation of the Palestinian entity.<\/p><\/div>\n<p><\/p>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:center;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.&nbsp;&nbsp;<u>Reaffirms<\/u>&nbsp;that all measures taken by Israel to change the physical character, demographic composition, institutional structure or status of the occupied territories, or any part thereof, including Jerusalem, are null and void, and that Israel&#39;s policy of settling parts of its population and new immigrants in the occupied territories constitutes a flagrant violation of the Geneva Convention relative to the Protection of Civilian Persons in Time of War and of relevant Âé¶¹APP resolutions;<\/p><\/div>\n<div style=\"padding-top:5px;font-size:10pt;font-family:Courier New, serif, monospace;color:#000000;padding-bottom:5px;text-align:left;\">\n<p
