PERMANENT MISSION OF LEBANON TO THE UNITED NATIONS ADDRESSED TO<\/p><\/div>\n

\n

THE SECRETARY-GENERAL<\/p><\/div>\n

\n

\t<\/span>I have the honour to inform you that the Government of Lebanon has decided to request the Security Council to extend the mandate of the Â鶹APP Interim Force in Lebanon (UNIFIL), which expires on 31 July 1989, for a further six-month period.  It does so on the basis of the provisions of Security Council resolutions 425 (1978), 426 (1978), 501 (1982) and 509 (1982) and other relevant resolutions and decisions of the Council.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The prevailing difficult conditions in southern Lebanon, where UNIFIL is based, resulting as they do chiefly from Israel's continued occupation of the so-called "security zone" and its aggressive and arbitrary practices against the country and its inhabitants, strengthen our conviction that the force should remain, should be empowered to carry out the tasks entrusted to it and should be deployed up to Lebanon's  internationally recognized borders in order to ensure Israel's immediate and unconditional withdrawal from Lebanese territory and thus assist Lebanon in restoring its sovereignty and authority over all of its territory.<\/p><\/div>\n

\t<\/span>The Lebanese Government therefore perseveres in reiterating its invitation and request to the Security Council to take action for the implementation of the resolutions it has adopted on this matter since 1978.<\/p><\/div>\n

\n

\t<\/span>The renewal of the UNIFIL mandate is a desideratum for both Government and people of Lebanon and one which clearly and self-evidently enjoys the consensus of all leaders and all classes of the people.  The presence of UNIFIL represents a major factor for stability in an area in which elements making for friction and eruption are abudant, and it embodies that continued international commitment which is indispensable to bolstering Lebanon's independence, sovereignty and territorial integrity in current circumstances.<\/p><\/div>\n

<\/p>\n

\t<\/span>Moreover, the Government of Lebanon wishes to emphasize that the deployment of UNIFIL exemplifies the commitment of the international community to the restoration of the full sovereignty and territorial integrity of Lebanon, as stipulated in resolutions 425 (1978) and 426 (1978).<\/p><\/div>\n

\n

\t<\/span>Lebanon hereby calls for the release of those who have for years been detained in Israeli prisons illegally and in defiance of the Geneva Conventions of 1949 and their Additional Protocols. It urgently demands the removal of the thousands of mines, left in Lebanese territory by the Israeli occupation, which continue to bring death and injury to civilians and to restrict their freedom of activity and movement.<\/p><\/div>\n

\t<\/span>I take this opportunity to reaffirm Lebanon’s commitment to the peace process in the Middle East with a view to the achievement of a comprehensive, just and lasting peace in the region based on compliance with Security Council resolutions <\/span>242 (1967)<\/a> and <\/span>338 (1973)<\/a> and the principle of land for peace, in accordance with the Madrid terms of reference.<\/span><\/p><\/div>\n

\t<\/span>The Lebanese Government also takes this opportunity to pay tribute to UNIFIL and to its commanders and soldiers, as well as to the troop-contributing countries, for their tireless efforts and the sacrifices they have made to implement the mandate of the Force.<\/p><\/div>\n

\n

\t<\/span>Furthermore, the Government of Lebanon wishes to convey to you its appreciation for your tireless efforts, which contribute to the valuable presence of UNIFIL in southern Lebanon.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>I should be grateful if you would have the text of the present letter circulated as a document of the Security Council.<\/p><\/div>\n
