\t<\/span>In accordance with article 39 of the provisional rules of procedure of the Security Council, I have the honour to request you to authorize Mr. Yahja A. Mahmassani, Ambassador and Permanent Observer for the League of Arab States to the Â鶹APP, to address the Security Council during the public debate devoted to the situation in the Middle East, including the question of Palestine, scheduled for 19 April 2004.<\/p><\/div>\n
