The situation in the Middle East, including the Palestinian question<\/strong><\/span>116<\/sup><\/strong><\/span><\/p><\/div>\n <\/p>\n Decisions<\/strong><\/p><\/div>\n At its 4810th meeting, on 19 August 2003, the Security Council considered the item entitled “The situation in the Middle East, including the Palestinian question”.<\/p><\/div>\n <\/p>\n At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Danilo Türk, Assistant Secretary-General for Political Affairs.<\/p><\/div>\n <\/p>\n At its 4824th meeting, on 15 September 2003, the Council decided to invite the representatives of Algeria, Argentina, Australia, Bahrain, Bangladesh, Brazil, Canada, Cuba, Egypt, India, Indonesia, Israel, Italy, Japan, Jordan, Malaysia, Morocco, Saudi Arabia, South Africa, the Sudan, Tunisia, Turkey and the United Arab Emirates to participate, without vote, in the discussion of the item entitled:<\/p><\/div>\n <\/p>\n <\/p>\n <\/p>\n At the same meeting, the Council also decided to extend an invitation to the Permanent Observer of Palestine to the Âé¶¹APP, in response to his request dated 12 September 2003 addressed to the President of the Security Council,<\/span>117 <\/sup><\/span>in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/span><\/p><\/div>\n <\/p>\n At the same meeting, in accordance with the understanding reached in its prior consultations, the Council further decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Terje Roed-Larsen, Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General.<\/p><\/div>\n <\/p>\n At the same meeting, in response to the request dated 12 September 2003 from the Permanent Representative of the Syrian Arab Republic to the Âé¶¹APP addressed to the President of the Security Council,<\/span>118 <\/sup><\/span>the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Yahya Mahmassani, Permanent Observer of the League of Arab States to the Âé¶¹APP.<\/span><\/p><\/div>\n <\/p>\n At the same meeting, the Council also decided to extend an invitation, under rule 39 of its provisional rules of procedure, to the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, in response to his request dated 15 September 2003.<\/span>119<\/sup><\/span><\/p><\/div>\n <\/p>\n Upon resumption of the meeting, on 15 September 2003, the Council further decided to invite the representatives of Nepal and Norway to participate, without vote, in the discussion of the item.<\/p><\/div>\n <\/p>\n At its 4828th meeting, on 16 September 2003, the Council considered the item entitled:<\/p><\/div>\n <\/p>\n <\/p>\n <\/p>\n In accordance with the decision taken at the 4824th meeting, the President, with the consent of the Council, invited the Permanent Observer of Palestine and the representative of Israel to participate in the discussion.<\/p><\/div>\n <\/p>\n At its 4841st meeting, on 14 October 2003, the Council decided to invite the representatives of Argentina, Bahrain, Brazil, Cuba, Egypt, Indonesia, the Islamic Republic of Iran, Israel, Italy, Japan, Jordan, Lebanon, the Libyan Arab Jamahiriya, Malaysia, Nepal, New Zealand, Norway, Qatar, Saudi Arabia, South Africa, the Sudan, Tunisia, Turkey, the United Arab Emirates and Yemen to participate, without vote, in the discussion of the item entitled:<\/p><\/div>\n <\/p>\n <\/p>\n <\/p>\n At the same meeting, the Council also decided to extend an invitation to the Permanent Observer of Palestine to the Âé¶¹APP, in response to his request dated 13 October 2003 addressed to the President of the Security Council,<\/span>120 <\/sup><\/span>in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/span><\/p><\/div>\n <\/p>\n At the same meeting, in response to the request dated 9 October 2003 from the Permanent Representative of the Syrian Arab Republic to the Âé¶¹APP addressed to the President of the Security Council,<\/span>121<\/sup><\/span> the Council further decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Yahya Mahmassani, Permanent Observer of the League of Arab States to the Âé¶¹APP.<\/span><\/p><\/div>\n <\/p>\n At the same meeting, in response to the request dated 13 October 2003 from the Permanent Representative of the Islamic Republic of Iran to the Âé¶¹APP addressed to the President of the Security Council,<\/span>122<\/sup><\/span> the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Ahmad Hajihosseini, Deputy Permanent Observer of the Organization of the Islamic Conference to the Âé¶¹APP.<\/span><\/p><\/div>\n <\/p>\n At the same meeting, the Council also decided to extend an invitation, under rule 39 of its provisional rules of procedure, to the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, in response to his request dated 13 October 2003.<\/span>123<\/sup><\/span><\/p><\/div>\n <\/p>\n At its 4842nd meeting, on 14 October 2003, the Council considered the item entitled:<\/p><\/div>\n <\/p>\n <\/p>\n <\/p>\n In accordance with the decision taken at the 4841st meeting, the President, with the consent of the Council, invited the representative of Israel and the Permanent Observer of Palestine to participate in the discussion.<\/p><\/div>\n <\/p>\n At its 4846th meeting, on 21 October 2003, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”.<\/p><\/div>\n <\/p>\n At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Kieran Prendergast, Under-Secretary-General for Political Affairs.<\/p><\/div>\n <\/p>\n At its 4861st meeting, on 19 November 2003, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”.<\/p><\/div>\n <\/p>\n At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Kieran Prendergast, Under-Secretary-General for Political Affairs.<\/p><\/div>\n <\/p>\n At its 4862nd meeting, on 19 November 2003, the Council decided to invite the representative of Israel to participate, without vote, in the discussion of the item entitled “The situation in the Middle East, including the Palestinian question”.<\/p><\/div>\n <\/p>\n At the same meeting, the Council also decided to extend an invitation to the Permanent Observer of Palestine to the Âé¶¹APP, question”.<\/p><\/div>\n <\/p>\n At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Terje Roed-Larsen, Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General.<\/p><\/div>\n <\/p>\n At its 4895th meeting, on 16 January 2004, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”.<\/p><\/div>\n <\/p>\n At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Kieran Prendergast, Under-Secretary-General for Political Affairs.<\/p><\/div>\n <\/p>\n At its 4912th meeting, on 18 February 2004, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”.<\/p><\/div>\n <\/p>\n At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Terje Roed-Larsen, Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General.<\/p><\/div>\n <\/p>\n At its 4927th meeting, on 18 March 2004, the Council considered the item entitled “The situation in the Middle East, including the Palestinian question”.<\/p><\/div>\n <\/p>\n At the same meeting, in accordance with the understanding reached in its prior consultations, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Danilo Türk, Assistant Republic, Tunisia, the United Arab Emirates and Yemen to participate, without vote, in the discussion of the item entitled:<\/p><\/div>\n <\/p>\n <\/p>\n <\/p>\n At the same meeting, the Council also decided to extend an invitation to the Permanent Observer of Palestine to the Âé¶¹APP, in response to his request dated 23 March 2004 addressed to the President of the Security Council,<\/span>127 <\/sup><\/span>in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/span><\/p><\/div>\n <\/p>\n At the same meeting, in response to the request dated 23 March 2004 from the Permanent Representative of Algeria to the Âé¶¹APP addressed to the President of the Security Council,<\/span>128 <\/sup><\/span>the Council further decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Yahya Mahmassani, Permanent Observer of the League of Arab States to the Âé¶¹APP.<\/span><\/p><\/div>\n <\/p>\n At the same meeting, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, in response to his request dated 23 March 2004.<\/span>129<\/sup><\/span><\/p><\/div>\n <\/p>\n At its 4934th meeting, on 25 March 2004, the Council considered the item entitled:<\/p><\/div>\n <\/p>\n <\/p>\n <\/p>\n In accordance with the decision taken at the 4929th meeting, the President, with the consent of the Council, invited the representative of Israel to participate, without vote, in the discussion of the item.<\/p><\/div>\n <\/p>\n In accordance with the decision taken at the 4929th meeting, the President, with the consent of the Council, also invited the Permanent Observer of Palestine to participate in the discussion in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/p><\/div>\n <\/p>\n At its 4945th meeting, on 19 April 2004, the Council decided to invite the representatives of Bahrain, Cuba, Egypt, India, Indonesia, Ireland, the Islamic Republic of Iran, Israel, Japan, Jordan, Kuwait, Lebanon, the Libyan Arab Jamahiriya, Malaysia, Mauritania, Morocco, Norway, Saudi Arabia, South Africa, the Sudan, the Syrian Arab Republic, Tunisia, the United Arab Emirates and Yemen to participate, without vote, in the discussion of the item entitled:<\/p><\/div>\n <\/p>\n <\/p>\n <\/p>\n At the same meeting, the Council also decided to extend an invitation to the Permanent Observer of Palestine to the Âé¶¹APP, in response to his request dated 19 April 2004 addressed to the President of the Security Council,<\/span>130 <\/sup><\/span>in accordance with the provisional rules of procedure of the Council and its previous practice in that regard.<\/span><\/p><\/div>\n <\/p>\n At the same meeting, in response to the request dated 19 April 2004 from the Permanent Representative of Algeria to the Âé¶¹APP addressed to the President of the Security Council,<\/span>131 <\/sup><\/span>the Council further decided to extend an invitation, under rule 39 of its provisional rules of procedure, to Mr. Yahya Mahmassani, Permanent Observer of the League of Arab States to the Âé¶¹APP.<\/span><\/p><\/div>\n <\/p>\n At the same meeting, the Council decided to extend an invitation, under rule 39 of its provisional rules of procedure, to the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, in
