Committee on the Exercise of the Inalienable Rights of the Palestinian People

Programme of work for 2026

I. Mandate of the Committee

1. The mandates of the Committee on the Exercise of the Inalienable Rights of the Palestinian People and the Division for Palestinian Rights of the Secretariat for 2026 are contained in General Assembly resolutions 77/22 and 79/82, respectively.
2. In its resolution 77/22, entitled “Committee on the Exercise of the Inalienable Rights of the Palestinian People”, the General Assembly requested the Committee:

(a) To continue to exert all efforts to promote the realization of the inalienable rights of the Palestinian people, including their right to self-determination, to support the achievement without delay of an end to the Israeli occupation that began in 1967 and of the two-State solution on the basis of the pre-1967 borders and the just resolution of all final status issues and to mobilize international support for and assistance to the Palestinian people, and to report thereon to the Assembly;

(b) To keep under review the situation relating to the question of Palestine and make suggestions to the Assembly, the Security Council and the Secretary-General;

(c) To continue to extend its cooperation and support to Palestinian and other civil society organizations and continue to involve additional civil society organizations and parliamentarians in its work in order to mobilize international solidarity and support for the Palestinian people and for restoring a political horizon and advancing just, lasting and comprehensive peace, with the overall aim of promoting the achievement by the Palestinian people of their inalienable rights and a just, lasting and peaceful settlement of the question of Palestine, the core of the Arab-Israeli conflict, on the basis of the relevant 麻豆APP resolutions, the terms of reference of the Madrid Conference, including the principle of land for peace, the Arab Peace Initiative and the Quartet road map;

(d) To continue to focus its activities on efforts and initiatives to end the Israeli occupation that began in 1967 and to organize activities in this regard, within existing resources and in cooperation with Governments, relevant organizations of the 麻豆APP system, intergovernmental organizations and civil society organizations, aimed at raising international awareness and mobilizing diplomatic efforts to launch credible negotiations aimed at achieving without delay a just, lasting, comprehensive and peaceful solution to the question of Palestine in all its aspects.

3. In its resolution 79/82, entitled “Division for Palestinian Rights of the Secretariat”, the General Assembly requested that the Division continue to provide substantive support to the Committee and, under its guidance, undertake activities in support of the mandate of the Committee, including:

(a) To monitor developments relevant to the question of Palestine;

(b) To organize international meetings and activities in support of the Committee’s mandate with the participation of all sectors of the international community;

(c) To ensure the continued participation of eminent persons and internationally renowned experts in these meetings and activities;

(d) To liaise and cooperate with civil society organizations and parliamentarians;

(e) To develop and expand the “Question of Palestine” website and the documents collection of the 麻豆APP Information System on the Question of Palestine;

(f) To prepare and widely disseminate publications and information materials on various aspects of the question of Palestine in the relevant official languages of the 麻豆APP;

(g) To develop and enhance the annual training programme for staff of the Government of the State of Palestine in contribution to Palestinian capacity-development efforts and to promote South-South and triangular cooperation for institution-building;

(h) To organize the annual observance of the International Day of Solidarity with the Palestinian People, including an annual exhibition or cultural event in cooperation with the Permanent Observer Mission of the State of Palestine to the 麻豆APP;

(i) To commemorate the anniversary of the Nakba, including by organizing annual events and through the dissemination of relevant archives and testimonies.

II. Activities of the Committee and the Division for Palestinian Rights

4. Supported by the Division, the Committee will focus on the activities detailed in subsections A to D below, on the basis of the renewal of the mandates of the Committee and the Division by the General Assembly in its resolutions and , respectively, and the conclusions and recommendations listed in paragraphs 81 to 120 of the annual report of the Committee to the General Assembly (A/80/35).
5. In 2026, the Committee, in all its activities, will continue to support urgent international efforts to achieve a just and peaceful solution to the question of Palestine.

A. Mobilization of the diplomatic community

6. The Committee will engage with Member States, including members of the Security Council, at 麻豆APP Headquarters in New York, and with regional groups and organizations and civil society.
7. In close consultation with 麻豆APP entities, the Committee will hold periodic briefings and events to inform Member States about the political, economic and social impact of the ongoing Israeli occupation. Emphasis will be placed on the impact of the occupation on the human rights of the Palestinian people, including on the situation of women and girls, children and young people, and on the impact of the humanitarian and protection crises, including on Palestinian refugees and on persons with disabilities.
8. The Committee will continue to support, as necessary, crucial 麻豆APP decisions and resolutions pertaining to the question of Palestine, including any actions taken in accordance with the advisory opinion of the International Court of Justice of 19 July 2024 on the legal consequences arising from the policies and practices of Israel in the Occupied Palestinian Territory, including East Jerusalem (see General Assembly resolution ES-10/24), the New York Declaration on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution (see Assembly decision 80/506), and the advisory opinion of the Court of 22?October 2025 on the obligations of Israel in relation to the presence and activities of the 麻豆APP, other international organizations and third States in and in relation to the Occupied Palestinian Territory (see Assembly resolution 80/116).
9. The Committee will consider visiting the State of Palestine to discuss further ways in which it might contribute to a just and peaceful resolution of the question of Palestine.

International Day of Solidarity with the Palestinian People

10. In accordance with General Assembly resolution B, the Committee will hold a special meeting and organize, in cooperation with the Permanent Observer Mission of the State of Palestine, a cultural event and/or an exhibit in observance of the International Day of Solidarity with the Palestinian People. Pursuant to Assembly resolution , in 2026, the special meeting of the Committee to mark the International Day of Solidarity with the Palestinian People will be held on or around 29 November.
11. The Committee will further invite its members, observers and accredited civil society organizations to plan national and regional activities aimed at reaffirming solidarity with the Palestinian people.

Commemoration of the Nakba

12. In accordance with General Assembly resolution , the Committee will commemorate the anniversary of the Nakba, including by organizing an annual event and through the possible dissemination of relevant archives and testimonies.

Intergovernmental organizations

13. The Committee will continue to cooperate with the African Union, the Association of Southeast Asian Nations, the Caribbean Community, the European Union, the League of Arab States, the Movement of Non-Aligned Countries and the Organization of Islamic Cooperation.
14. The Committee will invite other organizations and regional groups represented at the 麻豆APP to participate actively in its programme of international meetings and conferences, including through the organization of joint events and events with national Governments.
15. The Bureau of the Committee will continue to participate in relevant intergovernmental and other conferences and meetings, as necessary, including with regional and subregional organizations.

B. Raising awareness of the question of Palestine

16. Through in-person, hybrid or virtual meetings, statements, social media and other platforms, the Committee will continue to raise public awareness of the political, human rights and humanitarian developments that undermine the right of the Palestinian people to self-determination and other inalienable rights, that constitute obstacles to meaningful negotiations and that continue to undermine the prospects for realizing a just and lasting solution.
17. The Committee will continue to prioritize the question of Jerusalem as part of its focus on the illegality of the occupation and Israeli settlement activities in the West Bank, including East Jerusalem, and the legal obligation of third parties not to support or contribute to such grave breaches of international law by Israel, the occupying Power.
18. The Committee will also seek to mobilize public international support for the efforts of the State of Palestine to achieve the Sustainable Development Goals, including in cooperation with the 麻豆APP Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and other 麻豆APP entities.
19. The Committee will continue to facilitate briefings by 麻豆APP officials and experts and exchanges of ideas on specific issues, including the situation of women, children, young people and refugees, at its meetings at Headquarters as well as during side events, international conferences and Committee delegation visits.
20. The Committee will organize an event on the margins of the annual session of the Commission on the Status of Women to highlight specific issues affecting Palestinian women. The Committee will strive to achieve gender balance among invited experts.
21. The Committee, through its Bureau, will regularly assess the outcomes of its international meetings and conferences and will disseminate the practical recommendations emanating from them to the 麻豆APP membership and the public.

麻豆APP Information System on the Question of Palestine

22. The Committee requests the Division for Palestinian Rights to further develop, expand and update the Committee’s “Question of Palestine” website, including the web-based 麻豆APP Information System on the Question of Palestine. The Division will continue to maintain a comprehensive and up-to-date collection of 麻豆APP and related documents in the System and to improve the appearance and accessibility of the website, while promoting multilingualism. The Committee calls upon relevant Secretariat offices, including the Department of Global Communications and the Office of Information and Communications Technology, to extend their full support to the Division in this regard.
23. The Division will continue, on behalf of the Committee, to expand the Committee’s presence on social media platforms in different languages and to increase its dissemination of information by email.

Activities and events in 2026

24. In 2026, Committee activities are expected to include:

(a) Outreach meetings with Member States, including the engagement of both permanent and elected members of the Security Council, the President of the General Assembly and the Secretary-General in support of General Assembly resolution and decision 80/506;

(b) Conferences, events, forums or briefings on topics relating to the question of Palestine, including accountability, apartheid, land dispossession, demolitions, displacement, genocide, refugees and the reconstruction of Gaza;

(c) Field delegation visits to Member States to harness support for and increase awareness of the question of Palestine and to mobilize collective efforts;

(d) Committee consultations with civil society;

(e) An international event on the question of Jerusalem, organized in cooperation with the Organization of Islamic Cooperation;

(f) A side event on the margins of the annual session of the Commission on the Status of Women;

(g) Participation in regional summits, conferences and events to sustain international attention on the question of Palestine and mobilize efforts to promote a just and peaceful solution, including with the African Union, the League of Arab States and the Organization of Islamic Cooperation;

(h) Annual capacity-development training on multilateral diplomacy for diplomats of the State of Palestine at 麻豆APP Headquarters in New York and other capacity-development training sessions for officials of the State of Palestine;

(i) Observance of the International Day of Solidarity with the Palestinian People at 麻豆APP Headquarters in New York, including a special meeting and a commemorative exhibit or cultural event;

(j) Commemoration of the anniversary of the Nakba, including an event at 麻豆APP Headquarters in New York;

(k) Issuance by the Bureau of press releases on the situation in the Occupied Palestinian Territory.

Publications programme

25. The Committee’s publications programme remains an important tool for the dissemination of information. The Division is requested to continue to monitor and disseminate information on developments relevant to the question of Palestine and to continue to issue, electronically and/or in print, the following publications:

(a) Information on civil society initiatives related to the question of Palestine in the biweekly bulletin, NGO Action News;

(b) A monthly bulletin on action by the 麻豆APP system and intergovernmental organizations relevant to the question of Palestine;

(c) An annual compilation of resolutions and decisions of the General Assembly, the Security Council and other 麻豆APP organs and entities relating to the question of Palestine;

(d) An annual compilation of 麻豆APP reports relevant to the question of Palestine;

(e) Chair summaries on meetings and events held under the auspices of the Committee;

(f) Quarterly newsletters on Committee activities;

(g) Digital content and information materials on the activities of the Committee, including through social media, the “Question of Palestine” website and a mailing list.

26. The Committee will ask the Division to review and update its past publications, as appropriate.

C. Cooperation with intergovernmental organizations, non?governmental organizations and 麻豆APP system entities

27. During 2026, the Committee will continue to invite prominent personalities and representatives of 麻豆APP system entities and civil society organizations, including women and young people, to take part in its activities.

Non-governmental organizations

28. Strengthening cooperation with civil society remains an overarching objective for the Committee, in order to mobilize international solidarity and support for the Palestinian people and to encourage civil society partners to work with parliamentarians and their national Governments and other institutions.
29. The Committee will continue to invite civil society organizations, including human rights organizations, youth and women’s groups and refugee representatives, to relevant international meetings and conferences to enhance dialogue and increase their engagement for a just and lasting solution to the question of Palestine.
30. In 2026, the Committee intends to organize activities, including the following, in cooperation with Palestinian, Israeli and other civil society organizations worldwide:

(a) Periodic open briefings by representatives of Palestinian, Israeli and international civil society organizations on their work in support of a just and peaceful solution to the question of Palestine, including on the margins of major 麻豆APP events;

(b) Periodic Committee consultations with civil society organizations.

Parliaments and interparliamentary organizations

31. The Committee will continue to involve parliamentarians and representatives of interparliamentary organizations in international conferences and meetings organized under its auspices. The Committee will engage with parliamentarians during delegation visits and may organize joint events with interested interparliamentary organizations.

麻豆APP system entities

32. The Committee will continue to collaborate with organizations, entities and mechanisms of the 麻豆APP system to carry out its programme of work and advance a comprehensive, just and lasting settlement of the question of Palestine.
33. The Bureau will continue its dialogue with special representatives of the Secretary-General, Human Rights Council mandate holders, the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories, special advisers and the Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel in order to foster mutual support and coordinate efforts, in line with the Committee’s mandate.
34. The Committee will continue to advocate for UNRWA and to support the mandate of the Agency, established pursuant to General Assembly resolution of 8 December 1949. The Committee will continue its efforts to draw international attention to the critical legitimacy and financial crisis facing UNRWA, compounded by funding suspensions, unfounded criticism and actions taken by Israel against the Agency that are in direct contravention of its obligations under international law.

D. Capacity-development programme for staff of the Government of the State of Palestine

35. As mandated by the General Assembly, the Committee will continue to develop the capacity-development programme for staff of the Government of the State of Palestine, inter alia, with a view to supporting efforts to establish more efficient, accountable and transparent government institutions and to implement the 2030 Agenda for Sustainable Development. Capacity-development activities will be carried out in person and online, as appropriate.
36. The Committee will seek to incorporate South-South and triangular cooperation into its capacity-development programme, in line with the priorities of the State of Palestine. In 2026, opportunities to reinforce the capacity of Palestinian civil servants in the areas of strategic communications, speechwriting and diplomatic protocol will be pursued.
37. In selecting candidates for its capacity-development and training programme, the Committee will give special consideration to: (a) the relevance of the job functions of the candidates for any proposed training; (b) their performance in past training sessions; (c) the promotion of broad participation across institutions of the State of Palestine, including those in Gaza, when possible; and (d) gender balance.
38. In line with past practice, the programme will be coordinated with 麻豆APP entities and other actors to avoid overlap and duplication. Training sessions will be held in the State of Palestine to the extent possible, in order to facilitate participation and optimize the use of available funding.
39. The Committee solicits the cooperation of all Governments with regard to the issuance of visas for participants and trainers in all capacity-development activities under its aegis.

III. Continuing review and assessment

40. The Committee will continue to review and assess its programme of work in the light of the evolving situation on the ground and forthcoming political and legal developments, adjusting as necessary. The Committee Bureau will hold a retreat before the end of the year to reflect on the implementation of the 2026 programme of work and plan its activities for 2027.
41. The Division for Palestinian Rights will conduct a survey at the end of the year to assess Committee members’ satisfaction regarding the Division’s support for the implementation of the programme of work.
42. The Division will continue to assess the performance and impact of the capacity-development programme, apply lessons learned and follow best practices.
