field-type-text-with-summary field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<p>Activities to mark 50\u00a0years of Israeli occupation and support the two-State solution had taken centre stage in recent efforts to quell tensions, especially in Jerusalem, and create conditions for mutual respect, the Palestinian Rights Committee heard today.<\/p>\n<p>Riyad Mansour, Permanent Observer for the State of Palestine, recalled that the Committee on the Exercise of the Inalienable Rights of the Palestinian People had organized six activities in June commemorating the fiftieth anniversary of the Israeli occupation, from movies and discussions to a special Security Council meeting attended by the Special Coordinator for the Middle East Peace Process and another intergovernmental event. \u00a0The Committee, along with the Organization of Islamic Cooperation (OIC), had also organized the International Conference on the Question of Jerusalem from 20\u00a0to 21\u00a0July under the theme, \u201cJerusalem and the International Community: \u00a0Providing Political and Economic Support\u201d in Baku, Azerbaijan.<\/p>\n<p>He welcomed the adoption by the Committee and the OIC of the Baku Communiqu\u00e9 condemning the closure of Al-Aqsa Mosque, which had taken place during the conference, demanding the removal of obstacles against worshippers and requesting the international community to respect the historical status quo. \u00a0In C\u00f4te d\u2019Ivoire, the Committee had added provisions to the declaration on supporting OIC efforts to stabilize the finances of the Âé¶¹APP Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).\u00a0 Palestinians had demanded the removal of obstacles to Al-Aqsa Mosque and el Haram esh-Sharif, he said, stressing:\u00a0 \u201cWe do not accept any excuses for closing places of worship.\u201d<\/p>\n<p>He said Israel had removed the obstacles after 12\u00a0days of confrontation, precipitated by occupation authorities, while Palestinians peacefully prayed outside the Mosque.\u00a0 The Secretary-General would visit the State of Palestine and Israel from 28\u00a0to 30\u00a0August, spending a day in Ramallah to meet with Palestinian leaders, high-tech companies and civil society groups. \u00a0On 30\u00a0August, the Secretary-General would visit Gaza, during which he hoped he would see the brutality of the occupation and the Israeli settlement programme. \u00a0He supported the Secretary-General\u2019s position that there was no \u201cPlan B\u201d to the two-State solution.<\/p>\n<p>Against that backdrop, Committee Chair Fod\u00e9 Seck (Senegal) said it had convened a forum at Âé¶¹APP Headquarters from 29\u00a0to 30\u00a0June to mark 50\u00a0years of Israeli occupation, featuring an event titled, \u201cEnding the Occupation: \u00a0The Path to Independence, Justice, and Peace for Palestine\u201d, and a civil society forum on \u201cEnding the Occupation: \u00a0Creating the Space for Human Rights, Development, and a Just Peace\u201d.<\/p>\n<p>Further, from 3\u00a0to 7\u00a0July, he said the Committee had sponsored a Policy Fellow from Al-Shabaka to lecture in a course titled \u201cPalestine, Half Century of Occupation: \u00a0A Legal, Political, and Human Approach\u201d in Madrid\u00a0 A Committee delegation had attended the forty-fourth session of the OIC Council of Foreign Ministers in Abidjan, C\u00f4te d\u2019Ivoire, from 10\u00a0to 11\u00a0July, while the Security Council had held its quarterly open debate on the situation in the Middle East, including the Palestinian question, on 25\u00a0July.<\/p>\n<p>Committee Rapporteur Carmelo Inguanez (Malta) added that participants at the commemorative Headquarters events in June had outlined measures for ending the occupation and realizing a two-State solution, among them, an immediate stop to Israel\u2019s annexation of Palestinian lands, along with multilateral negotiations and partnerships with civil society.\u00a0 Civil society groups from the West Bank, including East Jerusalem, Gaza and Israel, had stressed the need for accountability in efforts to reverse negative trends.\u00a0 Policy recommendations on Gaza included going beyond support for emergency operations to sustained international engagement, shifting from a humanitarian to a human rights framework of analysis and action, and addressing the situation in Gaza as a political rather than a security issue. \u00a0Civil society also recommended putting into practice operational paragraph 5 of resolution 2334 (2016), which called on States to distinguish between the territory of Israel and the territories occupied since 1967.<\/p>\n<p>Turning to the Baku conference, he said experts had warned that tensions between Israelis and Palestinians in Jerusalem had reached a breaking point. \u00a0The only solution was to end the occupation and institute a period of \u201cdivorce\u201d in which each side respected the attachment of the other to the land and its holy sites.\u00a0 Participants had called for a strong show of Islamic solidarity with Palestinians in East Jerusalem, he said, while calls also had gone out for an international meeting to mobilize foreign investment for Palestinian infrastructure in the city.<\/p>\n<p>Taking the floor again, Mr.\u00a0Seck described the capacity-building programme for staff of the Palestinian Government.\u00a0 The Committee and the Division for Palestinian Rights had organized two activities in April:\u00a0 the Âé¶¹APP Capacity-Building Workshop on Sustainable Development Goals and South-South Cooperation, held in Beirut, and an online training course on climate change diplomacy.\u00a0 The Division was preparing the Geneva and New York segments of the annual training courses and participants had already been competitively selected.\u00a0 Preparations were also ongoing for three Palestinian civil servants to attend a training programme on Âé¶¹APP Catalytic Support to South-South and Triangular Cooperation in implementing the 2030 Agenda for Sustainable Development.\u00a0 The Division was preparing the second edition of a training course on water conflict management in Ramallah, tentatively scheduled for November 2017.<\/p>\n<p>He said the Committee planned to provide financial support for three Palestinian civil servants to visit Geneva to observe the sixty-eighth session of the Committee on the Elimination of Discrimination against Women in October.\u00a0 More than 20\u00a0Palestinian civil servants had been trained in 2017 and another 20\u00a0would be trained during the remainder of the year.<\/p>\n<p>Going forward, he said the Committee would adopt its annual report to the General Assembly in a meeting scheduled for 6\u00a0September, while the next Bureau retreat would take place in early October.\u00a0 On 2\u00a0November, the Committee would host a lecture marking the 100th anniversary of the Balfour Declaration, and on 28\u00a0November, the Rapporteur would attend a cultural event in Paris marking the International Day of Solidarity with the Palestinian People.\u00a0 Further, the Committee had sent a letter to the Secretary-General on 18\u00a0May, stressing that his quarterly report on the implementation of Security Council resolution 2334 (2016) should be substantive, in writing and demonstrate whether parties were complying with the resolution.<\/p>\n<p>Commenting on those activities, Mr.\u00a0Mansour said the growing number of training programmes for Palestinians stemmed from the fact that the State of Palestine had joined all human rights treaties and conventions. \u00a0It would be useful for Palestinian cadres to participate in State party conferences related to those accords, he said.\u00a0 \u201cWe want to prove that we are a responsible State and carrying our portion of the humanity
