PROGRESS REPORT OF THE UNITED NATIONS MEDIATOR ON PALESTINE<\/strong><\/p><\/div>\n

<\/p>\n

\n

Guatemala: Revised amendments to the United States revised amendments<\/u><\/strong><\/p><\/div>\n

\n

(A\/C.1\/397\/Rev.1) to the revised draft resolution of the<\/u><\/strong><\/p><\/div>\n

\n

United Kingdom (A\/C.1\/394\/Rev.1)<\/u><\/strong><\/p><\/div>\n

\n

1.\t<\/span>Delete numbered paragraph 2 of the United Kingdom resolution and substitute the following paragraph of the Australian draft resolution (A\/C.1\/396);<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>“REQUESTS the Security Council to give sympathetic consideration to an application for the admission of the State of Israel to the Â鶹APP if and when such application will be submitted;”<\/p><\/div>\n

<\/p>\n

\n

2.\t<\/span>Delete the introductory part of paragraph 3 and substitute the following:<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>“ESTABLISHES a Conciliation Commission composed of three (or five) personalities appointed by the President of the General Assembly and the Secretary-General of the Â鶹APP.  The Commission shall have the following functions:”<\/p><\/div>\n

<\/p>\n

\n

3.\t<\/span>Delete paragraph 3(c) and replace it with the following:<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>3(c) To use its good offices with the Governments and authorities concerned with a view to achievement of a final settlement of all questions outstanding between them.<\/p><\/div>\n

<\/p>\n

\n

4.\t<\/span>Paragraph 4: substitute the following:<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>“INSTRUCTS the Conciliation Commission to assist the governments and authorities concerned with a view to delimiting the frontiers in Palestine, in conformity with the principles of the resolution of 29 November 1947, taking into account the actual situation in Palestine, and without excluding any territorial settlement mutually acceptable to the parties.  In the event of failure to secure agreement on the boundaries and related matters, the Commission shall report to the General Assembly for the purpose of final determination of the question by the Assembly;”<\/p><\/div>\n

<\/p>\n

\n

5.\t<\/span>Add the following paragraph:<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>“The Commission shall assist the inhabitants of the Arab territory of Palestine in deciding upon the political organization they wish to give to the said territory.  No annexation to a neighbouring State shall be decreed without the consent of the people, freely and legally expressed;”<\/p><\/div>\n

<\/p>\n

\n

6.\t<\/span>Delete paragraph 10 and replace it with the following:<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>“10.\t<\/span>RESOLVES that the Arab refugees wishing to return to their homes and live at peace with their neighbours should be permitted to do so at the earliest possible date after the proclamation of peace between the contending parties in Palestine, including the Arab States, and that adequate compensation should be paid for the property of those choosing not to return; and INSTRUCTS the Conciliation Commission to use its good offices to facilitate the repatriation, resettlement, and economic and social rehabilitation of the Arab refugees and the payment of compensation;”<\/p><\/div>\n
