Situation Overview:
A fragile ceasefire that took effect in October 2025 has enabled limited but important humanitarian progress in Gaza. The 鎊飪APP has intensified efforts to scale up assistance, collecting over 24,000 metric tons of aid at crossing points, while 190,000 metric tons remain pre-positioned awaiting entry. Secretary-General Ant車nio Guterres described the adoption of Security Council resolution 2803 (2025) as an important step towards consolidating the ceasefire and supporting conditions for sustained humanitarian access, underscoring the need for a political process to achieve a two-State solution, in line with previous UN resolutions.
Humanitarian needs in Gaza remain extremely high, especially during the winter season. Two years of conflict have damaged or destroyed nearly 78 per cent of Gaza’s 250,000 buildings. In areas beyond the so-called “yellow line”, where Israeli forces remain deployed across over 50 percent of the Gaza Strip, daily demolitions of residential buildings continue, according to OCHA.
Over 1.7 million people remain displaced, many in overcrowded shelters without adequate access to water, food, or medical care. As UNICEF has warned, for the hundreds of thousands of children living in tents or amid the rubble of their former homes, winter poses an acute threat. Critical infrastructure remains heavily degraded, the deterioration of water and sanitation systems poses serious public health risks, and severe shortages of shelter materials threaten vulnerable populations.
