Report of the Secretary-General<\/u><\/strong><\/p><\/div>\n

1.\t<\/span>On 15 December 1989, the General Assembly adopted resolution 44\/121, the operative part of which read as follows:<\/p><\/div>\n

\t<\/span>"1.\t<\/span>Reiterates its condemnation<\/u> of Israel's refusal to announce any possession of nuclear weapons;<\/p><\/div>\n

\t<\/span>"2.\t<\/span>Reiterates also its condemnation<\/u> of the co-operation between Israel and South Africa;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>"3.\t<\/span>Expresses its deep concern<\/u> at Israel's continuing production, development and acquisition of nuclear weapons and testing of their delivery systems;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>"4.\t<\/span>Requests once more<\/u> the Security Council to take urgent and effective measures to ensure that Israel complies with Council resolution 487 (1981);<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>"5.\t<\/span>Demands once more<\/u> that Israel place all its nuclear facilities under International Atomic Energy Agency safeguards;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>"6.\t<\/span>Calls upon<\/u> all States and organizations that have not yet done so to discontinue co-operating with and giving assistance to Israel in the nuclear field;<\/p><\/div>\n

<\/p>\n

\t<\/span>"7.\t<\/span>Reiterates its request<\/u> to the International Atomic Energy Agency to suspend any co-operation with Israel that could contribute to its nuclear capabilities;<\/p><\/div>\n

<\/p>\n

\t<\/span>"8.\t<\/span>Requests also<\/u> the International Atomic Energy Agency to inform the Secretary-General of any steps Israel may take to place its nuclear facilities under Agency safeguards;<\/p><\/div>\n

<\/p>\n

\t<\/span>"9.\t<\/span>Requests<\/u> the Secretary-General to follow closely Israeli nuclear activities and to report thereon to the General Assembly at its forty-fifth session;<\/p><\/div>\n

<\/p>\n

\t<\/span>"10.\t<\/span>Decides<\/u> to include in the provisional agenda of its forty-fifth session the item entitled 'Israeli nuclear armament'."<\/p><\/div>\n

2.\t<\/span>Pursuant to paragraph 9 of the resolution, the Secretary-General has continued to follow closely Israeli nuclear activities. However, apart from the material received from the International Atomic Energy Agency (see annex), no additional information has been forwarded to the Secretary-General since the submission of the lastreport to the General Assembly on the subject (A\/44\/658).<\/p><\/div>\n

Israeli nuclear capabilities and threat<\/u><\/strong><\/p><\/div>\n

\t<\/span>The General Conference<\/u>,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(a)\t<\/span>Recognizing<\/u> the urgent need to prevent proliferation of nuclear weapons and a nuclear-arms race in the area of the Middle East,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(b)\t<\/span>Gravely concerned<\/u> about Israel's growing nuclear capability and threat to peace and security in the area,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(c)\t<\/span>Recalling<\/u> General Conference resolution GC(XXXIII)\/RES\/506 concerning Israeli nuclear capabilities and threat,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(d)\t<\/span>Expressing deep concern<\/u> about the continuous co-operation between Israel and South Africa in the nuclear field,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(e)\t<\/span>Recalling<\/u> Security Council resolution 487 (1981), which, inter alia<\/u>, requested Israel to submit all its nuclear installations to the Agency's safeguards system and to refrain from attacking or threatening to attack nuclear installations,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(f)\t<\/span>Deprecating<\/u> the continuous refusal by Israel to place all its nuclear installations under the Agency's safeguards.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>1.\t<\/span>Calls once again upon<\/u> Israel to comply without delay with Security Council resolution 487 (1981) by submitting all its nuclear installations to Agency safeguards;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>2.\t<\/span>Requests<\/u> the Director General to deploy further efforts in continuing the consultation with the States concerned in the Middle East area with a view to applying Agency safeguards to all nuclear installations in the area, keeping in mind the relevant recommendations contained in paragraph 75 of, the report attached to document GC(XXXIII)\/887, as well as various proposals and opinions referred to in the governments' replies contained in document GC(XXXIV)\/926 and the situation in the area of the Middle East, and to report on the matter to the Board of Governors and to the General Conference at its thirty-fifth regular session;<\/p><\/div>\n

\t<\/span>3.\t<\/span>Requests<\/u> the Director General to inform the Secretary-General of the Â鶹APP of this resolution;<\/p><\/div>\n

<\/p>\n

\t<\/span>4.\t<\/span>Decides<\/u> to include in the agenda for its thirty-fifth regular session an item entitled "Israeli nuclear capabilities and threat".<\/p><\/div>\n
