and to allocate it to the Special Political and Decolonization Committee (Fourth Committee). <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.&nbsp;&nbsp;&nbsp;The Fourth Committee held a general debate on the item at its 20th to 22nd meetings, on 1, 2 and 8 November 2004, and took action on the item at its 24th and 25th meetings, on 17 and 24 November (see A\/C.4\/59\/SR.20-22, 24 and 25). <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.&nbsp;&nbsp;&nbsp;For its consideration of the item, the Committee had before it the following documents: <\/p><\/div>\n<div style=\"text-align:justify;padding-top:10px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">&nbsp;(a)&nbsp;&nbsp;&nbsp;Report of the Commissioner-General of the Âé¶¹APP Relief and Works Agency for Palestine Refugees in the Near East for the period from 1 July 2003 to 30 June 2004; <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;(f)&nbsp;&nbsp;&nbsp;Letter dated 27 October 2004 from the Permanent Representative of the Russian Federation to the Âé¶¹APP addressed to the Secretary-General transmitting the statement by the heads of the member States of the Commonwealth of Independent States on combating international terrorism, issued at Astana on 16 September 2004 (A\/59\/537-S\/2004\/868). <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.&nbsp;&nbsp;&nbsp;At its 20th meeting, on 1 November, the Committee heard a statement by the Commissioner-General of the Âé¶¹APP Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), who introduced his report (see A\/C.4\/59\/SR.20). <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.&nbsp;&nbsp;&nbsp;At the same meeting, the representative of Norway, in his capacity as Rapporteur of the Working Group on the Financing of UNRWA, introduced the report of the Working Group (see A\/C.4\/59\/SR.20). <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.&nbsp;&nbsp;&nbsp;Also at the same meeting, the representative of the Permanent Observer Mission of Palestine to the Âé¶¹APP made a statement (see A\/C.4\/59\/SR.20). <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:8px;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:12px;font-size:12pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>&nbsp;II.&nbsp;&nbsp;&nbsp;Consideration of proposals<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>&nbsp;<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.&nbsp;&nbsp;&nbsp;At the 24th meeting, on 17 November, the representative of the Netherlands (on behalf of the States members of the Âé¶¹APP that are members of the European Union) and the observer for Palestine proposed that action on the draft resolutions before the Committee be deferred (see A\/C.4\/59\/SR.24). <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">8.&nbsp;&nbsp;&nbsp;At the same meeting, the Committee decided to defer action on the draft resolutions until 24 November. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:8px;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:12px;font-size:12pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>&nbsp;A.&nbsp;&nbsp;&nbsp;Draft resolution A\/C.4\/59\/L.10<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>&nbsp;<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.&nbsp;&nbsp;&nbsp;At the 24th meeting, on 17 November, the representative of Indonesia, on behalf of Algeria, Bahrain, the Comoros, Djibouti, Egypt, Guinea, Indonesia, Iraq, Jordan, Kuwait, Malaysia, Morocco, Oman, Qatar, Saudi Arabia, Somalia, the Sudan, Tunisia, the United Arab Emirates, Yemen and Palestine, introduced a draft resolution entitled &#8220;Assistance to Palestine refugees&#8221; (A\/C.4\/59\/L.10). Subsequently, Austria, Bangladesh, Belgium, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Mali, Malta, Namibia, the Netherlands, Norway, Poland, Portugal, Romania, Senegal, Slovakia, Slovenia, South Africa, Spain, Sweden, Switzerland and the United Kingdom of Great Britain and Northern Ireland joined in sponsoring the draft resolution. <\/p><\/div>\n<div style=\"text-align:justify;padding-top:10px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">10.&nbsp;&nbsp;&nbsp;At its 25th meeting, on 24 November, the Committee adopted draft resolution A\/C.4\/59\/L.10 by a recorded vote of 154 to 1, with 9 abstentions (see para. 20, draft resolution I). regret<\/i>&nbsp;that repatriation or compensation of the refugees, as provided for in paragraph 11 of General Assembly resolution 194 (III), has not yet been effected and that, therefore, the situation of the Palestine refugees continues to be a matter of grave concern; <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, of achieving progress in the implementation of paragraph 11 of General Assembly resolution 194 (III), and requests the Conciliation Commission to exert continued efforts towards the implementation of that paragraph and to report to the Assembly as appropriate, but no later than 1 September 2005; <\/p><\/div>\n<div
