Warning that fuel and medicine are in \u201cdangerously short supply\u201d in the Gaza Strip, the senior Â鶹APP political affairs official urged international donors today to boost their aid deliveries, while calling on Israelis and Palestinians to exercise maximum restraint amid the recent spate of violence.<\/p>\n

Rosemary DiCarlo, Â鶹APP Under\u2011Secretary\u2011General, briefing the Security Council, expressed concern over renewed hostility in the region, particularly citing Hamas\u2019s firing of missiles into Israel, and Israel\u2019s targeting of protestors in the Gaza Strip.\u00a0 The latter has resulted in the death of 13\u00a0Palestinian civilians, she said.<\/p>\n

Also during the reporting period, Palestinian militants fired some 195\u00a0rockets and mortars towards Israel, she continued. \u00a0Meanwhile, Israel targeted sites in the Strip on at least 125\u00a0occasions. \u00a0During those operations, 8\u00a0Palestinians, including a pregnant woman and her 18\u2011month\u2011old baby, were killed, while 56\u00a0Palestinians and 28\u00a0Israeli civilians were injured. \u00a0While Israel has a duty to protect its civilians, it must exercise restraint, she continued, stressing: \u00a0\u201cChildren should never be targeted in any way.\u201d \u00a0She also urged Hamas to provide full information on Israelis held in Gaza.<\/p>\n

Ms. DiCarlo warned that the humanitarian situation had further deteriorated due in part to additional restrictions by Israel on the movement of goods through the Kerem Shalom crossing.\u00a0 While welcoming Israel\u2019s 15\u00a0August decision to fully reopen Kerem Shalom and expand the fishing zone to nine\u00a0nautical miles, she expressed concern about the closing on 19\u00a0August of the Erez pedestrian crossing to Gaza and West Bank residents. \u00a0\u201cAs we work towards the full lifting of the closing on Gaza\u2026 I call on urgently needed supplies to reach the Strip,\u201d she emphasized.<\/p>\n

Urging donors and international organizations to increase their allocation of funds to Gaza, Ms.\u00a0DiCarlo expressed support for the assistance and aid programmes spearheaded by the World Bank and the Â鶹APP Development Programme\u00a0(UNDP), many of which are focused on providing decent employment opportunities for women.<\/p>\n

\u201cImproving Palestinian women\u2019s socioeconomic status is essential to stability,\u201d she stressed, adding that providing jobs for women is \u201ca critical step\u201d. \u00a0The unemployment rate for Palestinian women continues to be significantly higher than men, exceeding 78\u00a0per\u00a0cent in Gaza in the second quarter of\u00a02018.<\/p>\n

Ms. DiCarlo also reiterated the Secretary\u2011General\u2019s warning of the humanitarian consequences resulting from failing to address the funding shortfall of the Â鶹APP Relief and Works Agency for Palestine Refugees in the Near East\u00a0(UNRWA).<\/p>\n

She further noted the Â鶹APP long\u2011stated position that all settlements are illegal under international law and must cease, urging Israel to cease the demolition of Bedouin properties as part of an effort to displace them. \u00a0She reiterated Â鶹APP calls on Israel to cease the demolition of Palestinian property and efforts to relocate Bedouin communities in the occupied West Bank. \u00a0Such actions undermine the two\u2011State solution.<\/p>\n

Ms. DiCarlo added that the status quo must be preserved at the Holy Sites, stressing the need to end the Israeli occupation and achieve two\u00a0States, where both Israelis and Palestinians can live together in peace.<\/p>\n

\u201cWith the celebration of Eid al\u2011Adha this week, and the Jewish holidays approaching, I urge all to do their part to avoid provocations at Jerusalem\u2019s Holy Sites,\u201d she said.<\/p>\n
