INTRODUCTION<\/p><\/div>\n

A. Mandate for the report<\/u><\/p><\/div>\n

<\/p>\n

\n

1.  The situation of women and children living in the occupied Arab territories has been the subject of increasing international concern since the beginning of the Â鶹APP Decade for Women. At the World Conference of the International Women's Year, held at Mexico City in 1975, special attention was drawn to the specific needs of Palestinian women and children and measures to assist them. 1<\/u>\/<\/p><\/div>\n

<\/p>\n

\n

2.  Subsequently, the General Assembly, in paragraph 23 of the annex to its resolution 34\/24 of 15 November 1979, had requested that "a study should be prepared in 1981 by the Commission on the Status of Women on the situation of women and children living under the racist minority régimes in southern Africa, especially under the apartheid <\/u>régime, and of women and children living in the occupied Arab territories and other occupied territories".<\/p><\/div>\n

<\/p>\n

\n

3.  The Assembly also adopted resolutions 34\/160 and 34\/161 of 17 December<\/p><\/div>\n

\n

1979, which resulted in the inclusion in the agenda of the World Conference of<\/p><\/div>\n

\n

the Â鶹APP Decade for Women: Equality, Development and Peace, held at<\/p><\/div>\n

\n

Copenhagen in July 1980, of an item entitled "Effects of Israeli occupation on<\/p><\/div>\n

\n

Palestinian women inside and outside the occupied territories: (a) Review of<\/p><\/div>\n

\n

social and economic needs of Palestinian women; (b) Special measures for<\/p><\/div>\n

\n

Palestinian women inside and outside the occupied territories", and in the<\/p><\/div>\n

\n

submission under that item of reports on special measures of assistance to the<\/p><\/div>\n

\n

Palestinian women (A\/CONF.94\/4) and on the effects of the Israeli occupation<\/p><\/div>\n

\n

on Palestinian women inside and outside the occupied territories (A\/CONF\/94\/21<\/p><\/div>\n

\n

and Corr.1). Both had been prepared by the Economic Commission for Western<\/p><\/div>\n

\n

Asia (ECWA) and were considered at its regional preparatory meeting. The<\/p><\/div>\n

\n

Programme of Action for the Second Half of the Â鶹APP Decade for<\/p><\/div>\n

\n

Women, 2<\/u>\/ adopted at the Copenhagen Conference, included proposals for<\/p><\/div>\n

\n

assistance to Palestinian women inside and outside the occupied territories. 3<\/u>\/<\/p><\/div>\n

<\/p>\n

\n

4.  The Commission on the Status of Women, at its twenty-ninth session,<\/p><\/div>\n

\n

recommended for adoption by the Economic and Social Council a draft resolution<\/p><\/div>\n

\n

on the situation of women and children in the occupied Arab territories, which<\/p><\/div>\n

\n

was subsequently adopted by the Council as resolution 1982\/18 of 4 May 1982.<\/p><\/div>\n

<\/p>\n

\n

5.  The provisional agenda for the thirtieth session recommended by the<\/p><\/div>\n

\n

Commission and approved by the Council in its decision 1982\/123 of 7 May 1982<\/p><\/div>\n

\n

included an item on the participation of women in the struggle for the<\/p><\/div>\n

\n

strengthening of international peace and security and against colonialism,<\/p><\/div>\n

\n

racism, racial discrimination, foreign aggression and occupation and all forms<\/p><\/div>\n

\n

of foreign domination. Under that item, the Commission had before it a report<\/p><\/div>\n

\n

of the Secretary-General on the situation of women and children living under<\/p><\/div>\n

\n

racist minority régimes and in the occupied Arab territories and other<\/p><\/div>\n

\n

occupied territories (E\/CN.6\/1984\/10).<\/p><\/div>\n

<\/p>\n

\n

6.  The Commission took note of the report and recommended to the Economic<\/p><\/div>\n

\n

and Social Council the adoption of a resolution on the situation of<\/p><\/div>\n

\n

Palestinian women within and outside the occupied Arab territories, which was<\/p><\/div>\n

\n

adopted by the Council as resolution 1984\/18 of 24 May 1984.<\/p><\/div>\n

<\/p>\n

\n

7.  The General Assembly, in its resolution 38\/108 of 16 December 1983,<\/p><\/div>\n

\n

considered that the World Conference to Review and Appraise the Achievements<\/p><\/div>\n

\n

of the Â鶹APP Decade for Women, within the framework of item 7 of the<\/p><\/div>\n

\n

provisional agenda proposed by the Commission at its first session as the<\/p><\/div>\n

\n

preparatory body for the Conference (A\/CONF.116\/PC\/9 and Corr.1, chap. I,<\/p><\/div>\n

\n

sect. A, recommendation I), should pay particular attention to the problems of<\/p><\/div>\n

\n

women in Territories under racist colonial rule and in Territories under<\/p><\/div>\n

\n

foreign occupation on the basis of appropriate documentation from the<\/p><\/div>\n

\n

international conferences held at Mexico City and Copenhagen, with the theme<\/p><\/div>\n

\n

"Equality, Development and Peace".<\/p><\/div>\n

<\/p>\n

\n

8.  The Commission, at its second session as the preparatory body for the<\/p><\/div>\n

\n

Conference, adopted a draft decision recommending that the report of the<\/p><\/div>\n

\n

Secretary-General on women and children living in the Arab occupied<\/p><\/div>\n

\n

territories and other occupied territories (E\/CN.6\/1984\/10) should be updated<\/p><\/div>\n

\n

and submitted as basic documentation to the Conference (A\/CONF.116\/PC\/19 and<\/p><\/div>\n

\n

Corr.1, chap. I, sect. A, draft decision II). This recommendation was<\/p><\/div>\n

\n

approved by the Council in its decision 1984\/125 of 24 May 1984.<\/p><\/div>\n

<\/p>\n

\n

9.  The present report has been prepared in response to that recommendation.<\/p><\/div>\n

\n

As no comprehensive study related to the status of Palestinian women has been<\/p><\/div>\n

\n

prepared within the Â鶹APP system during the last year, it draws<\/p><\/div>\n

\n

exclusively on recent reports and other material dealing with various aspects<\/p><\/div>\n

\n

of living conditions of Palestinian people in the Arab occupied territories,<\/p><\/div>\n

\n

prepared by Â鶹APP bodies.*<\/p><\/div>\n

<\/p>\n

\n

B. Background information<\/u><\/p><\/div>\n

<\/p>\n

\n

10. Since the Palestinian population has been dispersed all over the world,<\/p><\/div>\n

\n

it is difficult to know exactly how many Palestinians there are altogether:<\/p><\/div>\n

\n

estimates range from 3.6 million to 4.2 million for 1980 (E\/ECWA\/166\/Add.1,<\/p><\/div>\n

\n

pp. 58-59). In 1981, the total population of the West Bank, with a land area<\/p><\/div>\n

\n

of 5,500 square kilometres, was 707,300 and that of the Gaza Strip, with an<\/p><\/div>\n

\n

area of 367 square kilometres, was 451,600. Some 50 per cent of the people<\/p><\/div>\n

\n

living on the West Bank are refugees registered with the Â鶹APP Relief<\/p><\/div>\n

\n

and Works Agency for Palestine Refugees in the Near East (UNRWA) and 85 per<\/p><\/div>\n

\n

cent of those living in the Gaza Strip are refugees.**<\/p><\/div>\n

<\/p>\n

\n

11. Detailed information on the structure of the population in the occupied<\/p><\/div>\n

\n

territories by sex and age is given in table 1.<\/p><\/div>\n

\n

     <\/u>\t<\/span><\/p><\/div>\n

<\/p>\n

\n

   *Although none of these reports refer specifically to the question of<\/p><\/div>\n

\n

Palestinian women, they describe the living conditions of the Palestinian<\/p><\/div>\n

\n

population as a whole.<\/p><\/div>\n

<\/p>\n

\n

   **Official figures compiled by UNRWA for 1983 are 342,164 registered<\/p><\/div>\n

\n

refugees in the West Bank and 378,771 in the Gaza Strip. The 1981 figures for<\/p><\/div>\n

\n

the population as a whole are from the Statistical Abstract of Israel, 1982<\/u><\/p><\/div>\n

\n

(Jerusalem, Central Bureau of Statistics, 1982).<\/p><\/div>\n

the Gaza Strip, making a total of 1,158,900.<\/p><\/div>\n

12. The high male emigration rate resulted in a decline in the male<\/p><\/div>\n

\n

population in the age brackets 30-44 years and 45-64 years and created a ratio<\/p><\/div>\n

\n

of 80 males to 100 females. <\/span>4<\/sup><\/span> Since 1980, emigration has increased particularly for males aged 14-25 years. This increase further affects the demographic structure of the population, contributes to the growing number of dependences per wage earner and lowers the rates of labour-force participation. <\/span>5<\/sup><\/span><\/p><\/div>\n

I. POLITICAL AND SOCIAL MATTERS<\/p><\/div>\n

A. Political matters<\/u><\/p><\/div>\n

<\/p>\n

\n

14. The policy of the occupying Power uniformly affects men, women, youth and<\/p><\/div>\n

\n

children as members of society. Despite countless resolutions of the Security<\/p><\/div>\n

\n

Council, the General Assembly and other Â鶹APP organs, emphasizing the<\/p><\/div>\n

\n

right of the Palestinian people to return to their homeland and the right of<\/p><\/div>\n

\n

self-determination, calling for a cessation of the construction of settlements<\/p><\/div>\n

\n

in the occupied territories (see, for example, General Assembly resolution<\/p><\/div>\n

\n

38\/79 C of 15 December 1983), the Government of Israel has been promulgating<\/p><\/div>\n

\n

since 7 June 1967 a series of decrees, by which it has established a military<\/p><\/div>\n

\n

administration for the West Bank and the Gaza Strip.* These Laws,<\/p><\/div>\n

\n

particularly Decrees 1 and 2, constitute the basis for Israeli policy in the<\/p><\/div>\n

\n

occupied territories. <\/span>6<\/sup><\/span><\/p><\/div>\n

\n

     <\/u>\t\t\t\t\t\t\t\t\t\t\t<\/span><\/p><\/div>\n

<\/p>\n

\n

   <\/span>*<\/sup><\/span>Although Military Order No. 947 of 8 November 1981 proclaimed the<\/span><\/p><\/div>\n

\n

establishment of a civil administration under a Head of the Civil<\/p><\/div>\n

\n

Administration appointed by the Area Commander, who is in charge of laws and<\/p><\/div>\n

\n

military orders, the basis of military order in the occupied territories has<\/p><\/div>\n

\n

not been changed.<\/p><\/div>\n

<\/p>\n

\n

15. The military administration has also reinstituted the Defence Emergency<\/p><\/div>\n

\n

Laws of 1945, issued by the British Mandatory Government. These Laws enable<\/p><\/div>\n

\n

the occupying Power to confiscate Arab lands and to prevent residents from<\/p><\/div>\n

\n

returning to their villages and towns to claim their property. These Laws and<\/p><\/div>\n

\n

practices seriously affect the economic situation and living conditions of<\/p><\/div>\n

\n

Palestinian families, often separating women and children from the male family<\/p><\/div>\n

\n

members. <\/span>7<\/sup><\/span> The new income tax introduced by Israeli authorities in Gaza and<\/span><\/p><\/div>\n

\n

on the West Bank early in 1983, based on an estimate of all the property of<\/p><\/div>\n

\n

Palestinian residents, including jewellery, furniture and the property of any<\/p><\/div>\n

\n

sons, outside as well as in the territories, further diminished the living<\/p><\/div>\n

\n

standard of many Palestinian families. <\/span>8<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

16. People in the occupied territories are subject to two different judicial<\/p><\/div>\n

\n

and local government systems. Civil law applies to the Israeli citizens;<\/p><\/div>\n

\n

military law applies to Palestinians, their towns and villages, and is based<\/p><\/div>\n

\n

on military administration and military orders, violations of which are tried<\/p><\/div>\n

\n

by military courts and cannot be appealed against. <\/span>9<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

17. The situation of women has been aggravated under the Defence Emergency<\/p><\/div>\n

\n

Laws, which have resulted in mass arrests, collective punishments, detentions<\/p><\/div>\n

\n

without trial, deportations, and restrictions of freedom of association and<\/p><\/div>\n

\n

expression. <\/span>8<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

18. The life of the Palestinians in the occupied territories continues to be<\/p><\/div>\n

\n

governed by these military regulations, since no new laws have been enacted to<\/p><\/div>\n

\n

date.<\/p><\/div>\n

<\/p>\n

\n

1. Settlements<\/u><\/p><\/div>\n

<\/p>\n

\n

19. One of the first policy acts of the occupying Power was to confiscate<\/p><\/div>\n

\n

Arab land and create a network of settlements in which Israeli settlers<\/p><\/div>\n

\n

reside. This policy, designed to force individual and mass transfers of the<\/p><\/div>\n

\n

indigenous Arab population from the West Bank and Gaza, <\/span>10<\/sup><\/span> not only led to<\/span><\/p><\/div>\n

\n

the continued strengthening and enlargements of existing settlements in<\/p><\/div>\n

\n

1983\/84 <\/span>11<\/sup><\/span> but also to the illegal pursuit of the establishment of new<\/span><\/p><\/div>\n

\n

settlements,* whose numbers are increasing continuously, despite international<\/p><\/div>\n

\n

condemnation of Israeli settlements in the occupied territories as an<\/p><\/div>\n

\n

obstacle to peace, for example in Security Council resolution 465 (1980) of<\/p><\/div>\n

\n

1 March 1980 and General Assembly resolution ES-7\/6 of 19 August 1982. In<\/p><\/div>\n

\n

the period 1967-1982, 204 settlements were established in the occupied<\/p><\/div>\n

\n

territories, including Jerusalem. An additional 63 were established between<\/p><\/div>\n

\n

October 1982 and November 1983 or are under construction. <\/span>12<\/sup><\/span> The number of<\/span><\/p><\/div>\n

\n

Israelis living in the settlements on the West Bank alone in 1984 was<\/p><\/div>\n

\n

35,000. <\/span>13<\/sup><\/span><\/p><\/div>\n

\n

20. Detailed information on the number and type of settlements by year is<\/p><\/div>\n

\n

given in tables 3 and 4.<\/p><\/div>\n

\n

\n

   <\/span>*<\/sup><\/span>For example, on 10 June 1984, the Israeli Ministerial Committee for<\/span><\/p><\/div>\n

\n

Settlements decided to establish three new settlements on the West Bank, on<\/p><\/div>\n

\n

land belonging to Arab villages (A\/39\/329-S\/16646). In December 1983, the<\/p><\/div>\n

\n

occupation authorities established two new settlements: Tselef and Ramat Ha<\/p><\/div>\n

\n

Sharon (A\/39\/119-S\/16379, annex I, p. 2).<\/p><\/div>\n

<\/p>\n

\n

21. The settlements are primarily agricultural, though some are paramilitary<\/p><\/div>\n

\n

and industrial, and they surround the major cities and villages in the West<\/p><\/div>\n

\n

Bank and the Gaza Strip. They are often interconnected by water, electricity<\/p><\/div>\n

\n

and communication and built mainly on high ground overlooking the countryside;<\/p><\/div>\n

\n

their entrances are guarded to prevent Palestinian villagers from entering<\/p><\/div>\n

\n

them. <\/span>14<\/sup><\/span> Recently, the Israeli occupying authorities have started a new<\/span><\/p><\/div>\n

\n

phase of settlement policy by placing settlements within the central city of<\/p><\/div>\n

\n

Hebron, surrounded by old, well-established Arab neighbourhoods. <\/span>15<\/sup><\/span> The<\/span><\/p><\/div>\n

\n

Government of Israel has also announced its "Ben Porat Plan", a major feature<\/p><\/div>\n

\n

of which is to demolish some of the camps and to relocate the refugees in<\/p><\/div>\n

\n

proper houses in order to disperse Palestinians and to create a more<\/p><\/div>\n

\n

homogeneous mosaic of Jewish settlements. Dismantling the camps, which have<\/p><\/div>\n

\n

become strongholds of Palestinian resistance, and disrupting Arab municipal<\/p><\/div>\n

communities, weakens women's everyday struggle against the assimilation and<\/p><\/div>\n

\n

erosion of Palestinian national identity. <\/span>16<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

22. The presence of Israeli citizens, who form a privileged group among the<\/p><\/div>\n

\n

residents of the West Bank and the Gaza Strip, restricts communication and<\/p><\/div>\n

\n

co-operation among the Palestinian people, adversely affects their social life<\/p><\/div>\n

\n

and disrupts daily activities. The settlements are established in such a<\/p><\/div>\n

\n

manner that they fragment the demographic, geographical, economic and social<\/p><\/div>\n

\n

unity of the occupied Arab territories and limit or impair the expansion of<\/p><\/div>\n

\n

Palestinian towns and villages. <\/span>17<\/sup><\/span> They hamper economic, social and cultural<\/span><\/p><\/div>\n

\n

development, as well as diminishing the possibility of improving the status of<\/p><\/div>\n

\n

women in all these spheres. The emergence of two societies subject to<\/p><\/div>\n

\n

different legal systems, with a different outlook, culture, religion and<\/p><\/div>\n

\n

language, different customs, and differing standards in educational and health<\/p><\/div>\n

\n

services and housing conditions causes deprivation, frustration and<\/p><\/div>\n

\n

antagonism, and leads to violent incidents. <\/span>18<\/sup><\/span><\/p><\/div>\n

23. The Israeli settlers have been granted permission to carry arms and to<\/p><\/div>\n

\n

maintain law and order. <\/span>19<\/sup><\/span> There have recently been numerous instances of<\/span><\/p><\/div>\n

\n

settlers, usually armed, entering the schools and disrupting classes or<\/p><\/div>\n

\n

interfering in the refugee camps. <\/span>20<\/sup><\/span> The disruption of religious practices<\/span><\/p><\/div>\n

\n

has assumed greater proportions in recent years; there have been acts of<\/p><\/div>\n

\n

violence and Moslem and Christian religious sites have been desecrated. In<\/p><\/div>\n

\n

1984, two nuns were stabbed in the convent of the Russian Orthodox Church in<\/p><\/div>\n

\n

Jerusalem. <\/span>21<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

24. The status of women is particularly affected by the diversion of natural<\/p><\/div>\n

\n

water resources, the prohibition of the drilling of new wells by Palestinians<\/p><\/div>\n

\n

and restrictions on the amount of water they are allowed to pump, because<\/p><\/div>\n

\n

clean water is necessary for household use, for child care and for maintaining<\/p><\/div>\n

\n

health and hygienic standards in the family. <\/span>22<\/sup><\/span> Curtailed electricity<\/span><\/p><\/div>\n

\n

supplies create additional problems for them in carrying out household tasks<\/p><\/div>\n

\n

and rearing children.<\/p><\/div>\n

<\/p>\n

\n

25. The fertile land is divided into small segments, rendering large-scale<\/p><\/div>\n

\n

agricultural development difficult and restricting the sovereignty of the<\/p><\/div>\n

\n

Arabs over their own land. <\/span>23<\/sup><\/span> All these factors have specifically negative<\/span><\/p><\/div>\n

\n

effects on Palestinian women, for whom the family farm is a traditional source<\/p><\/div>\n

\n

of livelihood and stability. The declining prospects for Palestinian farms<\/p><\/div>\n

\n

seriously affect not only the economic status of women but also their social<\/p><\/div>\n

\n

position and psychological well-being. Losing a farm sometimes leads to<\/p><\/div>\n

\n

separation of the family. According to UNRWA statistics for 1983 on<\/p><\/div>\n

\n

registered Palestinian refugees, on the West Bank there were 27,226 female<\/p><\/div>\n

\n

heads of household out of a total of 72,272 and in the Gaza Strip 14,567 out<\/p><\/div>\n

\n

of a total of 75,296, a situation that creates many difficulties, since the<\/p><\/div>\n

\n

majority of Palestinian women have not been prepared to live independently and<\/p><\/div>\n

\n

to take decisions concerning every-day family life.<\/p><\/div>\n

<\/p>\n

\n

2. Oppressive practices<\/u><\/p><\/div>\n

<\/p>\n

\n

26. Under the Defence Emergency Laws, activated on 7 June 1967, <\/span>6<\/sup><\/span> arrest,<\/span><\/p><\/div>\n

\n

detention and other forms of oppression have continued to be applied to the<\/p><\/div>\n

\n

Palestinian population: men, women and children alike.<\/p><\/div>\n

<\/p>\n

\n

27. Examples of the oppressive practices by the military authorities in the<\/p><\/div>\n

\n

occupied territories were reported by the Committee on the Exercise of the<\/p><\/div>\n

\n

Inalienable Rights of the Palestinian People to have taken place between 1980<\/p><\/div>\n

\n

and 1984. In 1983, the military authorities responded to stone-throwing at<\/p><\/div>\n

\n

vehicles by children and trainees on the West Bank by closing one UNRWA<\/p><\/div>\n

\n

vocational training centre for 48 days and three UNRWA schools for a period<\/p><\/div>\n

\n

varying from 60 to 25 days. There were also reports of the wounding of a<\/p><\/div>\n

\n

young Palestinian at Jerusalem on 12 March 1983, and the subsequent beating of<\/p><\/div>\n

\n

a Palestinian woman and her children who had come to his aid; <\/span>24<\/sup><\/span> of a<\/span><\/p><\/div>\n

\n

break-in at the local school at the Shufat refugee camp by Israeli troops and<\/p><\/div>\n

\n

attacks on students on the same day; of the closing of the Polytechnic<\/p><\/div>\n

\n

Institute in retaliation for previous participation by students in<\/p><\/div>\n

\n

anti-occupation demonstrations at Hebron, as well as at Al-Khalil University<\/p><\/div>\n

\n

and schools at Halhoul, Yatte, Beit Sahour and Nablus; of continuing<\/p><\/div>\n

\n

terrorization of the occupied population by the Israeli settlers at Yatte; and<\/p><\/div>\n

\n

of Israeli occupation troops opening fire on Palestinian anti-occupation<\/p><\/div>\n

\n

demonstrators – men, women and children alike – at Beit Sahour on 17 March<\/p><\/div>\n

\n

1983. <\/span>25<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

28. In the period 1980-1984, restrictions on the population in the occupied<\/p><\/div>\n

\n

territories increased, resulting in the dismissal of most of the elected<\/p><\/div>\n

\n

municipal officials and the dissolution of the National Guidance Committee,<\/p><\/div>\n

\n

which supervised socio-educational activity, some of its members, including<\/p><\/div>\n

\n

female social activists, having been placed under house arrest. <\/span>26<\/sup><\/span> The<\/span><\/p><\/div>\n

\n

restrictions caused further unrest, strikes in the municipalities and<\/p><\/div>\n

\n

disruptions in the schools, involving the death of a few schoolchildren in the<\/p><\/div>\n

\n

Gaza Strip. <\/span>27<\/sup><\/span> The military authorities have imposed curfews in some camps<\/span><\/p><\/div>\n

\n

and villages and restrictions on travel for selected residents. <\/span>28<\/sup><\/span><\/p><\/div>\n

\n

Palestinians have been also subjected to frequent security checks. <\/span>29<\/sup><\/span><\/p><\/div>\n

\n

Punitive demolition of the houses of those suspected or convicted of offences<\/p><\/div>\n

\n

is continuing at an accelerated rate. In addition, the occupying authorities<\/p><\/div>\n

\n

are carrying out a new punitive measure consisting in sealing houses or rooms<\/p><\/div>\n

\n

with concrete. <\/span>30<\/sup><\/span> These forms of collective punishment affect equally all<\/span><\/p><\/div>\n

\n

members of the family.<\/p><\/div>\n

<\/p>\n

\n

30. In 1983\/84, residents of camps on the West Bank have suffered further<\/p><\/div>\n

\n

serious hardships as a result of the blocking of camp entrances with bricks<\/p><\/div>\n

\n

and cement by the Israeli authorities. In the Gaza Strip, 73 private rooms in<\/p><\/div>\n

\n

Beach camp, owned by 35 Palestine families comprising over 200 persons, were<\/p><\/div>\n

\n

demolished on the grounds that they contravened building regulations. The<\/p><\/div>\n

\n

report of the Commissioner-General of the Â鶹APP Relief Works Agency<\/p><\/div>\n

\n

for Palestine Refugees in the Near East to the General Assembly at its<\/p><\/div>\n

\n

thirty-ninth session provides further details. Furthermore, as a punitive<\/p><\/div>\n

\n

measure in retaliation against families for acts said to have been committed<\/p><\/div>\n

\n

by one or other of their members, the Israeli authorities demolished the<\/p><\/div>\n

\n

housing of 12 refugee families in the Gaza Strip, resulting in 94 persons<\/p><\/div>\n

\n

losing their homes. On the West Bank, two refugee shelters were demolished<\/p><\/div>\n

\n

and several rooms in refugee shelters sealed.<\/p><\/div>\n

<\/p>\n

\n

31. Imprisonment and torture of Palestinian children on the West Bank and<\/p><\/div>\n

\n

Gaza continues and inevitably affects not only the direct victims of these<\/p><\/div>\n

\n

practices but also a whole new generation growing up under conditions of<\/p><\/div>\n

\n

occupation. <\/span>32<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

B. Social matters<\/u><\/p><\/div>\n

<\/p>\n

\n

1. Employment and working conditions<\/u><\/p><\/div>\n

<\/p>\n

\n

32. Since 1967, the West Bank and the Gaza Strip, as occupied territories,<\/p><\/div>\n

\n

have registered a decline in their agricultural and economic development and<\/p><\/div>\n

\n

the occupying Power has gradually incorporated their economy into that of<\/p><\/div>\n

\n

Israel. <\/span>33<\/sup><\/span> These two factors, coupled with the never-ending expropriation of<\/span><\/p><\/div>\n

\n

Palestinian lands and control of water resources by Israeli authorities, has<\/p><\/div>\n

\n

led to a number of changes in the labour market that affect the economic<\/p><\/div>\n

\n

status of women and change the existing pattern of women's employment.<\/p><\/div>\n

<\/p>\n

\n

33. In the period 1980-1984, Palestinian women from the occupied territories<\/p><\/div>\n

\n

worked mainly in three categories of employment: as self-employed workers, as<\/p><\/div>\n

\n

unskilled wage-workers in Israel and as employees in enterprises set up by<\/p><\/div>\n

\n

Israelis in the occupied territories. <\/span>34<\/sup><\/span> The participation of women in the<\/span><\/p><\/div>\n

\n

total labour force in 1980 was 18.7 per cent for the West Bank and 6.1 per<\/p><\/div>\n

\n

cent for the Gaza Strip. <\/span>35<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

(a) Self-employment<\/u><\/p><\/div>\n

<\/p>\n

\n

35. Self-employment, particularly through ownership of land, is still the<\/p><\/div>\n

\n

most common form of women's work. Nearly two thirds of the female labour<\/p><\/div>\n

\n

force on the West Bank, estimated at about 16,200, is self-employed.<\/p><\/div>\n

\n

Approximately 90 per cent of the women are engaged in agriculture and mainly<\/p><\/div>\n

\n

work on small family farms. It is estimated that nearly 45 per cent of the<\/p><\/div>\n

\n

total agricultural work-force on the West Bank is female. The rest of the<\/p><\/div>\n

\n

self-employed women work in small industries, on tasks such as sewing and<\/p><\/div>\n

\n

embroidery. <\/span>35<\/sup><\/span><\/p><\/div>\n

36. The reverse situation is found in the Gaza Strip, where only 8 per cent<\/p><\/div>\n

of the self-employed women are working in agriculture and two thirds are<\/p><\/div>\n

\n

engaged in manufacturing. <\/span>36<\/sup><\/span> The fact that most of the Gaza Strip families<\/span><\/p><\/div>\n

\n

are landless reduces the possibilities of work for women in traditional areas<\/p><\/div>\n

\n

and results in a much lower participation of women in the labour force in the<\/p><\/div>\n

\n

Gaza Strip than on the West Bank.<\/p><\/div>\n

<\/p>\n

\n

(b) Work for wages<\/u><\/p><\/div>\n

<\/p>\n

\n

37. Owing to a shortage of unskilled labourers, Israel began to employ<\/p><\/div>\n

\n

Palestinians, including Palestinian women, from the occupied territories in<\/p><\/div>\n

\n

1968.<\/span>*<\/sup><\/span> The flow of labour from the West Bank by 1981 reached 74,000 persons<\/span><\/p><\/div>\n

\n

recruited through official channels. The actual number of Palestinians<\/p><\/div>\n

\n

working in Israel is, however, much larger and covers those employed<\/p><\/div>\n

\n

unofficially, often including women and children working in seasonal<\/p><\/div>\n

\n

agriculture. <\/span>37<\/sup><\/span><\/p><\/div>\n

\n

     <\/u><\/p><\/div>\n

<\/p>\n

\n

   <\/span>*<\/sup><\/span>In 1970, only 11.9 per cent of Palestinian workers from the territories<\/span><\/p><\/div>\n

\n

were employed in Israel. The percentage increased to 35.5 per cent by 1982,<\/p><\/div>\n

\n

owing to employment in the construction sector. Employment in the territories<\/p><\/div>\n

\n

declined from 88.1 per cent in 1970 to 64,5 per cent, in 1982<\/p><\/div>\n

\n

(A\/39\/233-E\/1984\/79, para. 79).<\/p><\/div>\n

<\/p>\n

\n

(c) Work in Israeli enterprises<\/u><\/p><\/div>\n

<\/p>\n

\n

38. In addition to being employed as migrant and agricultural workers, many<\/p><\/div>\n

\n

women are employed in enterprises set up by Israelis in the occupied<\/p><\/div>\n

\n

territories, which specialize in finishing goods imported from Israel. This<\/p><\/div>\n

\n

is a prevalent practice in the garment industry. The wages received there are<\/p><\/div>\n

\n

up to 50 per cent lower than wages for equivalent work in Israel. The<\/p><\/div>\n

\n

comparative reluctance of women to move away has enabled entrepreneurs to<\/p><\/div>\n

\n

depress the price of local female labour. <\/span>38<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

(d) Working conditions<\/u><\/p><\/div>\n

<\/p>\n

\n

39. The majority of the Palestinian workers employed in Israel and in Israe<\/p><\/div>\n

\n

enterprises in the occupied territories work at the lower levels of the<\/p><\/div>\n

\n

employment structure, in jobs that are mostly manual, unskilled and poorly<\/p><\/div>\n

\n

paid. They have no job security and are employed on short-term work permits<\/p><\/div>\n

\n

which means that they are not entitled to unemployment benefits, compensation??<\/p><\/div>\n

\n

for illness etc. <\/span>39<\/sup><\/span> Palestinian women and children engaged on a short-term<\/span><\/p><\/div>\n

\n

basis in Israel generally work under even more difficult conditions than<\/p><\/div>\n

\n

Palestinian men, since they often work illegally. Many women and children a<\/p><\/div>\n

\n

low-wage labourers engaged in seasonal work, harvesting crops or working in<\/p><\/div>\n

\n

hotels and restaurants. They are exposed to various kinds of exploitation a<\/p><\/div>\n

\n

well as to detention or interrogation, owing to their status as illegal<\/p><\/div>\n

\n

workers, which prevents them from observing existing rules concerning work<\/p><\/div>\n

\n

permits and staying off the work-site at night. <\/span>40<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

40. Moreover, this type of work, which is contrary to the Palestinian<\/p><\/div>\n

\n

tradition, is uprooting women from their traditional position in society,<\/p><\/div>\n

\n

without giving them any guarantee of a permanent job or prospects for<\/p><\/div>\n

\n

advancement. In addition, their absence from the house has adverse effects<\/p><\/div>\n

\n

the family and community life, on the education of children and on the<\/p><\/div>\n

\n

preservation of traditions.<\/p><\/div>\n

<\/p>\n

\n

2. Education<\/u><\/p><\/div>\n

<\/p>\n

\n

41. The public educational system in the occupied territories covers<\/p><\/div>\n

\n

elementary, preparatory and secondary education provided by private,<\/p><\/div>\n

\n

government schools run by UNRWA in conjunction with the Â鶹APP<\/p><\/div>\n

\n

Economic and Social Organization (UNESCO). The UNRWA\/UNESCO school system of??<\/p><\/div>\n

\n

refugee children goes up to the ninth grade. In 1983\/84, enrolment on the<\/p><\/div>\n

\n

West Bank totalled 39,593 pupils in 98 schools served by 1,281 teachers, and<\/p><\/div>\n

\n

in the Gaza Strip 82,301 pupils in 143 schools, with a teaching force of<\/p><\/div>\n

\n

day also makes life more difficult for mothers, particularly in many cases<\/p><\/div>\n

\n

where children from the same family attend different shifts. <\/span>42<\/sup><\/span> A lack of<\/span><\/p><\/div>\n

\n

funds for capital expenditure has limited UNRWA\/UNESCO school construction to<\/p><\/div>\n

\n

the essential minimum.<\/p><\/div>\n

\n

schoolbooks are used respectively, books are subject to the further<\/p><\/div>\n

\n

requirement of a special import permit from the Israeli authorities. For<\/p><\/div>\n

\n

example, for the academic year 1983\/84 there were nine textbooks for the West<\/p><\/div>\n

\n

Bank and 11 textbooks for Gaza that had been approved by UNESCO but refused<\/p><\/div>\n

\n

import permits by the occupying authorities. These restrictions referred<\/p><\/div>\n

\n

especially to Palestinian history, geography and culture, hindering the<\/p><\/div>\n

\n

transmission of knowledge of heritage, national history and tradition to<\/p><\/div>\n

\n

Palestinian children and youth. <\/span>44<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

(a) Pre-school education<\/u><\/p><\/div>\n

<\/p>\n

\n

45. According to Israeli statistics, there were 13,988 children in<\/p><\/div>\n

\n

kindergartens in 1981. <\/span>45<\/sup><\/span> Most of those children attended kindergartens<\/span><\/p><\/div>\n

\n

sponsored by private institutions and Palestinian community organizations,<\/p><\/div>\n

\n

although UNRWA operated 16 pre-school centres funded by the American Friends<\/p><\/div>\n

\n

Service Committee in the Gaza Strip. <\/span>46<\/sup><\/span> A serious shortage of this type of<\/span><\/p><\/div>\n

\n

service is particularly felt by women who for financial reasons must work and<\/p><\/div>\n

\n

have no place to leave their children.<\/p><\/div>\n

<\/p>\n

\n

(b) Elementary, preparatory, secondary and higher education<\/u><\/p><\/div>\n

<\/p>\n

\n

46. In the period 1980-1984, there was a steady increase in overall<\/p><\/div>\n

\n

enrolment, as well as in female enrolment at all levels of education. Male<\/p><\/div>\n

\n

enrollment is higher at the preparatory and secondary levels, but women<\/p><\/div>\n

\n

nevertheless perform better in the secondary examination (tawjihi<\/u>). In 1981,<\/p><\/div>\n

\n

of 13,489 students who completed secondary education, 4,688 (34 per cent of<\/p><\/div>\n

\n

the total) were females. At the university level, female enrolment represents<\/p><\/div>\n

\n

more than 40 per cent of the total. This could be due to the high male<\/p><\/div>\n

\n

drop-out rate in the 13-16 year age-group as a result of the need to work and<\/p><\/div>\n

\n

to assist the family, and to the emigration or detention of the male youth. <\/span>47<\/sup><\/span><\/p><\/div>\n

48. Academic life and teaching processes have continued to be seriously<\/p><\/div>\n

\n

affected by restrictions on academic freedoms, programmes and research under<\/p><\/div>\n

\n

the military administration. In 1983, there were numerous instances of<\/p><\/div>\n

\n

universities being closed and teachers who refused to sign written<\/p><\/div>\n

\n

undertakings linked to the military orders being expelled, cases of collective<\/p><\/div>\n

\n

punishment and arrest of male and female students, and of soldiers opening<\/p><\/div>\n

\n

fire at demonstrations, killing some students, including one female student at<\/p><\/div>\n

\n

Hebron. <\/span>48<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

(c) Vocational training<\/u><\/p><\/div>\n

<\/p>\n

\n

49. There are four types of vocational training institutions on the West Bank<\/p><\/div>\n

\n

and in the Gaza Strip providing technical training to Palestinians, only two<\/p><\/div>\n

\n

of which, the UNRWA\/UNESCO training centres and the private training centres,<\/p><\/div>\n

\n

have large numbers of women trainees.<\/p><\/div>\n

<\/p>\n

\n

50. The Ramallah Women's Training Centre on the West Bank, run by UNRWA,<\/p><\/div>\n

\n

offers two-year courses in secretarial and office skills, nursery and<\/p><\/div>\n

\n

kindergarten training, administrative skills, medical technology, sewing,<\/p><\/div>\n

\n

cosmetics and beauty care. In 1982\/83, 165 graduates completed training in<\/p><\/div>\n

\n

secretarial work (44); as laboratory technicians (19); in dressmaking (11); in<\/p><\/div>\n

\n

clothing production (25); as infant leaders (39); in home and institutional<\/p><\/div>\n

\n

management (15) and in hairdressing (12). <\/span>49<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

51. The private training centres have a low female enrolment, but many<\/p><\/div>\n

\n

private Palestinian institutions, which have organized practical work-related<\/p><\/div>\n

\n

short-term courses, train a large number of women. <\/span>49<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

52. The secondary vocational public schools, which offer three-year courses<\/p><\/div>\n

\n

in welding, carpentry, heating, radio and television repair, and the<\/p><\/div>\n

\n

government training institutions have in practice an exclusively male<\/p><\/div>\n

\n

enrolment.<\/p><\/div>\n

<\/p>\n

\n

53. UNRWA runs special activity programmes for refugee women and girls to<\/p><\/div>\n

\n

develop the skills they need to raise their standard of living. Fourteen<\/p><\/div>\n

\n

women's activity centres offer a varied afternoon programme of instruction in<\/p><\/div>\n

\n

crafts, health education and child care, literacy classes and cultural and<\/p><\/div>\n

\n

sporting activities. Two new centres were opened in the Gaza Strip in 1983\/84<\/p><\/div>\n

\n

and work has begun on an extension to a third, which had been halted by the<\/p><\/div>\n

\n

Israeli authorities. A more formal one-year course is offered at the 20 UNRWA<\/p><\/div>\n

\n

sewing centres, in dressmaking, and hand and machine embroidery. At the end<\/p><\/div>\n

\n

of the course, the successful graduates are awarded a diploma that helps them<\/p><\/div>\n

\n

obtain employment. <\/span>50<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

54. The work of UNRWA schools, vocational courses and training programmes<\/p><\/div>\n

\n

during the period 1980-1984 was disrupted by unrest and demonstrations, which<\/p><\/div>\n

\n

began in the autumn of 1981 and continued for the remainder of the period,<\/p><\/div>\n

\n

resulting in the harassment of school pupils and teachers. For example, in<\/p><\/div>\n

\n

December 1981, in one UNRWA centre, 246 female trainees and 6 staff were<\/p><\/div>\n

\n

temporarily detained; 20 trainees were brought to trial and given suspended<\/p><\/div>\n

\n

sentences. <\/span>51<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

3. Health<\/u><\/p><\/div>\n

<\/p>\n

\n

56. According to the report of the Special Committee of Experts Appointed to<\/p><\/div>\n

\n

Study the Health Conditions of the Inhabitants of the Occupied Territories,<\/p><\/div>\n

\n

submitted to the thirty-seventh World Health Assembly, <\/span>53<\/sup><\/span> health conditions<\/span><\/p><\/div>\n

\n

in the occupied territories cannot be separated from the general<\/p><\/div>\n

\n

socio-economic framework and its repercussions on the community and on<\/p><\/div>\n

\n

individual men, women and children, manifested, for example, by the<\/p><\/div>\n

\n

deterioration of mental well-being and an increase of mental diseases,<\/p><\/div>\n

\n

particularly neuroses. The health conditions of the Arab population in the<\/p><\/div>\n

\n

occupied territories, including Jerusalem, and the health system itself have<\/p><\/div>\n

\n

remained unchanged. The management of the health programmes and budget is the<\/p><\/div>\n

\n

task of Israeli authorities. The improvements that have been made in the<\/p><\/div>\n

\n

health services are far from being adequate to meet the needs of a growing<\/p><\/div>\n

\n

population and to reflect the advances in medical science. <\/span>54<\/sup><\/span> As noted by<\/span><\/p><\/div>\n

\n

the World Health Organization (WHO) Special Committee of Experts, the<\/p><\/div>\n

\n

insufficient number of hospital beds,<\/span>*<\/sup><\/span> the high cost of hospitalization,<\/span>**<\/sup><\/span><\/p><\/div>\n

\n

antiquated diagnostic equipment, old buildings experiencing problems with<\/p><\/div>\n

\n

electricity, heating and laundry facilities, and a shortage of essential<\/p><\/div>\n

\n

medical equipment, staff and drugs remain serious obstacles to health<\/p><\/div>\n

\n

protection. Although they affect the population as a whole, health conditions<\/p><\/div>\n

\n

have greater significance for women, who bear and rear the children and look<\/p><\/div>\n

\n

after the health and nutrition of the family. There is also a higher<\/p><\/div>\n

\n

percentage of adult women than of men in the occupied territories.<\/p><\/div>\n

<\/p>\n

\n

57. The shortage of qualified staff in the medical professions, particularly<\/p><\/div>\n

\n

specialists in mental disease and in the control of hygiene, poses a serious<\/p><\/div>\n

\n

obstacle to the improvement of health care, which specifically affects women<\/p><\/div>\n

\n

and children. At the same time, many male and female graduates, especially<\/p><\/div>\n

\n

physicians, can find no employment in the public health care system of the<\/p><\/div>\n

\n

occupied territories and either remain out of work or are forced to take other<\/p><\/div>\n

\n

jobs.<\/p><\/div>\n

<\/p>\n

\n

58. The international community has endeavoured to overcome the shortage of<\/p><\/div>\n

\n

qualified health staff, especially for mother and child care. UNRWA is<\/p><\/div>\n

\n

carrying out extensive in-service training for its own staff; within the<\/p><\/div>\n

\n

framework of a WHO-sponsored training and fellowship programme for health<\/p><\/div>\n

\n

personnel, several fellowships are awarded annually to UNRWA personnel for<\/p><\/div>\n

\n

post-graduate training courses. UNRWA also provides at its vocational<\/p><\/div>\n

\n

training institutions paramedical courses to enable refugee students to become<\/p><\/div>\n

\n

assistant pharmacists, laboratory technicians and public health inspectors.<\/p><\/div>\n

\n

(In 1982\/83, 39 girl trainees were attending paramedical courses at the<\/p><\/div>\n

\n

Ramallah Women's Training Centre.) On completing their training, graduates<\/p><\/div>\n

\n

may join UNRWA or the UNRWA Placement Office may help them to find employment<\/p><\/div>\n

\n

in the region. <\/span>56<\/sup><\/span><\/p><\/div>\n

\n

     <\/u><\/p><\/div>\n

<\/p>\n

<\/p>\n

\n

  <\/span>**<\/sup><\/span>The increase in the daily charge for hospital accommodation places the<\/span><\/p><\/div>\n

\n

hospitals in an inferior position to units of the same level in Israel and<\/p><\/div>\n

\n

neighbouring countries (WHO document A\/37\/13, p. 5).<\/p><\/div>\n

<\/p>\n

\n

59. In view of the fact that inflation is making it difficult for ordinary<\/p><\/div>\n

\n

people in the occupied territories to obtain essential food, the WHO Special<\/p><\/div>\n

\n

Committee of Experts during its 1984 mission paid specific attention to the<\/p><\/div>\n

\n

question of nutrition as one of the most important factors affecting human<\/p><\/div>\n

\n

life and, specifically, the health of women and children. The Committee was<\/p><\/div>\n

\n

unable to make an objective evaluation of the nutritional status of the<\/p><\/div>\n

\n

population in the absence of any statistics. Nevertheless, it drew attention<\/p><\/div>\n

\n

to birth-weight as the principal indicator of the nutritional status of a<\/p><\/div>\n

\n

community. Birth-weight as recorded in hospitals was below 2.5 kilograms for<\/p><\/div>\n

\n

6.8 per cent of the children born in 1983 on the West Bank and for 5.2 per<\/p><\/div>\n

\n

cent of those born in Gaza. It also drew attention to the protein-calorie<\/p><\/div>\n

\n

malnutrition commonly encountered in pediatric practices, in many cases<\/p><\/div>\n

\n

requiring hospitalization, which affects 7 per cent of the children aged 0-3<\/p><\/div>\n

\n

years in the refugee camps. <\/span>57<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

(a) Curative and preventive medical care services<\/u><\/p><\/div>\n

<\/p>\n

\n

60. Preventive and curative medical care – both in-patient and out-patient –<\/p><\/div>\n

\n

and dental services comprise an important part of the UNRWA health programme<\/p><\/div>\n

\n

for Palestinian refugee women and children. They are provided by 32 UNWRA<\/p><\/div>\n

\n

health units on the West Bank and nine in the Gaza Strip, 22 Government<\/p><\/div>\n

\n

clinics in the Gaza Strip and one voluntary agency clinic on the West Bank,<\/p><\/div>\n

\n

private health institutes and special health teams for children. <\/span>58<\/sup><\/span> UNRWA<\/span><\/p><\/div>\n

\n

also operates dental clinics and central and clinical laboratories. On the<\/p><\/div>\n

\n

West Bank, it runs a small hospital at Qalqiliya with 36 beds and, jointly<\/p><\/div>\n

\n

with the local Public Health Department, a tuberculosis hospital with 70 beds<\/p><\/div>\n

\n

in the Gaza Strip. Other hospital and specialist services are subsidized by<\/p><\/div>\n

\n

government, university and private health institutions. With the changing<\/p><\/div>\n

\n

demography of the refugee population, there is now a higher incidence of<\/p><\/div>\n

\n

degenerative diseases, notably diabetes mellitus. A recent survey shows that<\/p><\/div>\n

\n

this incidence is highest among middle-aged women who have borne more than one<\/p><\/div>\n

\n

child. UNRWA is strengthening its specialist clinics to improve the diabetic<\/p><\/div>\n

\n

service. <\/span>59<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

61. The UNRWA nutrition rehabilitation clinics are directed particularly at<\/p><\/div>\n

\n

the supervision, protection and promotion of the nutritional status of the<\/p><\/div>\n

\n

most vulnerable groups of refugees: infants, pre-school and elementary school<\/p><\/div>\n

\n

children, pregnant and nursing mothers, non-hospitalized tuberculosis patients<\/p><\/div>\n

\n

and members of hardship families. The data collected through routine<\/p><\/div>\n

\n

surveillance of the growth and development of children under five years of age<\/p><\/div>\n

\n

who attend the child-health clinics show that their nutritional condition is<\/p><\/div>\n

\n

well-maintained. Nutritionally balanced midday meals are offered daily at<\/p><\/div>\n

\n

UNRWA supplementary feeding centres to all children under six years of age and<\/p><\/div>\n

\n

upon medical recommendation to older ones, sick adults and hardship cases.<\/p><\/div>\n

\n

The nutritional status of the six-to-eight-year-olds may, however, be at risk<\/p><\/div>\n

\n

and UNRWA would extend its supplementary feeding programme to this age-group<\/p><\/div>\n

\n

if the funding were available. In addition to the UNRWA expanded programme on<\/p><\/div>\n

\n

immunization against the six target diseases – tuberculosis, diphtheria,<\/p><\/div>\n

\n

pertussis, tetanus, poliomyelitis and measles – and the UNRWA environmental<\/p><\/div>\n

\n

sanitation programme, the nutrition support of vulnerable groups and the<\/p><\/div>\n

\n

health education activities among refugee communities contributes to the<\/p><\/div>\n

\n

effective control of communicable diseases. <\/span>60<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

(b) Maternal and child health centres<\/u><\/p><\/div>\n

<\/p>\n

\n

62.   UNRWA provides maternal and child health services – pre-natal, natal<\/p><\/div>\n

\n

and infant and child care – at its health units, supported by specialist and<\/p><\/div>\n

\n

hospital referral services. In 1983\/84 the Gaza Strip had six maternity wards<\/p><\/div>\n

\n

attached to the UNRWA health centres; 28 per cent of the deliveries took place<\/p><\/div>\n

\n

in these facilities, 48 per cent in the two government hospitals and 24 per<\/p><\/div>\n

\n

cent at home, usually with the aid of traditional birth attendants. On the<\/p><\/div>\n

\n

West Bank, 70 per cent of the refugee children were delivered in hospitals and<\/p><\/div>\n

\n

camp maternity centres and 30 per cent were born at home. <\/span>61<\/sup><\/span><\/p><\/div>\n

5. Family planning services are an integral part of the maternal and child<\/p><\/div>\n

\n

health programme in the Gaza Strip, <\/span>62<\/sup><\/span> where a special programme on health<\/span><\/p><\/div>\n

\n

and family life is included in the school curriculum for girls in the third<\/p><\/div>\n

\n

reparatory class. The school health services at UNRWA schools were<\/p><\/div>\n

\n

reorganized from the beginning of the school year 1983\/84 with a view to<\/p><\/div>\n

\n

developing an effective programme to monitor the health of pupils throughout<\/p><\/div>\n

\n

he school cycle. <\/span>63<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

(c) Health conditions in camps<\/u><\/p><\/div>\n

<\/p>\n

\n

6. The extremely harsh life and poor health conditions in the refugee camps<\/p><\/div>\n

\n

take their residents especially vulnerable to diseases and infections. Most<\/p><\/div>\n

\n

of the camps have no covered water-supply systems, the sewers are open and the<\/p><\/div>\n

\n

oilets for common use are few in number and unsanitary. UNRWA is therefore<\/p><\/div>\n

\n

aying special attention to the health protection of women and children, who<\/p><\/div>\n

\n

re the ones most exposed to health hazards. <\/span>64<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

67. UNRWA, with the co-operation of host Governments, municipalities and<\/p><\/div>\n

\n

local councils, continues to provide basic community sanitation services to<\/p><\/div>\n

\n

Palestinian refugees in camps. The services comprise the provision of<\/p><\/div>\n

\n

adequate quantities of potable water, disposal of wastes, drainage of<\/p><\/div>\n

\n

rainwater and control of insect and rodent vectors of diseases. Indoor water<\/p><\/div>\n

\n

taps have been provided to all shelters in Borage, Maghazi and Nuseirat camps<\/p><\/div>\n

\n

on the Gaza Strip and private water connection schemes for Deir Ammar camp on<\/p><\/div>\n

\n

the West Bank are being developed. <\/span>65<\/sup><\/span> The refuse collection system is being<\/span><\/p><\/div>\n

\n

improved in the Gaza Strip. Surveys of sanitary facilities in the schools<\/p><\/div>\n

\n

have been carried out and school health committees are being established to<\/p><\/div>\n

\n

supervise major renovation projects. <\/span>66<\/sup><\/span> Health education workers collaborate<\/span><\/p><\/div>\n

\n

with camp health committees and other UNRWA staff members in health centres,<\/p><\/div>\n

\n

schools and welfare centres to promote good health practices. In particular,<\/p><\/div>\n

\n

they give classes for women attending sewing centres. <\/span>67<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

68. The medical and health preventive services and activities have suffered<\/p><\/div>\n

\n

in the years 1981-1984 from frequent disturbances on the West Bank and in the<\/p><\/div>\n

\n

Gaza Strip. <\/span>68<\/sup><\/span> The raids on camps have hindered efforts to improve their<\/span><\/p><\/div>\n

\n

infrastructure, numerous acts by the police and military have affected the<\/p><\/div>\n

\n

work of maternal and child health centres and other indoor and outdoor<\/p><\/div>\n

\n

services for women and children.<\/p><\/div>\n

<\/p>\n

\n

(d) Environmental sanitation and housing<\/u><\/p><\/div>\n

<\/p>\n

\n

69. Insufficient water supply, pollution of the drinking water, low standards<\/p><\/div>\n

\n

of housing, sewage and waste disposal and the presence of rats remain the<\/p><\/div>\n

\n

essential problems of environmental health in the occupied territories.<\/p><\/div>\n

\n

Gastro-enteritis, linked to environmental sanitation and community behaviour,<\/p><\/div>\n

\n

continues to be a public health problem.*<\/p><\/div>\n

<\/p>\n

\n

70. Some 20 per cent of the Palestinian people in the occupied territories<\/p><\/div>\n

\n

live in housing units with a density of three persons to a room, and for<\/p><\/div>\n

\n

approximately 50 per cent of the population the average family household<\/p><\/div>\n

\n

consists of seven or more members. <\/span>69<\/sup><\/span> Although electrical and plumbing<\/span><\/p><\/div>\n

\n

facilities and the availability of running water have improved over the years,<\/p><\/div>\n

\n

in some areas these basic services are inadequate. The housing problem is<\/p><\/div>\n

\n

particularly difficult for women in the low-income categories, who are in need<\/p><\/div>\n

\n

of adequate space and sanitary and cooking facilities to take proper care of<\/p><\/div>\n

\n

their children and families.<\/p><\/div>\n

<\/p>\n

\n

71. The occupying authorities have not taken any measures to help<\/p><\/div>\n

\n

lower-income groups of the local population to acquire adequate housing.<\/p><\/div>\n

\n

Absence of construction to replace substandard housing, restrictive practices<\/p><\/div>\n

\n

as regards permits for private, public or municipal constructions and the<\/p><\/div>\n

\n

transfer of funds from abroad have prevented Palestinian communities from<\/p><\/div>\n

\n

improving the municipal services or providing new housing facilities. <\/span>70<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

72. Assuming that all new house constructions in the settlements include such<\/p><\/div>\n

\n

facilities as kitchen, bathroom, toilet, running water and electricity, an<\/p><\/div>\n

\n

assessment of the limitation of these facilities in Palestinian homes in the<\/p><\/div>\n

\n

occupied territories can be made from table 10.<\/p><\/div>\n

\n

     <\/u><\/p><\/div>\n

<\/p>\n

\n

   <\/span>*<\/sup><\/span>On the West Bank in 1983, 84 cases of typhoid fever and 266 cases of<\/span><\/p><\/div>\n

dysentery were recorded; there were 173 deaths from gastro-enteritis. In the<\/p><\/div>\n

(e) Women's organizations<\/u><\/p><\/div>\n

\n

73. Palestinian women's organizations date back as far as 1921. They have<\/p><\/div>\n

\n

developed relief programmes, shelters for disabled persons, educational<\/p><\/div>\n

\n

programmes for poor children, health and literacy centres, workshops, and<\/p><\/div>\n

\n

mother and child care units. They have also developed self-reliance,<\/p><\/div>\n

\n

vocational training and income-generating programmes for women, relief<\/p><\/div>\n

\n

programmes for refugees and committees for the preservation of heritage and<\/p><\/div>\n

\n

culture. The broad spectrum of social activities undertaken by the<\/p><\/div>\n

\n

contemporary Palestinian women's organizations are aimed at raising the living<\/p><\/div>\n

\n

conditions and status of women in particular and of the Palestinian community<\/p><\/div>\n

\n

II. ASSISTANCE BY THE INTERNATIONAL COMMUNITY<\/p><\/div>\n

<\/p>\n

\n

74. The resolution of the Palestinian problem remains one of the main<\/p><\/div>\n

\n

international political issues for the numerous organs and divisions of the<\/p><\/div>\n

\n

Â鶹APP and the specialized agencies in the political, social, economic<\/p><\/div>\n

\n

and humanitarian spheres. In connection with the humanitarian aspects of the<\/p><\/div>\n

\n

Palestinian problem, international organizations have been and are undertaking<\/p><\/div>\n

\n

two kinds of activities: (a) the preparation of various studies and reports,<\/p><\/div>\n

\n

and the convening of conferences that bring the attention of the world<\/p><\/div>\n

<\/p>\n

\n

community to the situation of the Palestinian people in the occupied Arab<\/p><\/div>\n

\n

territories, all of which serve as a basis for the preparation of their<\/p><\/div>\n

\n

assistance programmes; and (b) the directing of humanitarian assistance to the<\/p><\/div>\n

\n

Palestinian people by and through various Â鶹APP offices and the<\/p><\/div>\n

\n

specialized agencies. The mandate for assistance is based on Economic and<\/p><\/div>\n

\n

Social Council resolution 2026 (LXI) of 4 August 1976, in which the Council<\/p><\/div>\n

\n

invited Â鶹APP bodies to intensify their efforts to identify social<\/p><\/div>\n

\n

and economic needs and requested their co-operation in establishing and<\/p><\/div>\n

\n

implementing projects to ensure improvement of the social and economic<\/p><\/div>\n

\n

conditions of the Palestinian people.<\/p><\/div>\n

<\/p>\n

\n

75. Another form of activity was initiated by the Committee on the Exercise<\/p><\/div>\n

\n

of the Inalienable Rights of the Palestinian People, which convened a series<\/p><\/div>\n

\n

of regional seminars on various aspects of the inalienable rights of the<\/p><\/div>\n

\n

Palestinian people during the period from 1981 to 1983. The Committee also<\/p><\/div>\n

\n

organizes every year the International Day of Solidarity with the Palestinian<\/p><\/div>\n

\n

People. Under the guidance of the Committee, the Division for Palestinian<\/p><\/div>\n

\n

Rights has prepared a number of studies and publications on the issue.<\/p><\/div>\n

<\/p>\n

\n

76. The Palestinian problem was also discussed at the regional preparatory<\/p><\/div>\n

\n

meetings for the International Conference on the Question of Palestine, held<\/p><\/div>\n

\n

at Geneva from 29 August to 7 September 1983. The Latin American Regional<\/p><\/div>\n

\n

Preparatory Meeting, held at Managua, was the only such meeting to pay<\/p><\/div>\n

\n

specific attention to the question of Palestinian women; it requested the<\/p><\/div>\n

\n

secretariat of the conference to prepare a study on the conditions of women<\/p><\/div>\n

\n

and children in all the occupied territories and to encourage various<\/p><\/div>\n

\n

non-governmental organizations to investigate that matter as well as to<\/p><\/div>\n

\n

undertake relevant joint action with their Palestinian counterparts.<\/p><\/div>\n

<\/p>\n

\n

77. At the International Conference, various aspects of the Palestinian<\/p><\/div>\n

\n

problem were analysed. The relevant conclusions and recommendations are<\/p><\/div>\n

\n

contained in the Geneva Declaration on Palestine <\/span>71<\/sup><\/span> and the Programme of<\/span><\/p><\/div>\n

\n

Action for the Achievement of Palestinian Rights. <\/span>72<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

78. Among the various activities undertaken by the Â鶹APP system to<\/p><\/div>\n

\n

assist Palestinian women, those of UNRWA are particularly noteworthy, focusing<\/p><\/div>\n

\n

as they do on measures to implement the Programme of Action for the Second<\/p><\/div>\n

\n

Half of the Â鶹APP Decade for Women: Equality, Development and<\/p><\/div>\n

\n

Peace. These measures are mainly concentrated on education, relief, health<\/p><\/div>\n

\n

and vocational training in the entire school system. UNRWA is continuing its<\/p><\/div>\n

\n

special training programmes, mainly attended by women, on the feeding of<\/p><\/div>\n

\n

nutritionally vulnerable groups, including mothers and small children. <\/span>73<\/sup><\/span> It<\/span><\/p><\/div>\n

\n

organizes women's and youth activities centres, modest activity programmes for<\/p><\/div>\n

\n

pre-school children, youth and women, a welfare counselling service and adult<\/p><\/div>\n

\n

craft training courses. <\/span>74<\/sup><\/span> The UNRWA relief programme is mainly concentrated<\/span><\/p><\/div>\n

\n

on the most needy among the refugee population, including widows and orphans.<\/p><\/div>\n

\n

Supplementary feeding is provided for young children, pregnant women and<\/p><\/div>\n

\n

nursing mothers, environmental sanitation is provided and families in special<\/p><\/div>\n

\n

need are given help in repairing their houses. <\/span>75<\/sup><\/span><\/p><\/div>\n

<\/p>\n

\n

79. UNESCO plays an important role in education, and shares with UNRWA the<\/p><\/div>\n

\n

task of preparing school curricula and programmes (as well as teacher training<\/p><\/div>\n

\n

and vocational training) for the entire school system. It is continuing to<\/p><\/div>\n

\n

second 20 specialists (men and women) to the UNRWA\/UNESCO Education Department<\/p><\/div>\n

\n

to plan and supervise the operation of schools and technical and vocational<\/p><\/div>\n

\n

training centres situated on the West Bank and in the Gaza Strip. <\/span>76<\/sup><\/span> Steps<\/span><\/p><\/div>\n

\n

have been taken to ensure the effective implementation of resolution 14.1 on<\/p><\/div>\n

\n

educational and cultural institutions in the occupied Arab territories,<\/p><\/div>\n

\n

adopted by the General Conference of UNESCO at its twenty-first session in<\/p><\/div>\n

\n

1983, to help the population of these territories to exercise their right to<\/p><\/div>\n

\n

education and culture. <\/span>77<\/sup><\/span> In view of the specific role of Palestinian women<\/span><\/p><\/div>\n

\n

in the preservation of the national tradition and heritage, it is of special<\/p><\/div>\n

\n

relevance for them.<\/p><\/div>\n

<\/p>\n

\n

80. The Â鶹APP Children's Fund (UNICEF) provides its major<\/p><\/div>\n

\n

assistance, comprising health services, vocational and pre-school training, to<\/p><\/div>\n

\n

mothers and children.<\/p><\/div>\n

<\/p>\n

\n

81. WHO contributes to the organization of health services, especially in the<\/p><\/div>\n

\n

field of professional training and preventive and curative courses and<\/p><\/div>\n

\n

activities. WHO is also responsible for the technical supervision of the<\/p><\/div>\n

\n

Traditionally, WHO also studies the health conditions of the inhabitants of<\/p><\/div>\n

the occupied territories, drawing the attention of the international community<\/p><\/div>\n

\n

in its annual report to the possibilities of improving those conditions.<\/p><\/div>\n

<\/p>\n

\n

82. UNDP has developed several projects related to the promotion of<\/p><\/div>\n

\n

pre-primary, technical, vocational and higher education, as well as assistance<\/p><\/div>\n

\n

to primary and secondary education in the Gaza Strip and training programmes<\/p><\/div>\n

\n

in agricultural development. The two projects on women's institutions and<\/p><\/div>\n

\n

children's institutions are of special interest to women. <\/span>78<\/sup><\/span> Its future<\/span><\/p><\/div>\n

\n

programme of assistance also foresees the training of specialists in glass and<\/p><\/div>\n

\n

ceramic engineering technology and assistance to women's institutions. In<\/p><\/div>\n

\n

accordance with Economic and Social Council resolution 1983\/43 and General<\/p><\/div>\n

\n

Assembly resolution 38\/145, UNDP has set up a Special Programme of Assistance<\/p><\/div>\n

\n

to the Palestinian People, which is centred in the West Bank and the Gaza<\/p><\/div>\n

\n

83. The Â鶹APP Conference on Trade and Development (UNCTAD) provides<\/p><\/div>\n

\n

in its 1983 report entitled "Palestine: options for development" a broad<\/p><\/div>\n

evaluation of the potential for and constraints on the economic and social<\/p><\/div>\n

\n

development of Palestinian people in the occupied territories and directives<\/p><\/div>\n

\n

for the comprehensive survey on this subject (TD\/B\/960). Pursuant to<\/p><\/div>\n

\n

resolution 146 (VI) of 2 July 1983, adopted by the General Conference of<\/p><\/div>\n

\n

UNCTAD at its sixth session, <\/span>80<\/sup><\/span> the UNCTAD secretariat is setting up a<\/span><\/p><\/div>\n

\n

special economic unit to monitor and investigate the policies of the Israeli<\/p><\/div>\n

\n

occupying authorities hampering the economic development of the occupied<\/p><\/div>\n

\n

Palestinian territories.<\/p><\/div>\n

<\/p>\n

\n

84. The International Labour Office designated an expert who participated in<\/p><\/div>\n

\n

the preparation of a project designed to promote the vocational training<\/p><\/div>\n

\n

opportunities offered by Palestinian women's institutions and community<\/p><\/div>\n

\n

development centres. The project identified the following objectives to be<\/p><\/div>\n

\n

pursued: technical assistance for the development and marketing of handicraft<\/p><\/div>\n

\n

products, the evaluation of the social service needs of the community<\/p><\/div>\n

\n

development centres, the granting of fellowships in the fields of<\/p><\/div>\n

\n

administration, social work, community development and vocational training,<\/p><\/div>\n

\n

the promotion of basic education programmes and the acquisition of<\/p><\/div>\n

\n

income-producing skills. The International Labour Office indicated its<\/p><\/div>\n

\n

willingness to collaborate with UNDP in elaborating project documents<\/p><\/div>\n

\n

concerning the provision of suitable assistance to Palestinian women in its<\/p><\/div>\n

\n

spheres of competence, such as the promotion of long-term vocational training<\/p><\/div>\n

\n

facilities at more advanced levels (technical schools for girls on the West<\/p><\/div>\n

\n

Bank), the promotion of vocational training courses in income-producing skills<\/p><\/div>\n

\n

(at the elementary and intermediate levels), the reinforcement and expansion<\/p><\/div>\n

\n

of the educational activities of the best organized and most effective women's<\/p><\/div>\n

\n

organizations and support of handicraft production activities experiencing<\/p><\/div>\n

\n

85. In the context of its programme of work and priorities for 1983\/84 the<\/p><\/div>\n

\n

Economic Commission for Western Asia (ECWA) carried out numerous activities<\/p><\/div>\n

related to the situation of Palestinian people, including publication of<\/p><\/div>\n

\n

summary data for 1983, reflecting among other things, demographic changes in<\/p><\/div>\n

\n

the occupied territories. The Commission is also preparing a study on food<\/p><\/div>\n

\n

security in the occupied territories, which deals with the development of food<\/p><\/div>\n

\n

production and consumption on the West Bank and in the Gaza Strip since the<\/p><\/div>\n

\n

Israeli occupation, in order to recommend the ways of promoting food<\/p><\/div>\n

\n
