\t<\/span>I have the honour, in my capacity as Chairman of the Arab Group of States to the Â鶹APP for the month of March 1985, to request the circulation of the enclosed letter by the Deputy Permanent Observer for the Palestine Liberation Organization to the Â鶹APP dated 6 March 1985, as an official document of the General Assembly, under item 75 of the preliminary list, and of the Security Council.<\/p><\/div>\n

Letter dated 6 March 1985 from the Permanent Observer of the<\/u><\/p><\/div>\n

\n

Palestine Liberation Organization to the Â鶹APP<\/u><\/p><\/div>\n

\n

addressed to the Secretary-General<\/u><\/p><\/div>\n

\n

\t<\/span>I am instructed by Yasser Arafat, Chairman of the Executive Committee of the Palestine Liberation Organization to bring the following to your urgent attention.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>On the evening of 5 March 1985, Israeli occupation troops surrounded the Palestinian town of Saeer in the Al-Khalil (Hebron) area.  Using batons and rifle butts they carried out fascist and barbaric acts against the Palestinian civilian population, severely injuring about 30 persons.  Israeli occupation troops broke into several Palestinian homes causing destruction and havoc.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>A curfew has been imposed and the area declared an Israeli military zone.  As a consequence of the curfew those Palestinian civilians severely injured in the Israeli attack could not be transferred to hospitals.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Israeli occupation troops used a bulldozer to raze two Palestinian houses in Saeer.  A number of Palestinians have been arrested and taken away for interrogation.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>It has been learned that the request for a delegation from the Red Cross to visit the area was not met as a result of a denial by the Israeli military authorities.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>In drawing your attention to this seriously volatile situation, we again impress upon the Â鶹APP to assume full responsibility vis-à-vis<\/u> Â鶹APP resolutions calling for adequate protection to guarantee the safety and security and human and legal rights of Palestinians living under Israeli military occupation, and in this context would recall General Assembly resolution 39\/99 I which urged the Secretary-General:<\/p><\/div>\n

<\/p>\n

\n\t\t\t\t"… to undertake effective measures to guarantee the safety and security and the legal and human rights of the Palestinian refugees in all the territories under Israeli occupation".\n\t\t\t\t<\/div>\n
