61.   The escalation of hostilities in the Middle East was worrisome; continuing occupation, the expansion of settlements and the construction of the barrier beyond the Armistice Line were adversely affecting the humanitarian situation and prospects for peace. The Palestinian Authority must prevent attacks against Israeli civilians by dismantling terrorism capabilities and infrastructure without delay. In its efforts to ensure its security, Israel should not resort to disproportionate force and extrajudicial killings and must prevent non-combatant civilian casualties. Lastly, access by humanitarian workers, particularly in the Gaza Strip, should not be hindered. <\/p><\/div>\n
