Report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories<\/strong><\/p><\/div>\n Report of the Special Political and Decolonization Committee (Fourth Committee)<\/strong><\/p><\/div>\n Rapporteur: <\/i>Ms. Clotilde Ferry (Monaco)<\/strong><\/p><\/div>\n I. Introduction<\/strong><\/p><\/div>\n 1.\t<\/span>At its 2nd plenary meeting, on 18 September 2015, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its seventieth session the item entitled "Report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories" and to allocate it to the Special Political and Decolonization Committee (Fourth Committee).<\/p><\/div>\n 2.\t<\/span>The Fourth Committee held a general debate on the item at its 23rd and 24th meetings, on 11 and 12 November 2015, and took action on the item at its 25th meeting, on 17 November (see A\/C.4\/70\/SR.23, 24 and 25).<\/p><\/div>\n 3.\t<\/span>For its consideration of the item, the Committee had before it the following documents:<\/p><\/div>\n (a)\t<\/span>Report of the Secretary-General on the applicability of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, to the Occupied Palestinian Territory, including East Jerusalem, and the other occupied Arab territories (A\/70\/133);<\/p><\/div>\n (b)\t<\/span>Report of the Secretary-General on the occupied Syrian Golan (A\/70\/312);<\/p><\/div>\n (c)\t<\/span>Report of the Secretary-General on the work of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories (A\/70\/341);<\/p><\/div>\n (d)\t<\/span>Report of the Secretary-General on Israeli settlements in the Occupied Palestinian Territory, including East Jerusalem, and the occupied Syrian Golan (A\/70\/351);<\/p><\/div>\n (e)\t<\/span>Report of the Secretary-General on Israeli practices affecting the human rights of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem (A\/70\/421);<\/p><\/div>\n (f)\t<\/span>Note by the Secretary-General transmitting the forty-seventh report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories (A\/70\/406 and Con.1).<\/p><\/div>\n 4.\t<\/span>At the 23rd meeting, on 11 November, the representative of Sri Lanka, in his capacity as Chair of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories, introduced the report of that Committee (see A\/C.4\/70\/SR.23).<\/p><\/div>\n 5.\t<\/span>At the same meeting, the representative of the Assistant Secretary-General for Human Rights introduced the reports of the Secretary-General (see A\/C.4\/70\/ SR.23).<\/p><\/div>\n 6.\t<\/span>Also at the 23rd meeting, the observer for the State of Palestine made a statement (see A\/C.4\/70\/SR.23).<\/p><\/div>\n II.\t<\/span>Consideration of proposals<\/strong><\/p><\/div>\n 7.\t<\/span>At its 25th meeting, on 17 November, the Committee was informed that the draft resolutions contained in documents A\/C.4\/70\/L.19-L.23 had no programme budget implications.<\/p><\/div>\n A.\t<\/span>Draft resolution<\/strong> A\/C.4\/70\/L.19<\/strong><\/p><\/div>\n 8.\t<\/span>At the 25th meeting, on 17 November, the representative of Cuba, on behalf of Afghanistan, Algeria, Bahrain, Bolivia (Plurinational State of), Brunei Darussalam, the Comoros, Cuba, Djibouti, Ecuador, Egypt, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Mauritania, Morocco, Nicaragua, Oman, Qatar, Saudi Arabia, Senegal, South Africa, the Sudan, Tunisia, the United Arab Emirates, Yemen and the State of Palestine, introduced a draft resolution entitled "Work of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories" (A\/C.4\/70\/L.19). Subsequently, Guinea, Malaysia, Maldives, Mali and Venezuela (Bolivarian Republic of) joined in sponsoring the draft resolution.<\/p><\/div>\n 9.\t<\/span>At the same meeting, the Committee adopted draft resolution<\/span> A\/C.4\/70\/L.19 <\/span>by a recorded vote of 84 to 9, with 74 abstentions (see para. 19, draft resolution I).
