Following are UN Secretary\u2011General Ant\u00f3nio Guterres\u2019 remarks to the Security Council at the briefing on the Middle East, in New York today:<\/p>\n

I have just returned from a visit to Kuwait.\u00a0 Kuwait generously hosted a conference on the reconstruction of Iraq and helped mobilize critical resources.\u00a0 The international community showed its gratitude to the Iraqi people for their courageous victory over Da\u2019esh\u00a0(ISIL). \u00a0The support is a vote of confidence in the Government and people of Iraq.\u00a0 Kuwait has played a very important leadership role in this very successful meeting.\u00a0 But, unfortunately, positive developments in Iraq are an exception in the region.\u00a0 This context underscores the need for a political solution to the Israeli\u2011Palestinian conflict which has lasted for far too long.<\/p>\n

I am here to reiterate my full personal commitment \u2014 and the commitment of the Â鶹APP \u2014 to supporting the parties in their efforts to achieve a two\u2011State solution.\u00a0 A solution of two democratic States, Israel and Palestine, living side by side in peace within secure and recognized borders.\u00a0 A solution that addresses all final status issues on the basis of relevant Â鶹APP resolutions, international law and mutual agreements.\u00a0 There is no Plan B.<\/p>\n

Yet, we must face today\u2019s sad reality.\u00a0 After decades of support, the global consensus for a two\u2011State solution could be eroding.\u00a0 Obstacles on the ground have the potential to create an irreversible one\u2011State reality.\u00a0 It is simply impossible to square the circle of a one\u2011State reality with the legitimate national, historic and democratic aspirations of both Israelis and Palestinians.\u00a0 At the same time, conditions for Palestinians in Gaza \u2014 which has been under the control of Hamas for a decade \u2014 are dire.<\/p>\n

Shortfalls in Â鶹APP Relief and Works Agency for Palestine Refugees in the Near East\u00a0(UNRWA) funding are a matter of international concern. \u00a0The human security, rights and dignity of 5\u00a0million Palestine refugees are at stake.\u00a0 So, too, is the stability of the region.\u00a0 I appeal to the international community to step up its generous support.<\/p>\n

This is a time for dialogue, for reconciliation, for reason.\u00a0 At this moment of grave consequence, I appeal for effective concerted action by all parties.\u00a0 It is more important than ever.\u00a0 Allow me to ask you to give the floor to the Special Coordinator for the Middle East Peace Process, Nickolay Mladenov, to deliver his monthly briefing to the Security Council on the situation in the Middle East.<\/p>\n
