\t<\/span>Having considered<\/u> the report of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, 1<\/u>\/<\/p><\/div>\n

 \t<\/span>Welcoming<\/u> the signing of the Declaration of Principles on Interim Self-Government Arrangements, including its Annexes and Agreed Minutes, by the Government of the State of Israel and the Palestine Liberation Organization on 13 September 1993 in Washington, 2<\/u>\/ as well as the subsequent implementation agreements, including the Agreement on the Gaza Strip and the Jericho Area, signed on 4 May 1994 at Cairo, 3<\/u>\/<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Reaffirming<\/u> that the Â鶹APP has a permanent responsibility with respect to the question of Palestine until the question is resolved in all its aspects in a satisfactory manner in accordance with international legitimacy,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>1.\t<\/span>Expresses its appreciation<\/u> to the Committee on the Exercise of the Inalienable Rights of the Palestinian People for its efforts in performing the tasks assigned to it by the General Assembly;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>2.\t<\/span>Considers<\/u> that the Committee can continue to make a valuable and positive contribution to international efforts to promote the effective implementation of the Declaration of Principles on Interim Self-Government Arrangements and to mobilize international support for and assistance to the Palestinian people during the transitional period;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>3.\t<\/span>Endorses<\/u> the recommendations of the Committee contained in section VII its report;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>4.\t<\/span>Requests<\/u> the Committee to continue to keep under review the situation relating to the question of Palestine and to report and make suggestions to the General Assembly or the Security Council, as appropriate;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>5.\t<\/span>Authorizes<\/u> the Committee to continue to exert all efforts to promote the exercise of the inalienable rights of the Palestinian people, to make such adjustments in its approved programme of work as it may consider appropriate and necessary in the light of developments, to give special emphasis to the need to mobilize support and assistance for the Palestinian people, and to report thereon to the General Assembly at its fiftieth session and thereafter;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>6.\t<\/span>Also requests<\/u> the Committee to continue to extend its cooperation to non-governmental organizations in their contribution towards heightening international awareness of the facts relating to the question of Palestine and promoting support and assistance to meet the needs of the Palestinian people, and to take the necessary steps to involve additional non-governmental organizations in its work;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>7.\t<\/span><\/span>Requests<\/u><\/span> the Â鶹APP Conciliation Commission for Palestine, established under resolution <\/span>194 (III)<\/a>, and other Â鶹APP bodies associated with the question of Palestine, to continue to cooperate fully with the Committee and to make available to it, at its request, the relevant information and documentation which they have at their disposal;<\/span><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>8.\t<\/span>Requests<\/u> the Secretary-General to circulate the report of the Committee to all the competent bodies of the Â鶹APP, and urges them to take the necessary action, as appropriate;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>9.\t<\/span>Also requests<\/u> the Secretary-General to continue to provide the Committee with all the necessary facilities for the performance of its tasks.<\/p><\/div>\n

\t<\/span>2.\t<\/span>Considers<\/u> that the Division for Palestinian Rights of the Secretariat continues to make a useful and constructive contribution through the organization of seminars and meetings of non-governmental organizations, as well as through its research and monitoring activities, the preparation of studies and publications, and the collection and dissemination of information in printed and electronic form on all issues pertaining to the question of Palestine;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>3.\t<\/span>Requests<\/u> the Secretary-General to continue to provide the Division with the necessary resources, including the further development of the Â鶹APP information system on the question of Palestine, 4<\/u>\/ and to ensure that it continues to discharge the tasks detailed in paragraph 1 of resolution 32\/40 B, paragraph 2 (b<\/u>) of resolution 34\/65 D, paragraph 3 of resolution 36\/120 B, paragraph 3 of resolution 38\/58 B, paragraph 3 of resolution 40\/96 B, paragraph 2 of resolution 42\/66 B, paragraph 2 of resolution 44\/41 B, paragraph 2 of resolution 46\/74 B and paragraph 2 of resolution 48\/158 B, in consultation with the Committee on the Exercise of the Inalienable Rights of the Palestinian People and under its guidance;<\/p><\/div>\n

\t<\/span>4.\t<\/span>Also requests<\/u> the Secretary-General to ensure the continuing cooperation of the Department of Public Information and other units of the Secretariat in enabling the Division to perform its tasks and in covering adequately the various aspects of the question of Palestine;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>5.\t<\/span>Invites<\/u> all Governments and organizations to lend their cooperation to the Committee and the Division in the performance of their tasks;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>6.\t<\/span>Notes with appreciation<\/u> the action taken by Member States to observe annually on 29 November the International Day of Solidarity with the Palestinian People and requests them to continue to give the widest possible publicity to the observance, and requests the Committee to continue to organize, as part of the observance of the Day of Solidarity, an annual exhibit on Palestinian rights in cooperation with the Permanent Observer Mission of Palestine to the Â鶹APP.<\/p><\/div>\n

\t<\/span>Convinced<\/u> that the world-wide dissemination of accurate and comprehensive information and the role of non-governmental organizations and institutions remain of vital importance in heightening awareness of and support for the inalienable rights of the Palestinian people,<\/p><\/div>\n

\t<\/span>Aware<\/u> of the Declaration of Principles on Interim Self-Government Arrangements signed by the Government of the State of Israel and the Palestine Liberation Organization on 13 September 1993 in Washington, 2<\/u>\/ and of the subsequent implementation agreements, including the Agreement on the Gaza Strip and the Jericho Area, signed on 4 May 1994 at Cairo, 3<\/u>\/ and their positive implications,<\/p><\/div>\n

\t<\/span>1.\t<\/span>Notes with appreciation<\/u> the action taken by the Department of Public Information of the Secretariat in compliance with resolution 48\/158 C;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>2.\t<\/span>Considers<\/u> that the special information programme on the question of Palestine of the Department of Public Information helps to raise the awareness of the international community on the question and the situation in the Middle East in general, including the achievements of the peace process, and should continue to contribute effectively to an atmosphere conducive to dialogue and supportive of the peace process;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>3.\t<\/span>Requests<\/u> the Department, in full cooperation and coordination with the Committee on the Exercise of the Inalienable Rights of the Palestinian People, to continue, with the necessary flexibility as may be required by developments affecting the question of Palestine, its special information programme on the question of Palestine for the biennium 1994-1995, with particular emphasis on public opinion in Europe and North America, and, in particular:<\/p><\/div>\n

<\/p>\n

\t<\/span>(a<\/u>)\t<\/span>To disseminate information on all the activities of the Â鶹APP system relating to the question of Palestine, including reports of the work carried out by the relevant Â鶹APP organizations;<\/p><\/div>\n

\t<\/span>(b<\/u>)\t<\/span>To continue to issue and update publications on the various aspects of the question of Palestine in all fields, including materials concerning the recent developments in that regard and, in particular, the achievements of the peace process;<\/p><\/div>\n

\t<\/span>(c<\/u>)\t<\/span>To expand its audiovisual material on the question of Palestine, including the production of such material;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(d<\/u>)\t<\/span>To organize and promote fact-finding news missions for journalists to the area, including the occupied territories;<\/p><\/div>\n

<\/p>\n

\t<\/span>Recalling<\/u> its relevant resolutions,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span><\/span>Recalling also<\/u><\/span> relevant Security Council resolutions, including resolutions <\/span>242 (1967)<\/a> of 22 November 1967 and <\/span>338 (1973)<\/a> of 22 October 1973,<\/span><\/p><\/div>\n

\t<\/span><\/span>Having considered<\/u><\/span> the report of the Secretary-General of 3 November 1994, submitted pursuant to the request made in its resolution <\/span>48\/158 D<\/a> of <\/span><\/p><\/div>\n

\t<\/span>Convinced<\/u> that achieving a final and peaceful settlement of the question of Palestine, the core of the Arab-Israeli conflict, is imperative for the attainment of a comprehensive and lasting peace in the Middle East,<\/p><\/div>\n

\t<\/span>Aware<\/u> that the principle of equal rights and self-determination of peoples is among the purposes and principles of the Charter of the Â鶹APP,<\/p><\/div>\n

<\/p>\n

\t<\/span>Affirming<\/u> the principle of the inadmissibility of the acquisition of territory by war,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Affirming also<\/u> the illegality of the Israeli settlements in the territory occupied since 1967 and of Israeli actions aimed at changing the status of Jerusalem,<\/p><\/div>\n

<\/p>\n

\t<\/span>Affirming once more<\/u> the right of all States in the region to live in peace within secure and internationally recognized borders,<\/p><\/div>\n

\t<\/span>Aware<\/u> of the mutual recognition between the Government of the State of Israel and the Palestine Liberation Organization, the representative of the Palestinian people, and the signing by the two parties of the Declaration of Principles on Interim Self-Government Arrangements 2<\/u>\/ on 13 September 1993 in Washington, as well as the subsequent implementation agreements, including the Agreement on the Gaza Strip and the Jericho Area, 3<\/u>\/ signed on 4 May 1994 at Cairo,<\/p><\/div>\n

\t<\/span>Noting with satisfaction<\/u> the withdrawal of the Israeli army, which took place in the Gaza Strip and the Jericho area in accordance with the agreements reached by the parties, and the initiation of the Palestinian Authority in those areas,<\/p><\/div>\n

<\/p>\n

\t<\/span>Also aware<\/u> that the Â鶹APP has participated as a full, extraregional participant in the work of the multilateral working groups of the Middle East peace process,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Noting<\/u> the appointment by the Secretary-General of the Â鶹APP Special Coordinator in the Occupied Territories,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Welcoming<\/u> the convening of the Conference to Support Middle East Peace in Washington on 1 October 1993,<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>1.\t<\/span>Reaffirms<\/u> the necessity of achieving a peaceful settlement of the question of Palestine, the core of the Arab-Israeli conflict, in all its aspects;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>2.\t<\/span>Expresses its full support<\/u> for the ongoing peace process, which began in Madrid, and the Declaration of Principles on Interim Self-Government Arrangements, as well as the subsequent implementation agreements, and expresses the hope that the process will lead to the establishment of a comprehensive, just and lasting peace in the Middle East;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>3.\t<\/span>Calls<\/u> for the timely and scrupulous implementation of the agreements reached between the parties towards the negotiation of the final settlement;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>4.\t<\/span>Stresses<\/u> the need for:<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(a<\/u>)\t<\/span>The realization of the inalienable rights of the Palestinian people, primarily the right to self-determination;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(b<\/u>)\t<\/span>The withdrawal of Israel from the Palestinian territory occupied since 1967;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>5.\t<\/span><\/span>Also stresses<\/u><\/span> the need for resolving the problem of the Palestine refugees in conformity with its resolution <\/span>194 (III)<\/a> of 11 December 1948;<\/span><\/p><\/div>\n

<\/p>\n

\t<\/span>6.\t<\/span>Urges<\/u> Member States to expedite the provision of economic and technical assistance to the Palestinian people during this critical period;<\/p><\/div>\n

\t<\/span>7.\t<\/span>Emphasizes<\/u> the importance for the Â鶹APP to play a more active and expanded role in the current peace process and in the implementation of the Declaration of Principles;<\/p><\/div>\n

\t<\/span>8.\t<\/span>Requests<\/u> the Secretary-General to continue his efforts with the parties concerned, and in consultation with the Security Council, for the promotion of peace in the region and to submit progress reports on developments in this matter.<\/p><\/div>\n
