Resolution adopted by the General Assembly<\/strong><\/p><\/div>\n [<\/span>without reference to a Main Committee (<\/i><\/span>A\/57\/L.51<\/i><\/a> and <\/i><\/span>Add.1<\/i><\/a>)<\/i><\/span>]<\/span><\/p><\/div>\n 57\/147. Assistance to the Palestinian people<\/strong><\/p><\/div>\n \t<\/span>The General Assembly<\/i>,<\/p><\/div>\n \t<\/span><\/span>Recalling<\/i><\/span> its resolution <\/span>56\/111<\/a> of 14 December 2001, as well as previous resolutions on the question,<\/span><\/p><\/div>\n \t<\/span>Recalling also <\/i><\/span>the signing of the Declaration of Principles on Interim Self-Government Arrangements in Washington, D.C., on 13 September 1993, by the Government of the State of Israel and the Palestine Liberation Organization, the representative of the Palestinian people,<\/span>1<\/sup><\/span> <\/span><\/a>and the subsequent implementation agreements concluded by the two sides, <\/span><\/p><\/div>\n \t<\/span>Gravely concerned<\/i> at the deterioration in the living conditions of the Palestinian people throughout the occupied territory, which constitutes a mounting humanitarian crisis,<\/p><\/div>\n \t<\/span>Conscious <\/i>of the urgent need for improvement in the economic and social infrastructure of the occupied territory,<\/p><\/div>\n \t<\/span>Aware<\/i> that development is difficult under occupation and is best promoted in circumstances of peace and stability,<\/p><\/div>\n \t<\/span>Noting<\/i> the great economic and social challenges facing the Palestinian people and their leadership,<\/p><\/div>\n \t<\/span>Conscious<\/i> of the urgent necessity for international assistance to the Palestinian people, taking into account the Palestinian priorities,<\/p><\/div>\n \t<\/span><\/span>Noting <\/i><\/span>the convening of the Âé¶¹APP <\/span>seminar<\/a> on assistance to the Palestinian people, held in Vienna on 20 and 21 February 2001, to review the state of the Palestinian economy,<\/span>2<\/sup><\/span><\/a><\/p><\/div>\n \t<\/span>Stressing<\/i> the need for the full engagement of the Âé¶¹APP in the process of building Palestinian institutions and in providing broad assistance to the Palestinian people, and welcoming in this regard the establishment by the Quartet of the Task Force on Palestinian Reform,<\/p><\/div>\n \t<\/span>Noting<\/i> the appointment by the Secretary-General of the Âé¶¹APP Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General to the Palestine Liberation Organization and the Palestinian Authority,<\/p><\/div>\n \t<\/span>Welcoming<\/i> the results of the Conference to Support Middle East Peace, convened in Washington, D.C., on 1 October 1993, the establishment of the Ad Hoc Liaison Committee and the work being done by the World Bank as its secretariat and the establishment of the Consultative Group, as well as all follow-up meetings and international mechanisms established to provide assistance to the Palestinian people,<\/p><\/div>\n \t<\/span>Welcoming also<\/i> the work of the Joint Liaison Committee, which provides a forum in which economic policy and practical matters related to donor assistance are discussed with the Palestinian Authority, <\/p><\/div>\n \t<\/span>Stressing <\/i>the continued importance of the work of the Ad Hoc Liaison Committee in the coordination of assistance to the Palestinian people,<\/p><\/div>\n <\/span>\t<\/span>Having considered<\/i><\/span> the <\/span>report<\/a> of the Secretary-General,<\/span>3<\/sup><\/span><\/a> <\/span><\/p><\/div>\n \t<\/span>Expressing grave concern<\/i> at the continuation of the recent tragic and violent events that have led to many deaths and injuries, <\/p><\/div>\n \t<\/span>1.\t<\/span><\/span>Takes note<\/i><\/span> of the report of the Secretary-General;<\/span>3<\/sup><\/span><\/p><\/div>\n \t<\/span>2.<\/span>\t<\/span>Also takes note <\/i><\/span>of the <\/span>report<\/a> of the Personal Humanitarian Envoy of the Secretary-General on the humanitarian conditions and needs of the Palestinian people;<\/span>4<\/sup><\/span><\/a> <\/span><\/p><\/div>\n \t<\/span>3.\t<\/span>Expresses its appreciation<\/i> to the Secretary-General for his rapid response and efforts regarding assistance to the Palestinian people;<\/p><\/div>\n \t<\/span>4.\t<\/span>Also expresses its appreciation <\/i>to the Member States, Âé¶¹APP bodies and intergovernmental, regional and non-governmental organizations that have provided and continue to provide assistance to the Palestinian people;<\/p><\/div>\n \t<\/span>5.\t<\/span>Stresses<\/i> the importance of the work of the Âé¶¹APP Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General to the Palestine Liberation Organization and the Palestinian Authority and of the steps taken under the auspices of the Secretary-General to ensure the achievement of a coordinated mechanism for Âé¶¹APP activities throughout the occupied territories;<\/p><\/div>\n \t<\/span>6.\t<\/span>Urges<\/i> Member States, international financial institutions of the Âé¶¹APP system, intergovernmental and non-governmental organizations and regional and interregional organizations to extend, as rapidly and as generously as possible, economic and social assistance to the Palestinian people, in close cooperation with the Palestine Liberation Organization and through official Palestinian institutions;<\/p><\/div>\n \t<\/span>7.\t<\/span>Calls upon<\/i> relevant organizations and agencies of the Âé¶¹APP system to intensify their assistance in response to the urgent needs of the Palestinian people in accordance with Palestinian priorities set forth by the Palestinian Authority; <\/p><\/div>\n \t<\/span>8.\t<\/span>Urges <\/i>Member States to open their markets to exports of Palestinian products on the most favourable terms, consistent with appropriate trading rules, and to implement fully existing trade and cooperation agreements;<\/p><\/div>\n \t<\/span>9.\t<\/span>Calls upon<\/i> the international donor community to expedite the delivery of pledged assistance to the Palestinian people to meet their urgent needs;<\/p><\/div>\n \t<\/span>10.\t<\/span>Stresses<\/i> in this context the importance of ensuring the free passage of aid to the Palestinian people and the free movement of persons and goods;<\/p><\/div>\n \t<\/span>11.\t<\/span>Urges<\/i> the international donor community, Âé¶¹APP agencies and organizations and non-governmental organizations to extend as rapidly as possible emergency economic and humanitarian assistance to the Palestinian people to counter the impact of the current crisis;<\/p><\/div>\n \t<\/span>12.\t<\/span><\/span>Stresses <\/i><\/span>the need to implement the <\/span>Paris Protocol<\/a> on Economic Relations of 29 April 1994, fifth annex to the Israeli-Palestinian Interim Agreement on the West Bank and the Gaza Strip, signed in Washington, D.C., on 28 September 1995,<\/span>5<\/sup><\/span><\/a> <\/span>in particular with regard to the full and prompt clearance of Palestinian indirect tax revenues;<\/span><\/p><\/div>\n \t<\/span>13.\t<\/span>Suggests<\/i> the convening in 2003 of a Âé¶¹APP-sponsored seminar on assistance to the Palestinian people;<\/p><\/div>\n \t<\/span>14.\t<\/span>Requests<\/i> the Secretary-General to submit a report to the General Assembly at its fifty-eighth session, through the Economic and Social Council, on the implementation of the present resolution, containing:<\/p><\/div>\n \t<\/span>(a<\/i>)\t<\/span>An assessment of the assistance actually received by the Palestinian people; <\/p><\/div>\n \t<\/span>(b<\/i>)\t<\/span>An assessment of the needs still unmet and specific proposals for responding effectively to them;<\/p><\/div>\n \t<\/span>15.\t<\/span>Decides <\/i>to include in the
