l.    At the request of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, the Secretariat prepared, in 1976, a compilation of resolutions and decisions of the General Assembly and the Security Council relating to the question of Palestine adopted from 1947 to 1975 (A\/AC.183\/L.2).<\/p><\/div>\n

<\/p>\n

\n

2.   In 1980, the first addendum (A\/AC.183\/L.2\/Add.1) was issued, covering the years 1976 to 1979.  Since 1980, 14 addenda (A\/AC.183\/L.2\/Add.2-15) have been prepared by the Secretariat.<\/p><\/div>\n

3.   The present document, covering 1995, is intended to bring this chronological compilation up to date.*<\/p><\/div>\n

\n\t\t\t\t\t<\/span>Stressing<\/u> that the achievement of a comprehensive, just and lasting settlement of the Middle East conflict will constitute a significant contribution to strengthening international peace and security,\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Welcomes<\/u> the peace process started at Madrid, and supports the subsequent bilateral negotiations;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Stresses<\/u> the importance of, and need for, achieving a comprehensive, just and lasting peace in the Middle East;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>5.\t<\/span>Welcomes<\/u> the results of the Conference to Support Middle East Peace, convened in Washington on 1 October 1993, including the establishment of the Ad Hoc Liaison Committee, and the subsequent work of the World Bank Consultative Group, welcomes also the appointment by the Secretary-General of the "Â鶹APP Special Coordinator in the Occupied Territories", and urges Member States to expedite economic, financial and technical assistance to the Palestinian people during the interim period;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Reaffirms its determination<\/u> that all relevant provisions of the Regulations annexed to the Hague Convention of 1907, 3<\/u>\/  and the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, continue to apply to the Syrian territory occupied by Israel since 1967, and calls upon the parties thereto to respect and ensure respect for their obligations under those instruments in all circumstances;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Expressing its appreciation<\/u> for the role which has been played by the Â鶹APP Relief and Works Agency for Palestine Refugees in the Near East over the years in the service of the Palestine refugees, and aware of the importance of its presence and the increase in its work in the new circumstances,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Further aware<\/u> of the valuable work done by the refugee affairs officers of the Agency in providing protection to the Palestinian people, in particular Palestine refugees,\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Deeply concerned<\/u> about the critical financial situation of the Agency and its effect on the continuity of provision of necessary Agency services to the Palestine refugees, including the emergency-related programmes,\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Taking note<\/u> of the agreement reached on 24 June 1994, embodied in an exchange of letters between the Agency and the Palestine Liberation Organization, 14<\/u>\/   \n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Recalling<\/u> its decision 48\/417 of 10 December 1993 on the establishment of a working relationship between the Advisory Commission of the Agency and the Palestine Liberation Organization,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t \t<\/span>1.\t<\/span>Expresses its appreciation<\/u> to the Commissioner-General of the Â鶹APP Relief and Works Agency for Palestine Refugees in the Near East, as well as to all the staff of the Agency, for their tireless efforts and valuable work;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Expresses its appreciation also<\/u> to the Advisory Commission of the Â鶹APP Relief and Works Agency for Palestine Refugees in the Near East, and requests it to continue its efforts and to keep the General Assembly informed on its activities, including the full implementation of decision 48\/417;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Acknowledges<\/u> the support of the host Governments and the Palestine Liberation Organization for the Agency in the discharge of its duties;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>4.\t<\/span>Calls upon<\/u> Israel, the occupying Power, to accept the de jure<\/u> applicability of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, 12<\/u>\/ and to abide scrupulously by its provisions;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>9.\t<\/span>Notes also<\/u> that the functioning of the Agency remains essential in all fields of operation;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Recalling<\/u>, in particular, its resolution 394 (V) of 14 December 1950, in which it directed the Conciliation Commission, in consultation with the parties concerned, to prescribe measures for the protection of the rights, property and interests of the Palestine Arab refugees,\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Taking note<\/u> of the completion of the programme of identification and evaluation of Arab property, as announced by the Conciliation Commission in its twenty-second progress report, 17<\/u>\/ and of the fact that the Land Office had a schedule of Arab owners and file of documents defining the location, area and other particulars of Arab property,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Requests<\/u> the Secretary-General to take all appropriate steps, in consultation with the Â鶹APP Conciliation Commission for Palestine, for the protection of Arab property, assets and property rights in Israel and to establish a fund for the receipt of income derived therefrom, on behalf of the rightful owners;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Calls once more upon<\/u> Israel to render all facilities and assistance to the Secretary-General in the implementation of the present resolution;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Requests<\/u> the Secretary-General to continue to take all necessary measures for establishing the University of Jerusalem "Al-Quds", in accordance with General Assembly resolution 35\/13 B of 3 November 1980, giving due consideration to the recommendations consistent with the provisions of that resolution;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Demands<\/u> that Israel accept the de jure<\/u> applicability of the Convention in the occupied Palestinian territory, including Jerusalem, and other Arab territories occupied by Israel since 1967, and that it comply scrupulously with the provisions of the Convention;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Reaffirming<\/u> the principle of the inadmissibility of the acquisition of territory by force,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Reaffirming also<\/u> the applicability of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, 1<\/u>\/ to the occupied Palestinian territory, including Jerusalem, and other Arab territories occupied by Israel since 1967,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Welcoming<\/u> the signing of the Declaration of Principles on Interim Self-Government Arrangements, including its Annexes and its Agreed Minutes, by the Government of the State of Israel and the Palestine Liberation Organization in Washington on 13 September 1993, 6<\/u>\/ as well as the subsequent implementation agreements, including the Agreement on the Gaza Strip and the Jericho Area signed at Cairo on 4 May 1994 7<\/u>\/ and the Interim Agreement on the  West Bank and the Gaza Strip signed in Washington on 28 September 1995,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Noting<\/u> the withdrawal of the Israeli army, which took place in the Gaza Strip and the Jericho area in accordance with the agreements reached between the parties, and the initiation of the Palestinian Authority in those areas,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Concerned<\/u> about the continuing violation of the human rights of the Palestinian people by Israel, the occupying Power, especially in the use of collective punishment, closure of areas, annexation and establishment of settlements, and the continuing actions by it designed to change the legal status, geographical nature and demographic composition of the occupied Palestinian territory,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Concerned<\/u> in particular about the dangerous situation resulting from actions taken by the illegal, armed Israeli settlers in the occupied territory, as illustrated by the massacre of Palestinian worshippers by an illegal Israeli settler in Al-Khalil on 25 February 1994,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Convinced<\/u> of the positive impact of a temporary international or foreign presence in the occupied Palestinian territory for the safety and protection of the Palestinian people,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Expressing its appreciation<\/u> to the countries that participated in the Temporary International Presence in Hebron for their positive contribution,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Convinced<\/u> of the need for the full implementation of Security Council resolution 904 (1994),\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Determines<\/u> that all measures and actions taken by Israel, the occupying Power, in the occupied Palestinian territory, including Jerusalem, in violation of the relevant provisions of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, 1<\/u>\/ and contrary to the relevant resolutions of the Security Council are illegal and have no validity, and demands that Israel desist forthwith from taking any such measures or actions;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Reaffirms<\/u> in particular that the Israeli settlements in the occupied Palestinian territory, including Jerusalem, and the other Arab territories occupied by Israel since 1967 are illegal and an obstacle to achieving comprehensive peace;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Notes with satisfaction<\/u> the return of a number of deportees to the occupied Palestinian territory and calls upon Israel to facilitate the return of the remainder;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>4.\t<\/span>Calls upon<\/u> Israel, the occupying Power, to accelerate the release of all remaining Palestinians arbitrarily detained or imprisoned, in line with agreements reached;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>5.\t<\/span>Calls<\/u> for complete respect by Israel, the occupying Power, of all fundamental freedoms of the Palestinian people, pending the extension of the self-government arrangements to the rest of the West Bank;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Welcoming<\/u> the convening at Madrid of the Peace Conference on the Middle East on the basis of Security Council resolutions 242 (1967) of 22 November 1967 and 338 (1973) of 22 October 1973 aimed at the realization of a just, comprehensive and lasting peace, and stressing the need for rapid progress in all bilateral negotiations,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Calls upon<\/u> Israel, the occupying Power, to comply with the relevant resolutions on the occupied Syrian Golan, in particular Security Council resolution 497 (1981), in which the Council, inter alia<\/u>, decided that the Israeli decision to impose its laws, jurisdiction and administration on the occupied Syrian Golan was null and void and without international legal effect, and demanded that Israel, the occupying Power, should rescind forthwith its decisions;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Also calls upon<\/u> Israel to desist from changing the physical character, demographic composition, institutional structure and legal status of the occupied Syrian Golan and in particular to desist from the establishment of settlements;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Determines<\/u> that all legislative and administrative measures and actions taken or to be taken by Israel, the occupying Power, that purport to alter the character and legal status of the occupied Syrian Golan are null and void, constitute a flagrant violation of international law and of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, and have no legal effect;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>4.\t<\/span>Further calls upon<\/u> Israel to desist from imposing Israeli citizenship and Israeli identity cards on the Syrian citizens in the occupied Syrian Golan, and to desist from its repressive measures against the population of the occupied Syrian Golan;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>5.\t<\/span>Deplores<\/u> the violations by Israel of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Considers<\/u> that the special information programme on the question of Palestine of the Department of Public Information is very useful in raising the awareness of the international community concerning the complexities of the question and the situation in the Middle East in general, including the achievements of the peace process, and that the programme is contributing effectively to an atmosphere conducive to dialogue and supportive of the peace process;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Requests<\/u> the Department, in full cooperation and coordination with the Committee on the Exercise of the Inalienable Rights of the Palestinian People, to continue, with the necessary flexibility as may be required by developments affecting the question of Palestine, its special information programme on the question of Palestine for the biennium 1996-1997, with particular emphasis on public opinion in Europe and North America and, in particular:\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Aware<\/u> of the mutual recognition between the Government of the State of Israel and the Palestine Liberation Organization, the representative of the Palestinian people, and the signing by the two parties of the Declaration of Principles on Interim Self-Government Arrangements 2<\/u>\/ in Washington on 13 September 1993, as well as the subsequent implementation agreements, including the Interim Agreement on the West Bank and the Gaza Strip signed in Washington on 28 September 1995,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Noting with satisfaction<\/u> the withdrawal of the Israeli army, which took place in the Gaza Strip and the Jericho area in accordance with the agreements reached by the parties, and the initiation of the Palestinian Authority in those areas, as well as the beginning of the redeployment of the Israeli army in the rest of the West Bank,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Aware also<\/u> that the Â鶹APP has participated as a full, extraregional participant in the work of the multilateral working groups of the Middle East peace process,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Noting<\/u> the appointment of the Â鶹APP Special Coordinator in the Occupied Territories by the Secretary-General, and the positive contribution in this regard,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Welcoming<\/u> the convening of the Conference to Support Middle East Peace in Washington on 1 October 1993 and all follow-up meetings,\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Reaffirms<\/u> the necessity of achieving a peaceful settlement of the question of Palestine, the core of the Arab-Israeli conflict, in all its aspects;\n\t\t\t\t<\/div>\n
