SITUATION CREATED BY THE UNILATERAL ACTION OF THE EGYPTIAN<\/strong><\/p><\/div>\n

\n

GOVERNMENT IN BRINGING TO AN END THE SYSTEM OF INTERNATIONAL,<\/strong><\/p><\/div>\n

\n

OPERATION OF THE SUEZ CANAL, WHICH WAS CONFIRMED AND COMPLETED<\/strong><\/p><\/div>\n

\n

BY THE SUEZ CANAL CONVENTION OF 1888<\/strong><\/p><\/div>\n

<\/p>\n

\n

Yugoslavia: draft resolution<\/u><\/strong><\/p><\/div>\n

\n

\t<\/span>The Security Council<\/u>,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Having discussed<\/u> the question of the Suez Maritime Canal,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Noting with satisfaction<\/u> the conversation which with the assistance of the Secretary-General of the Â鶹APP have taken place between the Foreign Ministers of Egypt, France and the United Kingdom, as well as the spirit in which they have been conducted;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Considers<\/u> that a solution to be found must meet the following requirements:<\/p><\/div>\n

<\/p>\n

\n\t\t\t\t(1)\t<\/span>There shall be free and open transit through the Canal without discrimination overt or covert;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t(2)\t<\/span>Egypt's sovereignty shall be respected;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t(3)\t<\/span>The operation of the Canal should be insulated from the politics of any country;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t(4)\t<\/span>The manner of fixing tolls and charges should be decided by agreement between Egypt and the users;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t(5)\t<\/span>A fair proportion of the dues should be allotted to development;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t(6)\t<\/span>In case of dispute, unresolved affairs between the Suez Canal Company and the Egyptian Government should be settled by arbitration with suitable terms of references and suitable provisions for the payment of the sums found to be due.\n\t\t\t\t<\/div>\n

<\/p>\n

\n

\t<\/span>Recommends<\/u> that the negotiations be continued;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Requests<\/u> the Secretary-General to offer, if necessary, his assistance in subsequent stages of negotiations;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Calls on<\/u> all the parties concerned to abstain from taking any measures which might impair these negotiations.<\/p><\/div>\n
