The Ministry of Public Works and Housing (MoPWH) of the State of Palestine and the Âé¶¹APP Office for Project Services (UNOPS) today signed a Memorandum of Understanding (MoU) to establish a comprehensive framework for cooperation in the public works and housing sectors. The agreement, signed by H.E. Minister Eng. Ahed Fayek Bseiso and Ms Karuna Herrmann, Director of the UNOPS Jerusalem Office, marks a critical step toward scaling up early recovery and planned reconstruction of essential infrastructure in Gaza and the West Bank.

Under this partnership, UNOPS will provide technical advisory, operational expertise, and resource mobilisation support to the MoPWH, which will lead all cooperation activities in alignment with national priorities. The collaboration specifically targets urgent infrastructure needs in the West Bank and the Gaza Strip, focusing on sustainability and national ownership.

The partnership centers on several high-priority strategic areas:

  • Early Recovery and Reconstruction in Gaza: With focus on road networks, public buildings, and housing.
  • Infrastructure and Housing Solutions: With focus on transitional shelter solutions for displaced households in Gaza, alongside housing for low-to-medium-income households in the West Bank.
  • Supply Chain and Material Management: With focus on facilitating the import of essential construction materials through efficient, transparent supply chains and sustainable recycling of debris for reconstruction purposes.
  • Advanced Geospatial and Information Systems: With focus on development of a cloud-based Information Management System and the use of GeoAI analytics and satellite imagery to quantify damage and prioritize high-impact intervention areas.
  • Strategic Capacity Building: With focus on transferring specialized GIS, geospatial planning, and contract management capabilities.

H.E. Eng. Ahed Fayek Bseiso, Minister of Public Works and Housing, emphasized that ¡°the signing of this MoU reflects the commitment of both parties to strengthening cooperation and coordination frameworks within a shared vision aligned with national plans¡±. H.E. explained that ¡°the partnership aims to support infrastructure reconstruction and development efforts in the West Bank and Gaza Strip. This will contribute to enhancing the quality of services provided to citizens, bolstering their resilience, and driving sustainable development through the unification of efforts and the integration of roles with international partners.”

¡°This partnership is about turning recovery and reconstruction priorities into practical solutions that can be implemented at scale,¡± said Ms Karuna Herrmann, Director of the UNOPS Jerusalem Office. ¡°UNOPS is proud to leverage its global expertise in infrastructure, procurement, project management and supply chains to support the Ministry¡¯s leadership and help advance resilient, sustainable infrastructure for Palestinians.¡±

The MoU is effective for an initial period of five years, providing a stable foundation for long-term project implementation and resource mobilization from the international donor community.
