ISRAELI NUCLEAR ARMAMENT<\/strong><\/p><\/div>\n

Report of the Secretary-General<\/u><\/strong><\/p><\/div>\n

\n

\t<\/span>1.\t<\/span>On 30 November 1987, the General Assembly adopted resolution 42\/44, the operative part of which read as follows:<\/p><\/div>\n

\t\t<\/span>"The General Assembly<\/u>,<\/p><\/div>\n

\t<\/span>"1.\t<\/span>Reiterates its condemnation<\/u> of Israel's refusal to renounce any possession of nuclear weapons;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>"2.\t<\/span>Reiterates also its condemnation<\/u> of the co-operation between Israel and South Africa;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>"3.\t<\/span>Requests once more<\/u> the Security Council to take urgent and effective measures to ensure that Israel complies with Council resolution 487 (1981);<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>"4.\t<\/span>Calls upon<\/u> all States and organizations that have not yet done so to discontinue co-operating with and giving assistance to Israel in the nuclear field;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>"5.\t<\/span>Reiterates its request<\/u> to the International Atomic Energy Agency to suspend any scientific co-operation with Israel which could contribute to its nuclear capabilities;<\/p><\/div>\n

<\/p>\n

\t<\/span>"6.\t<\/span>Requests also<\/u> the International Atomic Energy Agency to inform the Secretary-General of any steps Israel may undertake to place its nuclear facilities under Agency safeguards;<\/p><\/div>\n

<\/p>\n

\t<\/span>"7.\t<\/span>Requests<\/u> the Secretary-General to follow closely Israeli nuclear activities and to report to the General Assembly at its forty-third session;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>"8.\t<\/span>Decides<\/u> to include in the provisional agenda of its forty-third session the item entitled 'Israeli nuclear armament'."<\/p><\/div>\n

<\/p>\n

\n

2.\t<\/span>Pursuant to paragraph 7 of the resolution, the Secretary-General has continued to follow closely Israeli nuclear activities. However, apart from the material received from the International Atomic Energy Agency (see annex), no additional information has been forwarded to the Secretary-General that would require him to supplement the earlier report to the General Assembly on the subject (A\/42\/581).<\/p><\/div>\n

ANNEX<\/strong><\/p><\/div>\n

<\/p>\n

\n

IAEA General Conference resolution GC(XXXII)\/RES\/487<\/u><\/strong><\/p><\/div>\n

\n

of 23 September 1988<\/u><\/strong><\/p><\/div>\n

\n

The General Conference<\/u>,<\/p><\/div>\n

<\/p>\n

\n

(a)\t<\/span>Having considered<\/u> the agenda item "Israeli nuclear capabilities and threat",<\/p><\/div>\n

<\/p>\n

\n

(b)\t<\/span>Having also considered<\/u> the annual report <\/i>of the Agency for 1987, and in particular paragraphs 37 and 40,<\/p><\/div>\n

<\/p>\n

\n

(c)\t<\/span>Recalling<\/u> its resolution GC(XXXI)\/RES\/470 of 25 September 1987, which demanded that Israel comply with Security Council resolution 487 (1981) and, place all its nuclear facilities under IAEA safeguards,<\/p><\/div>\n

<\/p>\n

\n

(d) \t<\/span>Taking note<\/u> of Â鶹APP General Assembly resolutions on Israeli nuclear armament, the latest of which is resolution 42\/44, in which, inter alia<\/u>, the General Assembly requested the IAEA to inform the Secretary-General of the Â鶹APP of any steps Israel may undertake to place its nuclear facilities under IAEA safeguards,<\/p><\/div>\n

<\/p>\n

\n

(e)\t<\/span>Bearing in mind<\/u> the relevant resolutions of the Â鶹APP General Assembly on the co-operation between South Africa and Israel, particularly in the nuclear field,<\/p><\/div>\n

<\/p>\n

\n

(f) \t<\/span>Taking note<\/u> of the report of the Director General contained in document GC(XXXII)\/849,<\/p><\/div>\n

<\/p>\n

\n

(g) \t<\/span>Deeply alarmed<\/u> by recent information regarding <\/i>the possession of nuclear weapons by Israel and the subsequent Israeli actions in this connection, which <\/i>have substantiated the revealed information,<\/p><\/div>\n

<\/p>\n

\n

(h) \t<\/span>Conscious<\/u> of the grave consequences that endanger international peace and security as a result of Israel's growing nuclear capabilities and threat,<\/p><\/div>\n

<\/p>\n

\n

(i) \t<\/span><\/i>Gravely concerned<\/u> about Israel's policy of aggression and expansion in the region and its acts of oppression against the Arab people in the occupied territories, which grossly violate international law <\/i>and the provisions of the Charter of the Â鶹APP,<\/p><\/div>\n

<\/p>\n

\n

(j)\t<\/span>Noting with deep regret<\/u> that Israel has persistently refused to implement the above resolutions and to renounce the possession of nuclear weapons,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>1.\t<\/span>Strongly condemns<\/u> the continued refusal by Israel to renounce the possession of nuclear weapons and to submit all its nuclear facilities to the Agency's safeguards in compliance with Security Council resolution 487 (1981);<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>2.\t<\/span>Expresses<\/u> its deep concern that the growing military nuclear capabilities of Israel greatly endanger peace and security in the region and threaten the non-proliferation régime observed by other States in the region;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>3.\t<\/span>Requests<\/u> the Director General once again to consider the implementation by the IAEA of the provisions of the Â鶹APP General Assembly resolutions 41\/12, 41\/93 and 42\/44 which are relevant to the Agency;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>4.\t<\/span>Requests<\/u> the Director General to respond to the request of the General Assembly contained in paragraph 6 of its resolution 42\/44;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>5.\t<\/span>Also requests<\/u> the Director General to continue to report, as appropriate, to the Board of Governors and General Conference on the Israeli nuclear capabilities and threat and on the implementation of this resolution;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>6.\t<\/span>Also requests<\/u>  the Director General, pending the acceptance by Israel to place all its nuclear facilities under IAEA safeguards, to prepare a technical study on different modalities of application of IAEA safeguards in the region, taking into account the Agency's experience in applying its safeguards;<\/p><\/div>\n

\t<\/span>7.\t<\/span>Further requests<\/u> the Director General to transmit this resolution to the Secretary-General of the Â鶹APP;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>8.\t<\/span>Decides<\/u> to include in the agenda for the thirty-third regular-session of the General Conference an item entitled "Israeli nuclear capabilities and threat".<\/p><\/div>\n
