Identical letters dated 6 June 2002 from the Permanent Observer

of Palestine to the Â鶹APP addressed to the Secretary-General

and the President of the Security Council

 Overnight, Israeli occupying forces reoccupied parts of the Palestinian city of Ramallah, raiding and attacking the headquarters of the President of the Palestinian Authority, Mr. Yasser Arafat. The military assault lasted for six hours, during which tanks shelled the offices of the President and Israeli occupying forces blew up at least three buildings in the presidential compound. The sleeping quarters of the President were damaged by the shelling and machine gun fire, revealing that the Israeli raid clearly endangered his life. Actually, a member of the presidential guard was killed by the occupying forces and 15 other people were injured.

 The international community must condemn this latest criminal and extremely dangerous Israeli action in the strongest terms. What occurred overnight in Ramallah is yet additional proof of the real intention of the government of Mr. Ariel Sharon, which aims at dragging us all back to a pre-Oslo situation, effectively destroying the Palestinian Authority and preventing the achievement of a final settlement between the two sides.

 The Security Council bears special responsibility with regard to the situation in the Occupied Palestinian Territory, including Jerusalem, not the least because Israel continues to flout the Council’s most recent resolutions, including resolutions 1402 (2002) and 1403 (2002), and has yet to implement them. As Israel continues to perpetrate such dangerous and destructive actions, including war crimes and State and settler terrorism, immediate intervention by the Council has become imperative for bringing an end to these Israeli actions and for ensuring the implementation of the above-mentioned Security Council resolutions.

In follow-up to my previous 123 letters to you regarding the ongoing crisis in the Occupied Palestinian Territory, including Jerusalem, dated from 29 September 2000 to 4 June 2002 (A/55/432-S/2000/921; A/55/437-S/2000/930;
